From March 4th, Sichuan New Media Group - Sichuan Net Media Sichuan officially launched the "co-production with China" large-scale media in-depth research report. In the first quarter of "Symphony of Spring", the reporting team visited a number of districts (cities) and counties in Zhejiang and Sichuan for a new round of east-west cooperation and counterpart support, and found pain points, excavated bright spots, and decoded practices in cross-clues and pairwise comparisons.
During the visit, we met a lot of interesting people. Let's listen to the stories of those ordinary people between the mountains and the sea.
On one side is the sea, with thousands of waves, and the port has ranked first in the world in terms of cargo throughput for 15 consecutive years; on the other hand, it is a mountain, with a unique location, and has always been a material distribution center and business center in Qinba region; Zhoushan, Zhejiang, and Dazhou, Sichuan, spanning more than 1,800 kilometers, and the cooperation between the east and the west has built a "bridge" of friendship between the two places.
Under this "friendship", more than 1,700 Dazhou migrant workers came like clusters of "dandelions" to take advantage of the wind, work and start a business in Zhoushan, and take root downward.
In July last year, Zhoushan and Dazhou officially launched the "Our Bashan Wa'er Dandelion Project" to support left-behind children to go to Zhoushan for reunion. From running around alone to taking root in a family, countless wandering "dandelions" have become "New Zhoushan people".
"Dandelion" came with the wind
They can only meet once a year, and left-behind children and the elderly have become a knot in the hearts of migrant workers
On February 24, the Chinese New Year's Festival, in Miaoqiao Village, Dinghai District, Zhoushan City, the spring rain of cotton silk fell for a whole day. Hearing that the reporter was coming, Qu Yuanchao deliberately drove the Wuling Hongguang he had just bought to the entrance of the village to lead the way. Miaoqiao Village is the ancestral hometown of the writer Sanmao, Sanmao's ancestral residence, Sanmao Book House, and Sanmao cartoon image wall...... The Sanmao culture that can be seen everywhere fills the whole village with the atmosphere of "poetry and distance". Qu Yuanchao, a family of six from Xuanhan, Dazhou, also lives here, and they only moved here in August last year.

The small courtyard, the warm bungalow, Qu Yuanchao's mother and wife warmly beckoned the reporters to take their seats, and the three children ran around the house excitedly when they saw so many "guests" coming to the house.
In the past, such a scene was unimaginable for Qu Yuanchao, who went out to work in 2009.
"At that time, I was young, and in order to earn more money, I went to work in a toy factory in Shenzhen and worked for four or five years. Qu Yuanchao recalled that after returning to his hometown to get married and have children, he felt that the burden of life was heavier, and he came to work in a shipyard in Zhoushan under the introduction of relatives, "The type of work is copper worker, mainly responsible for the installation of the ship's pipeline, and it generally takes 8 or 9 months from opening and installation to the final delivery of the ship." ”
Therefore, like most migrant workers who work outside all year round, Qu Yuanchao can only enjoy a rare reunion time with his family during the Spring Festival.
The long-term separation between the two places made the child and this father "strangers". "Usually I can only contact through mobile phone video, and every time I go back, the child will be shy to call his father. Qu Yuanchao, who was busy working outside and couldn't get home in time, also had a few more regrets. "In recent years, I have been outside, and I have missed many life events of my relatives, including the fact that my children are sick and cannot be taken care of in time, and I feel very guilty in my heart. Qu Yuanchao said.
In 2021, as the three children grow up and his wife is also recruited to Zhoushan, the children can only be taken care of by their parents. "Especially the eldest son and the younger son are very naughty and difficult to manage, and the parents are old, and it is very difficult to take care of them. Qu Yuanchao sighed, he thought about bringing the children to him, but how to read with only three children was a big problem, which was not realistic for him at that time.
"Dandelion" takes root downward
"Our Bashan Baby" plans to carry out a family of six reunion in Zhoushan
On August 25, 2023, at Dazhou Jinya Airport, my grandmother took Qu Lingyu, Qu Yuting, and Qu Yuxin, three children, to fly directly to Zhoushan from here to reunite with their parents and start the new autumn semester in Zhoushan. It was the first time in their lives that they had flown on a plane, and the whole process made them both excited and nervous.

On the same day, Qu Yuanchao borrowed a car from a friend and waited at the airport early, and the family had a reunion dinner together at their new home.
The cause of this reunion can be traced back to July last year, when the Office of the Zhoushan Municipal People's Government issued the "Implementation Plan of Our Bashan Wa'er Dandelion Plan (Trial)".
"Xuanhan County is a major labor export county in the country, with 400,000 migrant workers all year round, including nearly 30,000 left-behind children in rural areas. After we arrived in the state, we found that many parents went out to work, and some of the local left-behind children were entrusted to relatives or grandparents to take care of, and some even had to take care of themselves. Lin Haiwei, Deputy Secretary-General of the Dazhou Municipal Government, member of the Standing Committee of the Xuanhan County Party Committee, deputy county magistrate, and captain of the Zhejiang (Zhoushan) Dazhou Task Force, introduced that the "Our Bashan Wa'er Dandelion Plan" has introduced 13 policies and measures from four aspects, including employment, housing, education, and medical treatment, to provide superior conditions for left-behind children and their parents to reunite in the boat, so that more parents who go out to work "worry" and become "assured".
"Dazhou migrant workers can enjoy the same public services as Zhoushan citizens. Lin Haiwei introduced that according to the policy, priority will be given to the children of Dazhou immigrants to study in the nearest public school, smooth the whole process of pre-school education, compulsory education, high school (secondary vocational) education, and Zhoushan household registration students to participate in the examination and admission. Zhoushan will include the family members of left-behind children in Dazhou who have employment needs into the key employment assistance targets, give priority to providing employment services, recommend them to caring positions, and give employment subsidies ranging from 400 to 1,000 yuan per month to strengthen assistance. For those who are willing to start a business, the amount of guaranteed loans for entrepreneurship will be increased to 600,000 yuan, and the full interest discount for small loans will be supported.
In terms of housing security, the families of Dazhou migrant workers will be included in the scope of housing security, and the provision of public rental housing or affordable rental housing for a period of no more than five years will be extended. In areas where there is no physical housing for the time being, the local finance department will give a rental subsidy for public rental housing for no more than 5 years with reference to lower-middle-income families in urban areas.

"The Dandelion Project not only cares for left-behind children in Dazhou, but also helps Dazhou migrant workers to find employment in Zhoushan with more peace of mind. Lin Haiwei said that the reason why they are called "our Bashan babies" is that they are the common "Bashan babies" of our Zhoushan and Dazhou, and we have taken good care of their children, so that the road of cooperation between Dazhou and Zhoushan will be wider and wider, and the friendship between the people of the two places will become deeper and deeper.
"Don't ask me where I'm from, my hometown is far away......" In Miaoqiao Village, Sanmao's lyrics of "Olive Tree" often linger in my ears. After the interview, the interview group took a family photo of Qu Yuanchao's family. In the photo, the three children are snuggling up to their parents and smiling brightly. For them at this moment, although their hometown is far away, under the connection of "mountains and seas", they take root downward, and their home is in this land.
