In order to explore the paths and measures to stimulate the vitality of the county-level private economy development and form demonstration and promotion experience, in January 2023, Sichuan Province identified four counties (districts) including Yantan District as county-level private economic reform pilot areas.
How to turn the "pilot" into a "demonstration"? Yantan District adheres to the idea of "one game of chess" and "one map", coordinates the forces of district-level units, financial institutions, social organizations, and other parties, boldly explores, takes the lead in experimenting, strives to promote reform, does practical things, and improves the environment, strives to seek development, make up for shortcomings, and strive for advancement, so as to cultivate fertile soil for the development of the private economy.
With the implementation of a series of policies, the vitality of the private economy in Yantan District has been further stimulated. According to the data, in 2023, the added value of the private economy in Yantan District will reach 15.836 billion yuan, with a growth rate of 5.2%, the added value of the private economy will account for 59.16% of the GDP of the whole district, and the total number of private economic entities will be more than 21,000, with an increase of 5,364 compared with 2022, with a growth rate of 23.85%.
The first "Preferential Enterprise Policy Calculator"
In 2023, Yantan District will innovate and develop the province's first district-level "Preferential Enterprise Policy Calculator" to help the healthy and high-quality development of the private economy and cultivate new momentum for development.
The "Preferential Enterprise Policy Calculator" uses cutting-edge technologies such as big data, cloud computing, and artificial intelligence to provide enterprises with services such as policy inquiry, policy matching, precise push, and appeal processing, so as to realize "one-second calculation", "precise matching" and "one-click direct access" of various preferential enterprise policies.
Establish a "policy supermarket". The leading group for the pilot reform of the private economy at the county level in Yantan District arranges special personnel to sort out and summarize the relevant policies issued by the national, provincial, municipal, and district development and reform, science and economics, agriculture and rural areas, commerce, housing and construction, human resources and social security, taxation and other departments, and classify and illustrate them according to industries, levels, departments, and support directions, and decompose the policies into key labels and main constraints that can match the enterprises, forming a "supermarket of preferential policies for enterprises". At present, the database has integrated and interpreted nearly 500 preferential policies at all levels.
Build a bridge for enterprise connectivity. The "Preferential Enterprise Policy Calculator" has set up five functional areas: policy matching, policy search, policy interpretation, policy topics, and enterprise appeals, to meet the needs of enterprises such as one-click query, one-click matching, and one-click feedback. Connect industrial and commercial big data, match accounts and passwords for business entities, take the initiative to issue "ID cards" for enterprises, systematically guide the operation process, and guide market entities to improve basic information. At present, the platform has registered more than 20,000 market entities.
Achieve precise policy matching. By filling in the basic information for "accurate portrait" and "policy matching", the "policy calculator" can automatically compare the information of the market entity and the key information of the policy one by one, presenting a series of declarable policies, including the time limit for policy declaration, required materials, approval process and other handling guidelines, and accurately calculate the amount of funds. At present, it has intelligently matched nearly 1,000 policies for enterprises, and cashed out various support funds and subsidies of more than 2,000 yuan for enterprises through the platform.
Problems such as difficult and expensive financing have been plaguing private enterprises. In order to solve this problem, Yantan District gave full play to the leverage role of finance and finance, combined with the "Preferential Enterprise Policy Calculator" platform, launched the "Financial Supermarket" section, sorted out the loan products of financial institutions for enterprises to grasp and consult, and launched the "Private Economy Sincere Credit" financing products. Encourage enterprises to make real efforts in integrity management, energy conservation and emission reduction, and social welfare. Exchange the company's "moral points" for "zero collateral" credit. The annualized interest rate of corporate loans is reduced to the basic interest rate, and the maximum interest subsidy of 30 basis points can be enjoyed.
After the launch of the "Preferential Enterprise Policy Calculator" platform, Yantan District immediately convened more than 80 key enterprises in Yantan High-tech Industrial Park to hold a policy publicity and interpretation meeting to interpret the declaration conditions and scoring rules in detail, so that enterprises can understand the policy and enjoy the dividends. At the same time, we will promote the pilot of "private economic sincere credit" in the park enterprises, organize all cadres, employees and financial institutions in the park to go deep into the park enterprises in 9 grid groups to carry out full-coverage publicity and mobilization, and issue the "private economic sincere credit" declaration guide "point-to-point", "one-to-one" to assist enterprises in research, judgment and analysis, guide enterprises to make accurate declarations, and ensure that business entities should know everything and enjoy everything.
Up to now, 175 enterprises have registered on the "Financing Supermarket" online platform, and 113 bank financial products have been launched and loans of 240 million yuan have been issued. Among them, three enterprises including Sichuan Xishu Electric Power Fittings Group Co., Ltd. received a total of 12 million yuan of "sincere credit".
Build a demonstration base of "central enterprises with private enterprises".
The development of group linkage can make enterprises quickly bigger and stronger. How to hold a group? Yantan District has given a clear path - "central enterprises with private enterprises".
Relying on leading enterprises in the industry such as Kaisheng (Zigong) New Energy Company under the central enterprise China National Building Materials, Zhonghao Chenguang Company and Sinochem Blue Sky Company under Sinochem, Yantan District focuses on the leading industries of "one main and two auxiliary" in the chemical park, innovates the link mechanism, promotes the linkage development of central enterprises and private enterprises, and relies on the "chain master" enterprises to drive the "chain subordinate" enterprises to inject surging momentum into the development of the park.
