Accordingly, the party committee of the university has upgraded the recruitment conditions for civilian personnel in the main teaching positions from master's degree or above to doctoral degree in the construction of "double first-class" universities.

Recalling the recruitment and publicity of civilian personnel, Huang Dengbin, a teacher and civilian staff member of the school's basic department, was full of emotion. At first, the school's individual lecturers did not support the practice of raising the threshold for selecting talents, but after several outings, everyone resonated: the high threshold is not only in the screening of academic qualifications, but also in the screening of professional identity, which will make the candidates have higher quality and more consistent hearts.

The reporter looked through the recruitment conditions of the school's civilian personnel over the years and saw that two years ago, on the basis of adhering to the "double first-class" construction of a doctor's degree in colleges and universities, the conditions for the first degree to be a full-time college were added. "If talents rely on 'grabbing', even if they 'grab', they can't be retained, and we must enhance their attractiveness and let highly educated talents come uninvited. The school has scientifically designed a talent training system, and launched the "nursery project" for civilian personnel who have been recruited and employed for less than 5 years, aiming to focus on cultivating a group of high-quality talents with distinctive military characteristics, exquisite teaching level and outstanding scientific and technological achievements through measures such as project traction, skills training, task support, and famous teachers.

"Around a supporting material, I sent 'nine consecutive questions' in one day, which was more nervous than participating in the dissertation defense that year. As one of the school's first batch of "nursery project" pre-selected training objects, Ji Qing, a teacher and civilian staff, told reporters that although he had made full preparations, he still felt "a lot of pressure" when it came to the expert review process.

According to the leaders of the political work office of the school, the "nursery project" has gone through several investigations and demonstrations, and the relevant measures have been expanded to more than 10 articles, striving to implement precise policies, target problems, and achieve real results.

In addition to the "nursery project", the school has intensified its training efforts, and helped and taught through martial arts competitions, scientific research, equipment support and other activities, so that civilian personnel can withstand wind and rain, strengthen their muscles and bones, and strengthen their skills. Li Kunfeng, one of the school's first batch of civilian personnel, is a personal beneficiary of a series of training initiatives. After Li Kunfeng joined a scientific research and innovation team, a number of experts and professors stood up as banners, treated military and civilian personnel equally, and led them to continue to explore and tackle key problems around a new material, and made gratifying progress. Later, Li Kunfeng was appointed as the deputy director of a teaching and research department of the School of Power Engineering, becoming the school's early young civilian personnel to take up a leading position, and was selected as the backbone training object of the navy's outstanding civilian personnel.

The school is also good at borrowing ladders to go upstairs and using the educational resources of local colleges and universities to train civilian personnel to improve their teaching ability. In recent years, they have successively organized newly recruited doctoral civilian personnel to participate in special seminars on improving their on-the-job ability in local colleges and universities, and recommended dozens of people to attend the Navy's outstanding civilian personnel science and technology backbone training courses at Tsinghua University.

Ma Zhiyuan, director of a teaching and research department and civilian staff member of the School of Electronic Engineering, who ranked high in the scoring of top-notch talents, recalled his experience since joining the company and felt a lot of emotion.
