Notice on cracking down on illegal disposal of solid waste
Recently, there have been frequent cases of illegal disposal of solid waste outside the city within the city, which has a bad impact on the living environment and urban management, endangers the production and life of the people, and even has an irreversible risk of pollution. In order to further strengthen the management of solid waste, crack down on illegal disposal, protect the ecological environment, and safeguard the interests of the masses, in accordance with the "Environmental Protection Law of the People's Republic of China", "Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste", "Road Traffic Safety Law of the People's Republic of China", "Regulations on the Management of Urban Construction Waste" and other laws and regulations, it is decided to crack down on illegal disposal of construction waste and other behaviors in the city from now on, and the relevant matters are hereby notified as follows:
1. Within the scope of our city, it is strictly forbidden for any unit or individual to transport, dump, backfill, consume, utilize and otherwise dispose of solid waste without authorization.
2. The Municipal Public Security Bureau, the Municipal Transportation Bureau, the Municipal Urban Management Law Enforcement Bureau, the Municipal Ecological Environment Bureau, the Municipal Natural Resources and Planning Bureau, the Municipal Forestry Development Center and other departments will carry out joint law enforcement, and investigate and deal with the illegal disposal of solid waste in accordance with their respective statutory duties.
3. Illegal transportation of solid waste outside the city to dumping and instigation within the city, and active contact with others to illegally dispose of solid waste outside the city will be cracked down. Units and individuals that provide places for consumption, help liaison, lead the way, etc., and provide convenience and assistance for the illegal disposal of solid waste, are joint offenders and will be investigated and dealt with together. Employees of state organs who participate in the illegal disposal of solid waste or act as a "protective umbrella" for the illegal disposal of solid waste shall be resolutely investigated and dealt with in accordance with law and discipline.
Fourth, in the course of administrative law enforcement, the relevant engineering transport enterprises, drivers and other persons involved in the case should actively cooperate with law enforcement personnel to perform their duties in accordance with law. Those who refuse or obstruct law enforcement personnel from performing their duties in accordance with the law or carry out illegal acts such as disrupting public order, beating others, or retaliating against whistleblowers shall be punished by the municipal public security organs in accordance with the "Law of the People's Republic of China on Public Security Administration Punishments";
5. Units and individuals who are carrying out illegal disposal of solid waste should immediately stop the illegal acts, take the initiative to surrender to the Municipal Public Security Bureau, the Municipal Urban Management Law Enforcement Bureau and other functional departments, cooperate with the administrative law enforcement organs to investigate and deal with the illegal acts, and give lighter or commuted punishments in accordance with law.
6. Encourage units and individuals to stop and report illegal disposal of solid waste and other violations of laws and regulations, and reward those who report effectively in accordance with relevant provisions.
