Announcement of the Management Committee of Jishan Economic and Technological Development Zone on the market-oriented selection and appointment of senior management personnel in the Development Zone

In order to thoroughly implement the spirit of the Shanxi Provincial Party Committee and the Provincial Government's "Several Opinions on the Reform, Innovation and Development of the Development Zone" (Jin Fa [2016] No. 50) and the "Shanxi Provincial Market-oriented Selection and Recruitment of Senior Managers in the Development Zone (Trial)" (Jin Group Tong Zi [2018] No. 54), further broaden the vision of selecting and employing people, increase the introduction of talents, and comprehensively improve the professional level of management and operation of the Development Zone, the Management Committee of Jishan Economic and Technological Development Zone decided to openly select and hire senior managers of the Development Zone. The relevant matters are hereby announced as follows.

First, the principle of selection and employment

Adhere to the principle of the party managing cadres, the party managing talents, having both ability and political integrity, putting morality first, and being recognized by the masses; adhere to the principle of paying attention to actual performance and openness, fairness, justice, competition, and merit; adhere to the principle of allocating talents in the market and contract management; and adhere to the principle of combining personal will with organizational arrangements.

2. Selected positions: 1 economic director.

3. Selection and employment conditions

(1) Abide by the Constitution and laws of the People's Republic of China, and have good political quality and moral character;

(2) Love the cause of the development zone, have the ability and professionalism to match the position, have strong organizational leadership ability, pioneering and innovative ability, and ability to deal with complex problems;

(3) Have a bachelor's degree or above, majoring in economics, business management, business administration, financial investment, etc.;

(4) Familiar with the relevant policies of the development of the development zone, understand the economic operation, the capital operation, be good at business negotiations, be able to serve enterprises, and have rich practical experience at the grassroots level;

(5) Those who have experience in economic management in party and government organs, public institutions, and state-owned enterprises, especially those who have worked for a long time in major economic departments are preferred;

(6) Age requirements: in principle, under the age of 55 (born after April 1, 1969);

(7) Persons with any of the following circumstances shall not register:

1. Those who have received criminal punishment for crimes, or who have been expelled from the Communist Party of China or public office;

2. During the period of case filing and review, or party discipline or government discipline sanctions have not been lifted;

3. Being lawfully listed as a target of joint disciplinary action for untrustworthiness;

4. Personnel during the period affected by industry prohibitions;

5. Personnel who have labor disputes with the original employer;

6. Persons who should be recused in accordance with the recusal system;

7. Other circumstances stipulated by laws and regulations that are not allowed to apply for the examination.

Fourth, the management of salary

(1) During the employment period, the hired personnel shall enjoy the political treatment of the members of the leading group of the development zone, and implement cooperative contract management;

(2) Implement an annual salary system for wages and benefits, and enjoy insurance benefits in accordance with relevant regulations;

(3) The development zone shall sign an employment contract with it in accordance with relevant laws and regulations, clarifying rights and obligations, remuneration and benefits, insurance benefits, etc., with a probationary period of 3 months;

(4) The Municipal Bureau of Commerce and the Management Committee of the Development Zone jointly conduct an annual and employment target assessment of the selected personnel.

5. Selection and recruitment procedures

(1) Publish selection announcements

From April 10, 2024 to April 19, 2024, the selection announcement will be published on the website of the People's Government of Jishan County (www.jishan.gov.cn).

(2) Registration and qualification review

On-site registration was adopted for this selection.

1. Submit an application for registration

Location: Human Resources Department, Management Committee of Jishan Economic and Technological Development Zone (Room 1709, 17th Floor, Tianxin Building, Jishan County)

Materials to be brought for registration: original and photocopy of ID card, household registration booklet (home page and personal page), academic certificate, resume, corresponding qualification certificate, certificate of no criminal record and other supporting materials, 4 recent 1-inch color photos with bareheaded red background, and a completed "Application Form for Market-oriented Selection and Recruitment of Senior Managers in Jishan Economic and Technological Development Zone", applicants must fill in truthfully in accordance with the announced employment conditions when registering.

