On April 8, the Construction Industry Administration of Linzhou City, Henan Province issued the "Notice on Strict Examination and Approval of Construction Qualifications of Construction Enterprises". Mention: The problem of borrowing, misappropriation, and application of professional title certificates found in the recent qualification review is chaotic. From now on, in principle, the use of professional title certificates from other provinces and professional title certificates before 2010 will be suspended. According to the Provincial Department of Housing and Urban-Rural Development on the recent data screening of the Henan Provincial Construction Market Supervision Public Service Platform (hereinafter referred to as the "Provincial Supervision Platform") found that the relevant requirements for the handling of abnormal registered personnel and insufficient registered personnel, as well as the recent qualification review found in the problem of borrowing, misappropriation, and application of professional title certificates to declare qualifications, the notice is hereby notified as follows:
1. In accordance with the relevant requirements of the "Several Measures to Strengthen the Supervision of Contracting and Contracting of Housing Construction and Municipal Foundation Engineering Construction in the Province" (Yu Jian Xing Gui [2024] No. 1), all enterprises marked by the provincial supervision platform as "abnormal registered personnel" or "insufficient registered personnel" shall be rectified immediately. During the labeling period, enterprises are not allowed to apply for qualification licensing matters (including: additions, upgrades, changes, mergers, reorganizations, divisions, etc.). After the rectification is in place, the provincial supervision platform will automatically cancel the abnormal labeling, and the enterprise can apply for an administrative license.
2. Borrowing, misappropriation, and applying professional title certificates seriously damage personal interests and disrupt the order of the construction market. From now on, in principle, the use of professional title certificates from other provinces and professional title certificates before 2010 will be suspended. If you really need to use the professional title certificate from other provinces, please go to the human resources and social security department to identify the professional title certificate and reissue the professional title certificate of our province. If the professional title certificate before 2010 is used, the holder shall bring the original ID card and the original professional title certificate for on-site verification.
3. If the qualification of the enterprise changes due to merger, reorganization, division, etc., the qualification shall be strictly allowed to be released and admitted. All qualifications should be dynamically checked for enterprises whose qualifications are transferred. Enterprises receiving qualifications must meet the requirements of the corresponding category qualification standards.
