Liudaogou Village has a permanent population of 645 people, including 186 people over 60 years old, the population is seriously aging, a large number of young and middle-aged people go out to work, the labor force is insufficient, the trend of uncultivated land is gradually highlighted, and the output efficiency is not high. In the face of this situation, the general branch of the village party visited the large planters and industry leaders many times, listened to suggestions, thought of countermeasures, and after the party members and the masses brainstormed, carefully analyzed and judged, determined the development idea of "organization promotion, cooperative management, farmers' voluntariness, and benefit sharing", and made a fuss about the "full trusteeship" of the land. By organizing the members of the village "two committees" to go out to study, consulting with the relevant departments at the higher level, etc., with the help of the county's implementation of high-standard farmland construction projects, led by the village-level joint-stock economic cooperatives, more than 300 acres of land have been transferred in a concentrated manner, and a service agreement has been signed with the Junfa Agricultural Machinery Farmers Professional Cooperative in Guazhou County, which undertakes the "one-stop" whole process mechanized operation services such as crop farming, planting, management, collection and sales, and directional planting of corn, which can save 100 yuan per mu of land compared with farmers. The income per mu will increase by more than 200 yuan. At the same time, the county agricultural machinery center subsidizes 80 yuan per mu for the socialized service project of agricultural production, which not only reduces costs and increases efficiency, but also achieves the goal of stable production and win-win.
Improve the mechanism to empower two-way income increase After land transfer and trusteeship, how to ensure the income of all parties and maximize the planting benefits is a practical problem at hand. In order to solve this problem, Liudaogou Village innovated the implementation of the fund and profit commission system, signed a "guaranteed income + dividend" contract with farmers by the village-level joint-stock economic cooperatives, and paid farmers 500 yuan/mu of guaranteed rent at the beginning of each year, so that farmers can eat "reassurance", at the end of the year after deducting the cost of income, the remaining part of the village-level joint-stock economic cooperatives and farmers in accordance with the ratio of 7:3 for the second dividend, after the two are superimposed, farmers get more than 800 yuan per mu, and the village-level collective economy increases income by 90,000 yuan. Let farmers and village collectives achieve a "win-win". At the same time, in view of the surplus labor force in the village that has the need for work, in accordance with the model of "land trusteeship + nearby work", the daily wage of 120 yuan is used for field work, and the average annual income of farmers in the trusteeship land is more than 12,000 yuan, which effectively solves the problem of low income after land trusteeship for some farmers due to the small area of cultivated land, and truly realizes that farmers have "rent" for guaranteed income, "salary" for social work, and "bonus" for secondary dividends, which provides a strong guarantee for farmers to continue to increase their income, and the masses have "drummed" in their pockets. The sense of well-being in life is also improving.
The implementation of the land trusteeship project has not only brought tangible benefits to the villagers, but also provided an additional way to strengthen the village-level collective economy. In order to further expand the benefits and help the masses develop the forage industry, the village party branch actively explores the agricultural service model of forage mechanization and socialized services, strives for funds of 290,000 yuan, purchases forage balers, and reaches an agreement with the win-win Fumin Agricultural Machinery Farmers Professional Cooperative and Caoxiangxiang Agricultural Development Co., Ltd. to provide agricultural socialization services for the masses in the form of leasing, and pays 26,000 yuan of rent to the village collective every year. At the same time, in accordance with the form of "order-based planting, managed management, and direct sales", more than 30 farmers in the village signed an order agreement on green storage corn 1,200 acres, and the cooperatives carried out unified selection of varieties, unified formula fertilizer, unified fine management, unified harvesting and packaging, unified pulling and sales, compared with the previous farmers self-planting and self-selling, through order planting and agricultural socialization services, each mu of land can increase income by 600 yuan. Agricultural socialized services are comprehensively popularized and applied in production and operation, boosting the process of modernization of agricultural production, further broadening the channels for increasing farmers' income, and improving the "money" situation for farmers to increase their income, providing new ideas for the growth of the collective economy and the development of characteristic industries.
