It reveals the goals that an organization or a group strives for, the beliefs and values that it advocates, and also regulates the behavior of an organization or an individual, which has a distinct class nature and binding force. The "Militia Oath" reflects the nature, purpose, functions, and tasks of the militia, regulates the standard conditions and behavioral requirements of the militia, displays the values of the militia and the characteristics of the times, and is the fundamental principle to be followed in striving to be a qualified militia, and also embodies the new requirements and standards of the party and the people for the militia as an organization.

1. The "Militia Oath" is a high-level summary of the duties and missions of the militia

The content of the "Militia Oath" is: "I am a Chinese militiaman, and I swear: obey the leadership of the Communist Party of China, actively participate in national construction, faithfully fulfill national defense obligations, abide by discipline and law, obey orders, be loyal to duties, study hard, train hard, respond to national orders at any time, join the army and participate in wars, support the front line, be brave and tenacious, not afraid of sacrifice, resolutely complete tasks, and never betray the motherland." This is a high-level summary of the duties and missions of the militia, and it is also a profound exposition of the nature and purpose of the militia.

(1) The oath embodies the nature and purpose of the mainland militia. The "Militia Oath" puts "obedience to the leadership of the Communist Party of China" in the first place, which fundamentally embodies the nature and purpose of the mainland militia and is the most fundamental political requirement for the militia. As everyone knows, the mainland militia is a mass armed organization under the leadership of the Communist Party of China that does not detach itself from production, is an integral part of the mainland's "three-in-one" armed forces, is the assistant and reserve force of the Chinese People's Liberation Army, and is the main body and foundation of the mainland's people's armed forces. Whether it was during the revolutionary war years or in the period of peaceful construction, the militia played a tremendous role in participating in the war and supporting the front, in emergency rescue and disaster relief, in maintaining social order, and in participating in the construction of a harmonious society. The films we know such as "Tunnel Warfare", "Mine Warfare" and "Railway Guerrillas" all truly reflect the important role played by the militia during the war. Marshal Chen Yi said: "The victory in the Huaihai Battle was pushed by the militia in the Jianghuai region with small carts. This statement is not an exaggeration at all, and it is also the marshal's heartfelt emotion. In today's peacetime, our militia is still able to play an irreplaceable role as a force, especially in the context of frequent natural disasters and constant emergencies, and the militia has a particularly obvious advantage of being familiar with people, places, languages, and situations. For example, after the Wenchuan earthquake in 2008, all communications and communications between the earthquake area and the outside world were interrupted, and the disaster relief troops could not know the situation in the disaster area, and the troops' entry was seriously blocked. This is not only a requirement for the realization of the party's political tasks, but also an inevitable requirement for maintaining the nature and purpose of the militia as a people's armed force, ensuring that the militia can give full play to its functions and roles, and ensuring the healthy development of the militia building.

(2) The oath clarifies the main responsibilities of the militia in peacetime and wartime. In peacetime, the militia should actively plunge into the country's economic construction, carry out urgent, difficult, dangerous, and arduous tasks, deal with emergencies, undertake combat readiness duties, and maintain social stability; they should also actively participate in military and political training, strive to acquire political, military, scientific, and cultural knowledge, and constantly improve their ability and quality; in wartime, the militia should obey the call of the motherland, and before joining the army and participating in the war, they should undertake combat tasks in cooperation with the troops or carry out combat tasks alone, maintain wartime order, preserve war potential, and resolutely defend national security and unity. In this way, it will be possible to raise fewer troops in peacetime and send more troops in wartime, which will be conducive to the country's economic construction and national defense construction, and will embody the organic unity of military and economic benefits. In future local wars under the conditions of informationization, the militia will not only be able to carry out the traditional tasks of battlefield service and support for the front, but will also be able to rely on local scientific and technological superiority to actively cooperate with the troops in carrying out information warfare and network warfare, so as to make up for the lack of scientific and technological content of the armed forces to a certain extent. Without the support and cooperation of the militia, we lose the basis for conducting a people's war.

(c) The oath sets out the basic criteria for being a militiaman. Although the militia comes from the masses, its requirements are different from those of the ordinary people, so to be a qualified militia member must meet the basic standards. The oath stipulates: "Obey the law, obey orders, be loyal to duty, study hard, and train hard". On the one hand, a qualified militiaman should be like a soldier, have a firm sense of the legal system and strict organizational discipline, become a model of abiding by discipline and law, and should start from little by little, obey commands, and scrupulously fulfill his duties; on the other hand, a qualified militiaman also needs excellent military qualities, and this can only come from regular and strict military training. As the saying goes: "If you don't practice martial arts, you don't fulfill your obligations, and if you don't practice martial arts, you don't count as a qualified soldier." "As a militiaman, we should love the army and practice martial arts, constantly strengthen the awareness and concept of soldiers, strive to improve military quality, cultivate a heroic and tenacious fighting style, and constantly improve the ability to win battles.

