On April 2, the Ministry of Human Resources and Social Security and other 9 departments issued a notice on the "Action Plan for Accelerating the Cultivation of Digital Talents to Support the Development of the Digital Economy (2024-2026)", which attracted widespread attention.
Among the key tasks mentioned in the Notice, the following two points are more important:
(1) Implement the digital technology engineer training project. Focusing on new occupations in the digital field such as big data, artificial intelligence, intelligent manufacturing, integrated circuits, and data security, with technological innovation as the core and data empowerment as the key, formulate and promulgate national occupational standards, develop training courses, and carry out standardized training and socialized evaluation by occupation, specialty, and level, and obtain professional and technical grade certificates can be connected to identify the corresponding professional titles. On the basis of the implementation of the project, we will build a scientific and standardized training system and open up a new track for independent training of digital talents.
(2) Promote digital skills improvement actions. Adapt to the needs of the development of the digital industry and the transformation and upgrading of enterprises, and vigorously cultivate digital skilled talents. Accelerate the development of a number of national occupational standards, basic vocational training packages, teaching materials and courses for digital occupations (types of work), and rely on internet platforms to increase the extent of openness and sharing of digital training resources.

Once linked to the national occupational standards, the corresponding new certificates will be issued one after another, and the emergence of new certificates is foreseeable to be a foregone conclusion.

Up to now, Zhejiang, Guangxi, and Tianjin have issued documents clarifying that those who have obtained the intermediate certificate of digital engineer can be directly identified as engineers. Among them, Zhejiang also proposed a maximum subsidy of 5,200 yuan.
Tianjin
In January 2024, the Tianjin Municipal Bureau of Human Resources and Social Security issued the Notice on Further Improving the Correspondence between Vocational Qualifications and Vocational Skill Levels and Professional Titles. This notice shall come into force on January 1, 2024.
- Those who have obtained the intermediate professional and technical level certificate of digital engineer can be directly identified as engineers; Those who have obtained the senior professional and technical grade certificate can directly apply for the senior engineer review
- High-skilled talents with professional qualifications and vocational skill levels can participate in the evaluation of professional and technical personnel engineering and technical titles. After obtaining the professional qualification or vocational skill level of senior technician, he who has been engaged in technical skills work for 4 years can apply for the evaluation of the corresponding series of deputy senior titles; Those who have been engaged in technical skills for 5 years after obtaining the special technician skill level can apply for the evaluation of the corresponding series of senior titles.
- Those who have obtained the intermediate professional and technical level certificate of digital engineer can be directly identified as engineers; Those who have obtained the senior professional and technical grade certificate can directly apply for the senior engineer review.
- Professional and technical personnel who have worked in the city and obtained the title of engineering and technical assistant or above, have obtained the senior professional title of the specialty for 1 year, or have been engaged in the corresponding technical work for 5 years after obtaining the deputy senior title, and can apply for the professional skill evaluation of special technicians.
chekiang
In 2023, the Zhejiang Provincial Department of Human Resources and Social Security issued the Implementation Plan for the Digital Technology Engineer Cultivation Project in Zhejiang Province. This implementation plan has been implemented on September 16. The maximum subsidy is 5,200 yuan.
The key points are as follows:
- For those who participate in the digital technology engineer training project and meet the conditions for the application and evaluation of professional titles in our province, those who have obtained the primary professional and technical level certificate can be directly identified as assistant engineers; Those who have obtained intermediate professional and technical level certificates can be directly identified as engineers; Those who have obtained the senior professional and technical level certificate can directly apply for the evaluation of senior engineers.
- Trainees who have obtained the training certificate and meet the declaration conditions stipulated in the national occupational standards can be organized by the training institution to apply for the relevant vocational and professional technical level assessment to the evaluation agency.
- Within the administrative area of our province, eligible workers can apply for vocational training subsidies from the human resources and social security departments of their household registration, permanent residence, and places of job search and employment, and graduates in the graduation year can apply for subsidies from the human resources and social security departments where the school is located. Each person can enjoy it no more than 3 times per year (the same occupation and the same level cannot be enjoyed repeatedly).

Guangxi
In 2023, the Guangxi Provincial Department of Human Resources and Social Security issued the Implementation Plan for the Digital Technology Engineer Cultivation Project in Guangxi Zhuang Autonomous Region.
- Those who have obtained the primary professional and technical level certificate can directly correspond to the assistant engineer; Those who have obtained intermediate professional and technical level certificates can directly correspond to engineers; Those who have obtained the senior professional and technical grade certificate can be used as an important reference for the application and evaluation of senior engineers.
- Where technical and skilled personnel in the field of digital technology participate in training programs, pass the assessment and obtain professional and technical level certificates, and meet the relevant requirements, they will be given a training subsidy of 800 yuan per person for special vocational ability certificates in accordance with regulations.