2. Qualification review

Verify whether the applicant meets the prescribed qualifications, focusing on political quality, employment experience and work performance, and confirm whether the information and materials submitted at the time of registration are true and accurate.

(3) Comprehensive assessment and interview

The comprehensive assessment and interview will be conducted in a structured manner. It mainly tests the candidate's comprehensive quality, professional quality, leadership ability, organization and coordination ability, ability to solve practical problems, pioneering and innovative ability, and the degree of matching with the selected position. The interview time is 10 minutes per person, and the maximum score is 100 points. Interview scores are rounded to two decimal places (mantissa rounded).

The interview session will be recorded and videotaped.

Notes:

1. The interviewer must report to the conference room on the 17th floor of the Management Committee of Jishan Economic and Technological Development Zone (17th floor of Tianxin Building, Jishan County) at the specified time, and being late for 15 minutes or more will be regarded as automatically giving up the interview qualification and will not be allowed to enter.

2. Interviewers must bring their valid resident ID cards when registering.

3. Interviewers are not allowed to bring all kinds of electronic, communication, computing, storage and other equipment, and those that have been brought into the test center will be stored as required, otherwise, they will be disqualified from the interview once found.

4. Interviewers are not allowed to wear industry uniforms and jewelry with obvious signs.

5. The interviewer must strictly abide by the interview discipline and waiting regulations, obey the management, and the violators shall be dealt with accordingly in accordance with the relevant regulations.

(4) Physical examination and background investigation

According to the order of the comprehensive assessment and interview scores from high to low, the candidates for physical examination and background investigation are determined according to the ratio of 1:1 of the number of candidates to be selected.

1. Physical examination: The physical examination shall be carried out by the designated hospital, and the physical examination items and standards shall be implemented with reference to the General Standards for Physical Examination for Civil Servants (Trial). If the physical examination conclusion is unqualified and needs to be re-examined, the applicant shall apply within 3 working days from the date of receipt of the physical examination conclusion, and shall arrange for re-examination in another hospital at the same level with physical examination qualifications. For those who cannot complete all the physical examination items due to pregnancy, they shall be implemented in accordance with relevant national policies. Those who do not attend the physical examination on time will be deemed to have given up their qualifications.

2. Background investigation: fully understand the ability and quality of the applicant, and verify the academic qualifications, resumes, qualifications, etc. Comprehensively understand the political quality, moral character, ability quality, psychological quality, study and work performance, law-abiding, integrity and self-discipline, job matching and other aspects of the candidates. Those who do not participate in the background check in accordance with the regulations will be deemed to have given up their qualifications.

(5) Determine candidates and make announcements

According to the results of interviews, physical examinations, and background investigations, the personnel to be hired are determined, and the list of personnel to be hired is publicized on the website of the People's Government of Jishan County for 5 working days. If there is no objection at the expiration of the publicity period, the candidate to be hired shall be reported to the organization department of the county party committee for the record; if the problems that affect the employment are reflected and verified, they will not be hired; and if the problems reflected are difficult to verify for a while, the decision on whether or not to hire them will be made after the investigation is clarified.

(6) Appointment

If there is no objection at the expiration of the publicity period, the development zone shall sign an employment contract with it in accordance with relevant laws and regulations, clarify the rights and obligations, remuneration and benefits, insurance benefits, etc., and the probationary period shall be 3 months, and if the probationary period is not qualified, the employment relationship shall be terminated; sign the contract for the performance of the target, implement the management of the responsibility system for the term of office, clarify the job responsibilities and performance objectives, etc.; sign a confidentiality contract, implement the management of non-competition, and clarify the legal responsibility.

6. Strict selection and employment discipline

(1) Strictly implement the relevant policies and regulations on the market-oriented selection and employment of senior management personnel, and earnestly achieve openness, justice, fairness, and merit-based hiring.

(2) Strictly implement the work procedures for the market-oriented selection and recruitment of senior management personnel, strictly enforce work discipline, and strictly abide by work secrets.

(3) Applicants who obtain qualifications by improper means, such as forging or altering certificates or certificates, or cheating and other violations of rules and disciplines in the process of interviews, physical examinations, and background investigations, shall be disqualified from applying.

7. Miscellaneous