(4) The oath emphasizes the special requirements for "soldiers". The oath stipulates: "Respond to the orders of the state at any time, join the army and participate in the war, support the front line, be brave and tenacious, not afraid of sacrifice, resolutely complete the task, and never betray the motherland." This clearly emphasizes the special requirements for "soldiers," has a strong military color, and highlights the irresistibility of the militia in performing its functions and resolutely fulfilling its tasks. Under the new historical conditions, under the influence of some negative ideas in the market economy, some of our militia members believe that they are civilians and not soldiers, that it does not matter whether they listen to calls or not, that it does not matter whether they conduct training or not, and that in many cases individual behavior is determined not by organizational discipline but by material interests. We say that the combination of labor and armed forces is not only the glorious tradition of the militia, but also the basic characteristic of a mass armed organization in which the militia contingent is both a soldier and a civilian force and does not detach itself from production, and its basic spirit is the combination of labor and force; therefore, at all times, we must clearly understand that although the militia is not as highly centralized and unified as the combat troops, we are a mass armed organization, and we must have the flavor of "soldiers." To be more specific, it means that when there is a situation, we can consciously come when called upon and be able to fight.

2. The "Militia Oath" is a basic requirement for strengthening the building of the militia

In view of the new changes in the organizational form, ideological concepts, and functions and tasks of the militia, the militia oath has clearly regulated the nature, functions, and tasks of the militia, which has a distinct character of the times and a strong purpose, and is of great significance for encouraging the militia to fulfill its duties and strengthen the building of the militia.

(1) The militia oath is conducive to strengthening the political awareness of the militia that the party is in charge of the armed forces. However, in reality, some militia members do not understand the basic knowledge of the nature, functions, and tasks of the mainland militia, and their political awareness of the party's management of the armed forces is weak, and their convictions are erratic. Therefore, the broad masses of militia must firmly establish the political awareness of the party's management of the armed forces, and always take a clear-cut stand, take a firm stand, and act highly consciously on the fundamental principle of upholding the party's absolute leadership over the militia, and obey the command of the party Central Committee and President Xi Jinping.

(2) The militia oath is conducive to strengthening the militia's sense of responsibility for fulfilling national defense obligations. The militia oath clearly points out that the militia must faithfully fulfill its national defense obligations, and it is very targeted. This is not only a legal obligation, but also a political responsibility that the militia must shoulder. In accordance with the requirements of the law and the oath, the broad masses of the militia must consciously accept national defense education, constantly enhance their concept of national defense, earnestly fulfill their national defense obligations, strive to master military technology, do a good job in preparing for war and performing their duties, maintain social stability, and carry out activities to support the army and give preferential treatment to their dependents, so as to ensure that production does not forget war preparedness, and that prosperity does not forget to protect the country.

(3) The militia oath is conducive to strengthening the militia's combat awareness in carrying out combat missions. As an important component part of the state's armed forces, the militia must maintain a high degree of vigilance, keep its fundamental functions firmly in mind, overcome paralysis, be prepared for danger in times of peace, be unremittingly prepared, and be ready to shoulder the heavy task of safeguarding national security and reunification at any time. The oath particularly stresses that the militia should actively join the army and participate in the war and support the front line, and highlights the special requirements for "soldiers," which is conducive to eliminating the vague understanding that "the world is peaceful," "there is no war to prepare," and "reserve is useless," enhancing the militia's combat awareness in carrying out combat tasks, and ensuring that once something happens, it can calmly deal with it, so that the militia will become a powerful force that "can fight when recruited, and can win in battle."

3. The basic militia in the new era should consciously use the "Militia Oath" to regulate their words and deeds

The international and domestic situation in the world today is changing, and the Chinese nation is closer to national rejuvenation than at any other time in history, and our militia will certainly play an important role in the great historical process of realizing the dream of a strong country and a strong army. As the backbone militia in the new era, it is necessary to firmly implement the principle of the party's management of the armed forces, resolutely implement the military strategic guidelines for the new era, eliminate the shortcomings accumulated in peace, strengthen military training and preparation, and strive to build a strong militia force that is ready to recruit, capable of fighting, and victorious in battle, so as to make greater contributions to the realization of the harmonious and stable economic and social development of the garrison and the acceleration of the realization of the dream of a strong country and a strong army.

