It is reported that Beijing University of Technology is the first batch of pilot universities in Beijing that only gives scientific research personnel the ownership or long-term right to use scientific and technological achievements, and has formulated a management mechanism of "ownership and incentives", which strengthens the incentive mechanism of each subject in the process of empowerment reform.

In addition, Beijing University of Technology has also increased the reward distribution ratio of scientific research personnel, with no less than 80% of the reward for licensing and transfer according to the gradient, and no less than 75% of the shares.
