The spring is harmonious, and the construction sites of water conservancy projects are busy and orderly. In the first quarter of this year, the comprehensive treatment of Yaergou ecological restoration in Kongtong District, the comprehensive treatment of the ecological environment of Daxi River (Baili Town) in Lingtai County and other projects started construction, and the continuation projects of Xinji Reservoir in Lingtai County, Zaolingou Reservoir in Chongxin County, and Zhuanglang Emergency Water Supply in the second phase of Yintao resumed work as scheduled. At the construction site of the new collection reservoir in Lingtai County, the hub buildings are arranged in a "slotted" shape along the axis of the dam, and the discharge mode of combining the flood discharge bottom hole and the overflow surface hole is adopted, and the water retaining buildings, flood discharge buildings and water intake buildings are all arranged on the riverbed. At present, the project has completed the tasks of earthwork filling in the homogeneous earth dam section, the acquisition of the remaining land in the submerged area and the relocation of migrants, and is planned to be completed in 2025 and has water storage conditions.
In order to promote the high-quality development of water conservancy construction, the city has formulated a list of water conservancy projects in 2024, sorted out and established the project time schedule and the "one table and three lists" of the previous list, the continuation list and the new construction list. This year, it is planned to promote 113 water conservancy and water protection projects, with a total investment of 9.268 billion yuan, and the annual plan to complete the investment of more than 1.56 billion yuan.
As of the end of March, a total of 58 water conservancy projects in the city started and resumed work in the first quarter, with a start-up rate of 54%, an increase of 30 over the same period last year, and an increase of 23 percentage points. In the first quarter, an investment of 84 million yuan was completed, and 9 of the 15 additional treasury bond water conservancy projects have started, with a start-up rate of 60%. In addition, 30 of the 61 rural water conservancy projects have started, 15 more than scheduled.
In terms of promoting major water conservancy projects, the Municipal Water Affairs Bureau conscientiously implemented the requirements of the city's infrastructure breakthrough year action and the coordination and promotion mechanism of the city's work to break the bottleneck of water resources, and submitted a total of 17 issues, including 10 issues in 2024, and weekly scheduling of 10 key pre-projects. At present, the Kongtong Reservoir risk removal and reinforcement plan has been compared, the Houxia and Hanhe reservoirs have completed the feasibility study review, and the preliminary work of other projects is also progressing in an orderly manner.

As a key water source project in Chongxin County during the 14th Five-Year Plan, Zaolingou Reservoir is the water receiving reservoir of the Bailongjiang Water Diversion Project. After completion, it will become the main source of domestic water supply in the urban area, with an annual water supply of 658,000 cubic meters to the county, laying the foundation for the gradual replacement of groundwater exploitation. At present, the construction of the project has entered a critical stage, and all participating parties are grasping the construction period, ensuring the quality, and ensuring the successful completion of the target task at the end of the year.
The construction of water source engineering is a powerful way for our city to overcome the problem of "water constraints". In recent years, the city has adhered to the principle of "four waters and four determinations", and has taken measures such as speeding up the construction of water source replacement projects, strictly supervising law enforcement and supervision of water intake, increasing the utilization of unconventional water, and promoting water conservation and water control in the whole region, and has achieved remarkable results. This year, the city has accelerated the commissioning of the equipment of the Hanjiagou Water Plant and the grid-connected water supply project of the Kongtong Reservoir, and on the basis of obtaining the water intake permit of the Provincial Water Conservancy Department on September 3 last year, the 12 water intake wells in the water source have been sealed and the pumping station has been dismantled. In addition, the city also issued the "Pingliang City on Deepening the Implementation Plan for Deepening the Construction of a Water-Saving Society" to consolidate the effectiveness of the construction of a water-saving society at the county level. In the first quarter of this year, compared with the fourth quarter of last year, the decline in groundwater level in our city was further narrowed.
