In order to implement the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, implement the "14th Five-Year Plan" for Industrial Green Development and the Implementation Plan for Accelerating the Comprehensive Utilization of Industrial Resources, further promote the reduction, harmlessness and resource utilization of phosphogypsum, and improve the level of comprehensive utilization of phosphogypsum, this action plan is formulated.

One

General requirements

Promote the reduction of phosphogypsum at the source

(1) Optimize the phosphate mining and washing process, promote new beneficiation technology, improve the utilization level of medium and low-grade phosphate rock, support phosphate rock enterprises to carry out physical beneficiation and cascade development and utilization of phosphate rock resources, and promote the development of phosphate rock co-associated resources such as fluorine, calcium, magnesium and silicon. Encourage the research and development of the use of selective, environmentally friendly and efficient flotation agents, the use of new washing technology and equipment, improve the quality of phosphate concentrate.

(2) Strengthen the management of phosphoric acid production process and implement cleaner production audits of phosphogypsum producing enterprises in accordance with the law. Encourage phosphorus chemical enterprises to carry out technological transformation, adopt green production processes such as semi-water - dihydrate and dihydrate - semi-water to effectively reduce harmful impurities in phosphogypsum, improve the recovery rate of phosphorus resources and the quality of phosphogypsum. (3) Strengthen the harmless treatment of phosphogypsum, encourage and support phosphorus chemical enterprises to adopt phosphogypsum harmless treatment technologies such as washing, roasting, flotation, and neutralization, and implement the transformation of phosphogypsum non-landing deep purification process. Construct phosphogypsum harmless treatment facilities, and gradually realize the harmless requirements before the new phosphogypsum is stockpiled. In accordance with the requirements of the "General Industrial Solid Waste Storage and Landfill Pollution Control Standards" and other requirements, do a good job in the storage and landfill of phosphogypsum that has been harmlessly treated to prevent soil and groundwater pollution.

Three

Promote the comprehensive utilization of phosphogypsum, and increase the quantity and efficiency

(1) Improve the scale of utilization of existing ways to encourage phosphogypsum production enterprises to carry out phosphogypsum pretreatment according to different comprehensive utilization product quality requirements, reduce impurities such as water-soluble phosphorus, water-soluble fluorine, organic matter and environmental risk factors that affect the quality of downstream products, improve the uniformity of composition, optimize the quality of phosphogypsum, and improve resource utilization. Promote the production of cement retarder, gypsum mortar (plastering gypsum, gypsum artesian), gypsum slats, type II anhydrous gypsum and products, high-precision gypsum blocks, building decoration materials, prefabricated composite building materials products, etc. Support phosphogypsum decomposition to produce sulfuric acid co-production of lime and cement, promote low-carbon cement production technology with high solid waste content, and encourage cement production enterprises to increase the proportion of non-carbonate raw materials such as phosphogypsum in cement clinker production.

(2) To develop new scenarios for resource utilization, on the premise of meeting the use function and safety and environmental protection requirements, promote the use of phosphogypsum as raw materials to produce subgrade materials such as water-stabilized base materials, subgrade fillers, subgrade reinforcement materials, slope greening spraying materials, cementitious slope protection materials, noise barriers, filling materials, soil improvement and ecological restoration materials. Expand the scale of comprehensive utilization of phosphogypsum in open-pit backfilling, underground filling, underground goaf filling and other fields, and support qualified areas to carry out pilot applications in road traffic, soil improvement, rocky desertification soil treatment and other fields according to local conditions. When using phosphogypsum for soil improvement, it is necessary to monitor the heavy metal content in phosphogypsum and the heavy metal content of the improved soil.

(3) Promote the high-value utilization of phosphogypsum, encourage the development and promotion of gypsum-based cementitious materials with phosphogypsum as the main raw material, and α high-strength gypsum, glass fiber reinforced gypsum (GRG), wood fiber reinforced gypsum and other fiber gypsum, gypsum whiskers and other high-end products. Support the preparation of high value-added products such as gypsum molds, door core boards, lightweight and high-strength plates, thermal insulation and soundproof mortars from phosphogypsum α high-strength gypsum, type II anhydrous gypsum, gypsum-based cementitious materials, etc. Promote the use of phosphogypsum-based activated nano-scale and micro-scale calcium sulfate for plastic packaging boxes, hollow boards, stone-plastic composite (SPC) flooring and engineering plastics.

(4) Improve the quality of phosphogypsum products, support phosphogypsum producing enterprises and comprehensive utilization enterprises to establish a quality control mechanism for the whole life cycle of phosphogypsum and its products, do a good job in quality testing of key nodes, and improve the quality consistency of phosphogypsum products. Carry out brand building of phosphogypsum products, summarize and promote excellent brand cases, and create a number of well-known brands in the industry. Encourage the leading and backbone enterprises of gypsum products to actively carry out product design and technical research with phosphogypsum as raw materials, play a demonstration and leading role, and expand the scale of high-quality utilization of phosphogypsum.