For example, Zhonghao Chenguang and other central enterprises have a demand for instruments, and Sichuan Huikeda Instrument Manufacturing Co., Ltd. in the park is a private enterprise specializing in instruments. As a result, the park has been matchmaking to promote further cooperation between the two sides.
Yantan District has set up a work leading group with the main leaders of the district party and government as the team leader, the secretary of the Party Working Committee of the park as the deputy leader, and the relevant townships and functional departments as the member units, with 9 special work classes such as comprehensive coordination, industrial research and enterprise services, and 111 capable forces to build the country's first "central enterprise with private enterprise" demonstration base. Through the establishment of regular meeting scheduling, "penalty" assignment, ledger supervision, commissioner service and other systems, the evaluation and notification are carried out every month to ensure the efficient and orderly operation of each work class.
The "chain master" brings production, and the chain is extended to settle in. Yantan District gives full play to the status of central enterprises as the "chain master" in the industry, carries out investment in the industrial chain, and promotes the settlement of private enterprises in the extended chain. In 2023, focusing on the upstream supporting needs of lithium battery materials projects such as Sinochem Blue Sky electrolyte, we will introduce electronic chemicals and supporting projects of Ruibai Group with an investment of 11.3 billion yuan, and Fujian Yongjing hydrofluoric acid and supporting projects with an investment of 5 billion yuan will be introduced around the upstream needs of fluorine material projects such as Zhonghao Chenguang and Haohua Gas. At the same time, it also introduces China General Nuclear Power Group to build a high-standard energy supply platform to provide steam energy guarantee for enterprises in the park and further reduce the production cost of private enterprises.
"Central Folk Studies", co-construction and sharing. At present, Yantan District has completed the construction of "central enterprises with private enterprises" demonstration units of Kaisheng, Huasha, Tianlong, Huikeda and other enterprises, established an industrial alliance of "central enterprises with private enterprises", built a "cloud platform" for exchange and docking, and normalized the release of demand lists and supply products, so as to promote the resource sharing and coordinated development of central enterprises and private enterprises.
At the same time, Kaisheng New Energy and Huasha New Materials have established a close cooperative relationship, jointly built a laboratory, carried out raw material procurement in the park, and drove the private enterprises outside the park Kangkang Wood to carry out wood product procurement cooperation;
The rule of law escorts the healthy development of enterprises
In terms of legal escort, Yantan District has explored the path of "one-stop central legal district", solved the difficult problem of safeguarding the legitimate rights and interests of private enterprises, built a legal service center for private enterprises and a police network joint logistics workstation, developed a small program for "legal escort of the private economy in Yantan District", and set up 7 teams such as "financial trial" and "legal service team", which have resolved 122 conflicts and disputes, and the number of conflicts and disputes has decreased by 38% year-on-year. Through innovation and reform, the bottleneck of development has been solved, and the pain points of private business entities in financing and investment, cultivation and assistance, and protection of rights and interests have been opened.
In 2021, the Political and Legal Committee of the Yantan District Party Committee took the lead in establishing an enterprise rule of law service center in the city, effectively solving the problems of scattered rule of law service forces, single service methods, and weak pertinence of service content.
In order to implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Promoting the Development and Growth of the Private Economy", Yantan District took the county-level private economic reform pilot in the province as an opportunity to increase the number of departments settled in the park, expand the service content, improve the quality and efficiency of services, further improve the capacity and upgrade, and renamed the enterprise legal service center as the private enterprise legal service center.
It is understood that the legal service center of private enterprises in Yantan District has a usable area of about 500 square meters, including two major areas: the rule of law service area and the police network joint logistics workstation. The rule of law service area has set up 6 functional service areas, including window reception, self-service inquiry, customized counseling, government affairs office, arbitration and mediation.
The center optimizes the service subject with the "1+7+N" model, builds a "12345" work system, and successively issues the "2023 Implementation Plan for Deepening the Reform and Optimizing the Business Environment under the Rule of Law in the Political and Legal Field in Yantan District", "Sixteen Measures for the Political and Legal System in Yantan District to Promote the Pilot Reform of the Private Economy at the County Level to Create a Law-based Business Environment and Serve to Ensure High-quality Development", and formulated the "Work Responsibilities of the Yantan District Legal Service Center" and "Information Exchange Mechanism of the Yantan District Legal Service Center" Yantan District Private Enterprise Legal Service Center Work Process" and a series of rules and regulations, and go deep into enterprises to carry out rule of law publicity, rule of law physical examination, dispute mediation and bankruptcy handling, effectively safeguard the legitimate rights and interests of enterprises, and effectively ensure the healthy development of enterprises.
Since the rule of law service center for private enterprises in Yantan District was put into use, it has organized and held 9 county-level private economic reform pilot rule of law escort work promotion meetings, accepted 7 times of research and guidance from superiors, received more than 160 legal consultations, carried out more than 180 activities such as sending the law into enterprises, legal physical examinations, legal publicity, safety inspections, night patrols, etc., provided more than 180 information inquiries, handled 1,388 civil and commercial cases involving enterprises, closed the subject matter of 657 million yuan, and recovered more than 200 million yuan of losses for enterprises.
Yantan District will continue to make efforts in financing credit enhancement, enterprise upgrading, and rule of law escort, further optimize the environment for the development of the private economy, stimulate the vitality and creativity of the private economy, boost the confidence of private enterprises in development, create a model for the high-quality development of the county-level private economy, and make greater contributions to the construction of socialist modernization Zigong.