This year, the city has continued to make efforts to improve the "five water articles" to further enhance the ability of water conservancy and flood control and disaster reduction. In terms of promoting water conservation and water control, and optimizing "water resources", a number of implementation opinions and plans have been formulated and issued, including the "Implementation Opinions on Deepening the Construction of a Water-saving Society in Pingliang City", "Implementation Opinions on the Protection and Management of Water Resources Utilization in Pingliang City" and "Unconventional Water Utilization Planning in Pingliang City". In conjunction with the 32nd World Water Day and the 37th China Water Week, various forms of publicity activities have been carried out at the city and county levels to raise public awareness of water conservation. At the same time, it also actively implements water-saving management and transformation and upgrading of industrial enterprises, and promotes high-efficiency agricultural water-saving irrigation technology, so as to achieve industrial water-saving emission reduction and agricultural water-saving efficiency.
In terms of creating happy rivers and lakes and optimizing the "water environment", the "2024 Work Plan for Rivers, Lakes and Reservoirs to Clear the Four Chaos", the "2024 Work Points of the River and Lake Chief System" and the "River and Lake Long System Work Objective Responsibility Management Assessment Measures" have been formulated and issued. Strictly implement the norms for the performance of duties by river and lake chiefs and the river patrol system. By the end of March, the fourth-level river chiefs of cities, counties and villages had patrolled rivers and lakes more than 22,000 times, issued 2 supervision documents, and successfully solved 15 river and lake problems. It is worth mentioning that on March 14, the Chongxin County section of the Weihe River was honored to be selected into the special report of the "Ten Years of Echoes, Changes of Rivers and Lakes" by the Ministry of Water Resources's "China Water Conservancy News", which undoubtedly created a beautiful ecological business card for Pingliang River and Lake.
In terms of preventing and controlling soil erosion and optimizing the "water ecology", we will actively promote the start and resumption of key soil and water conservation projects in 2024, and strictly supervise the payment of funds. As of the end of March, construction of 9 continued projects and newly started projects, as well as 16 waterlogging ponds involved in the provincial private affairs, have started. Formulate the "Special Rectification Action Plan for Soil and Water Conservation of Pingliang Production and Construction Projects", complete the rectification of problems in soil and water conservation work of environmental protection inspectors and the special rectification action of soil and water conservation of production and construction projects in the city. At the same time, a comprehensive investigation of the management of soil and water conservation in production and construction projects since 2021 has been carried out, and the annual publicity of the soil and water conservation law has been carried out. In addition, experts were also organized to conduct cross-spot checks on the quality of soil and water conservation programs in 7 counties (cities and districts) in the city, focusing on the verification of soil and water conservation related work in the Pingliang (Huating) to Tianshui section of the G8513 Pingliang to Mianyang National Highway in Huating City and Zhuanglang County.
In terms of preventing flood and drought disasters and optimizing "water security", we will organize and carry out the preparation, approval and filing of the 2023 flood season dispatching and operation plans for 33 small and medium-sized reservoirs. Comprehensively review the characteristic values of reservoir flood control, strengthen the supervision of flood limit water levels, strengthen the dispatch of emergency water volume in reservoirs, and make every effort to ensure water supply safety and flood control safety. At the same time, it is necessary to comprehensively implement the "three responsible persons" and "three key links" for flood prevention of reservoirs and silt dams, and earnestly consolidate the responsibilities of flood and drought disaster prevention at all levels. Dynamically update the database of flood and drought disaster prevention experts, rescue teams, and persons responsible for flood control, revise and improve emergency plans at the city and county levels, and comprehensively consolidate the foundation for defense. In accordance with the "2+1+20" planning and control system of sponge city, the "Urban Flood Control Plan for Pingliang Central Urban Area" and the "2023 Urban Flood Risk Assessment Report for Pingliang Central Urban Area" have been compiled.
In terms of standardizing water use behavior and optimizing "water supervision", we will continue to promote the construction of water source projects, rural water plants, water supply pipe networks and water-saving irrigation areas, and strive to optimize and improve the capacity of rural water supply services. Strengthen the construction management of water conservancy and water conservation projects, implement the responsibility for safe production, and solidly carry out the "three-year action" to tackle the root cause of safe production in the field of water conservancy, and strictly supervise all aspects of investment budget estimates, construction standards, capital audits and completion acceptance.