(1) We must follow the bright path of absolute loyalty. "The world is the most virtuous, and it is not great to be loyal". Only by taking "loyalty" as the foundation of one's life can the direction not deviate and the road will not go wrong. As a people's armed force under the leadership of the Party, whether in the past, at present, or in the future, resolutely obeying the command of the Party and President Xi Jinping is the most fundamental political requirement of our militia ranks. To be absolutely loyal, the first thing is loyalty. We must always keep the will of the party in our hearts, be consistent with our words and deeds, be consistent with our words and deeds, and resolutely listen to President Xi Jinping's words and be a good militia of President Xi Jinping. The standard is absolute. The key to absolute loyalty to the party lies in the word "absolute," that is, the sole, thorough, unconditional, unadulterated loyalty, and without any moisture. Some comrades feel that such an "absolute" standard is too harsh? In fact, it is not. At present, the situation of ideological struggle is still very complicated and severe, and Western countries have all along advocated the nationalization of the armed forces, with the aim of separating our armed forces from the party's leadership and eventually making the country "sexual" or even disintegrating, with the consequences just like those of the Soviet Union. The key is to follow the rules. The people's army has always been the most disciplined. During the war years, we went to towns and cities to sleep on the roadside without disturbing the people, went into pear orchards to smell the fragrance of pears and did not eat pears, and won the hearts and minds of the people and won victories by virtue of our style of making no mistakes and being strict in discipline; in peacetime, we persisted in administering the army according to law and strictly, did not compete with the people for profit and did not act as an intimidating force to the people, and became a "civilized army" and a "mighty army" recognized by the people. In terms of strictly observing discipline and abiding by state laws and regulations, our militia should be in the forefront of society and establish a good image of the militia.

(2) It is necessary to follow the road of self-victory by training troops and preparing for war. Although our militia is not a combat unit, and future wars will not go to the front line of facing a strong enemy, we are an important force in peacetime in maintaining social stability and in emergency rescue and disaster relief, and an important force in wartime for the people's prevention and control, mobilization, support, and security vigilance of important targets. First of all, it is necessary to enhance the sense of distress. History and practice have proven that not thinking of war and forgetting danger in peace is the most lethal "corrosive agent" for national defense security, and the ideological "horse letting go of the South Mountain" is more dangerous than the reality of "putting swords and guns into storage." In this regard, we need to learn more about the current security situation in the country and its surroundings, and we will naturally find that the world is not at peace. The smell of gunpowder in war is not absent, and the possibility of conflict and even war is not impossible! We must deepen our understanding of "the great calamity of the country if we do not think of war if we do not think about war," exert great efforts to eliminate the accumulated shortcomings of peace, strengthen our sense of hardship and the overall situation, and ensure that we can withstand the tests of urgency, difficulty, danger, and heavy tasks at critical moments. Second, it is necessary to train and strengthen the ability to fight wars. The most fundamental thing is that we should strengthen targeted training in accordance with the missions and tasks undertaken by our militia detachments, carry out training in actual combat, and always use the "hard ruler" of combat effectiveness as a criterion to ensure that soldiers can be trained in how to fight a war, and that they will train hard in whatever is needed to fight a war. Then, we must temper a strong style. President Xi Jinping pointed out that an army with an untruthful style cannot be an army with strong combat effectiveness. In peacetime, we can only show our swords and defeat the enemy in wartime. In the late Qing Dynasty, the Beiyang Naval Division premeasured the number of yards, preset buoys, and preset bombing points in the target shooting exercise, and in vain tried to put the exercise in order, and the drill hit every hundred shots, giving the spectators the illusion of power and power out of thin air, so that in the end, the whole army was annihilated, and the power was lost and the country was humiliated. It can be seen from this that when we engage in showmanship and formality in training and preparing for war, we can only fill in the shame of the lives of officers and men and the shame of defeat when we go to the battlefield. This warns us not to underestimate militia training, still less to distort militia training, but to devote ourselves to all kinds of training step by step, in a down-to-earth manner, wholeheartedly, conscientiously and assiduously trained, and that one day of training will have the effect of one day, and that training in one subject can solve problems in this respect, and we must not hold on to such erroneous ideas as "making mistakes," "being distracted," "going through the motions," and "playing tricks," so as to earnestly achieve the purpose of training and enhance combat effectiveness.

(3) We must take the promising way of daring to show our swords. No matter how well a unit is trained, if it can't pull it out, dare not go up, or can't play a role at a critical time, it's just a showcase. Nowadays, with the country's economic and social development, the status and role of the militia will only get higher and higher, and the opportunities to "show their faces" and "appear on camera" are constantly increasing. During the epidemic, militias from 28 provinces and cities across the country have been dispatched to fight on various fronts against the epidemic, and many touching stories have emerged. Many militias in our county have also participated in it and undertaken a lot of important work, so we must dare to show our swords, have the courage to participate in various urgent, difficult, dangerous and heavy tasks, not afraid of sacrifice, not afraid of difficulties, and strive to use practical actions to constantly show the responsibility of the backbone militia in the new era, and establish a good image of the backbone militia in the new era.

Comrades, militia is an honorable title. As the backbone militia of the new era, we must inherit and carry forward the fine traditions, fully understand our own status, role, responsibilities and missions, actively participate in the militia organization and training, and ensure that "we can fight with guns in wartime and show our skills in peacetime", and contribute our own strength to national defense construction and economic construction!