(5) Promote coupling development and collaborative utilizationPromote the deep coupling development of phosphorus chemical industry, building materials, transportation and other industries, form a circular development model of "resources-products-waste-secondary resources", promote the collaborative utilization of phosphogypsum and other solid wastes, promote the collaborative utilization of phosphogypsum in the region, the park and the plant, and improve the efficiency of local resource utilization. Make full use of the advantages of the middle and lower reaches of the Yangtze River market and the Yangtze River Economic Belt in water transportation and railways, optimize the transportation structure, promote multimodal transportation, expand the sales radius of phosphogypsum and its products, and promote cross-regional collaborative utilization.

Four

Consolidate the foundation for the development of the comprehensive utilization industry

(1) Accelerate technological innovation and industrial application, encourage leading enterprises to take the lead in forming innovation consortiums, build scientific and technological exchange and cooperation platforms, form industrial collaborative innovation alliances, and gather the advantages of industry-university-research resources. Support the construction of phosphogypsum comprehensive utilization laboratories and research centers, and promote the research and development of a number of new technologies, new equipment and new products with high technological level, good economy and strong scalability. Increase the basic research on the characteristics and utilization mechanism of phosphogypsum, and systematically promote the green production of phosphoric acid, online monitoring and treatment of phosphogypsum quality, low-cost impurity removal and purification, phosphorus and fluorine fixation, energy-saving and efficient decomposition, and large-scale utilization and other key common technologies. Promote the integration and innovation of cross-field and interdisciplinary technologies, accelerate the research on the construction technology of phosphogypsum used in road traffic, filling and other fields, and encourage the combination of soil characteristics, vegetation characteristics and climate characteristics in different regions to enrich and improve the phosphogypsum ecological restoration technology system. Update and release the "National Catalogue of Advanced and Applicable Technology and Equipment for Comprehensive Utilization of Industrial Resources" in a timely manner, strengthen the connection between supply and demand, and accelerate the promotion and application of advanced technology and equipment for phosphogypsum reduction, recycling, and harmlessness.

(2) Strengthen the cultivation of demonstration enterprises and the construction of demonstration bases, and encourage the concentration of phosphorus chemical enterprises and the application of phosphogypsum comprehensive utilization products in areas with a good application foundation, focus on key application areas, and build a number of demonstration projects for the industrialization of phosphogypsum comprehensive utilization with strong absorption capacity, high added value and advanced technology. Encourage phosphogypsum producing areas to carry out the construction of "zero-waste cities", "zero-waste parks" and "zero-waste enterprises", and cultivate a number of single champion enterprises in the manufacturing industry, specialized and special new small and medium-sized enterprises. We will further promote the construction of industrial resources comprehensive utilization bases and bulk solid waste comprehensive utilization bases in Yunnan, Guizhou, Sichuan, Hubei, Anhui and other major phosphogypsum producing areas, and use the base as the carrier to drive the overall improvement of the comprehensive utilization level of phosphogypsum in the region. (3) Improve the standard system in accordance with the principle of emergency use first, improve the standard system for the harmless treatment and resource utilization of phosphogypsum. Five

Safeguards

(1) Strengthen the work organization of Yunnan, Guizhou, Sichuan, Hubei, Anhui and other places should combine the characteristics of the upstream and downstream industries in the region, strengthen systematic planning, strengthen departmental coordination, formulate and introduce supporting policies in combination with the actual situation, implement the relevant requirements of the action plan, and promote the comprehensive utilization of the work to achieve practical results. Encourage qualified areas to implement the model of "slag production" according to local conditions, and promote the key enterprises that produce phosphogypsum to formulate a comprehensive utilization plan of "one enterprise and one policy", put forward phased goals and work measures, and clarify the timetable and roadmap. Encourage the construction of a comprehensive management platform, the establishment of phosphogypsum generation, treatment, storage, utilization, disposal and other flow information ledger to ensure traceability and query. Relevant departments should supervise and urge key enterprises to implement the "one enterprise and one policy" plan according to their duties, and the competent departments of industry and information technology should play a leading role in regularly summarizing and sorting out the work carried out.

(2) Increase support, make full use of existing funding channels, and strengthen support for the research and development of phosphogypsum comprehensive utilization technology and project construction. Focus on the technological transformation of phosphorus chemical enterprises, the harmless disposal of phosphogypsum, and the production of phosphogypsum comprehensive utilization products, and encourage relevant regions to support project construction. Research and promote the inclusion of phosphogypsum building materials products in the implementation scope of green building materials product certification and the government procurement demand standards for green buildings and green building materials. (3) Strengthen publicity and guidance, enrich the form of publicity, through newspapers, radio, television, the Internet and other media, strengthen the comprehensive utilization of phosphogypsum products in terms of quality, safety, environmental protection and other aspects of knowledge popularization and education guidance, and actively publicize the resource attributes of phosphogypsum, as well as the concept of safe use. Give full play to the role of industry associations, increase technical exchanges, summarize and promote experience and practices in a timely manner, condense typical models, actively build communication platforms, and strengthen the publicity and implementation of policies, technologies and standards.
