Recently, the Office of the Safety Committee of the State Council has sorted out and summarized the problems and hidden dangers found in the first quarter of the open and secret inspections of production safety, and found that the problems such as failure to timely and accurately investigate and rectify the hidden dangers of major accidents are still prominent, exposing that the main responsible persons of some enterprises, safety production management personnel and employees do not study enough, do not master enough, and do not check the hidden dangers of major accidents enough; Some departments and law enforcement personnel responsible for the supervision and management of production safety have not taken the criteria for judging the hidden dangers of major accidents as an important basis for law enforcement inspections, and the on-site law enforcement inspections have "avoided the important and made light of them"; the competent departments of some industries and fields have not organized enough study and guidance and interpretation of the criteria for determining the hidden dangers of major accidents, and have not publicized and implemented them to the frontline at the grassroots level; and different departments and different experts have put forward different rectification opinions and even contradicted each other on the inspection of the same unit. At the same time, it also reflects that the judgment standards for major accidents in some industries need to be further improved. In order to further promote the three-year action to tackle the root cause of production safety, further improve the quality of investigation and rectification of risks and hidden dangers, and continue to promote the dynamic clearance of major accident hazards, the following notice is hereby given on the criteria for learning and making good use of major accident hazards:

1. Fully understand the importance of the criteria for judging major accidents

The central leading comrades have repeatedly made it clear that it is necessary to carry out accurate investigation and rectification, clarify the criteria for judging major accidents, and earnestly improve the quality of investigation and rectification. Through in-depth analysis of major production safety accidents, the relevant member units of the State Council Safety Committee have sorted out and summarized the key factors such as "unsafe behaviors of people", "unsafe state of things" and "safety management defects" that are easy to lead to mass deaths and injuries, and formulated and revised the judgment standards or key inspection items for major accidents in 51 industries and fields, which are used to better guide production and business operation units to carry out self-inspection and self-improvement of major accident hazards, and guide relevant departments to carry out supervision, inspection and supervision and law enforcement, providing strong support for the prevention and containment of major accidents. Learning to make good use of the judgment criteria for major accident hazards is an important guarantee to promote the smooth development of the three-year action to tackle the root cause of production safety and promote the dynamic elimination of major accident hazards. 2. Supervise and guide production and business operation units to learn and make good use of the judgment standards for major accidents
