Every year, the last Monday of March is the National Safety Education Day for primary and secondary school students. On the occasion of the 29th National Safety Education Day for Primary and Secondary School Students, the Ministry of Education and the National Fire and Rescue Administration jointly issued the "Ten Regulations on Fire Safety in Primary and Secondary Schools and Kindergartens" to escort the healthy growth of children.

The "Ten Provisions on Fire Safety in Primary and Secondary Schools and Kindergartens" requires local education administrative departments and fire rescue agencies to strengthen the guidance and supervision of fire safety in primary and secondary schools and kindergartens under the leadership of local party committees and governments, in conjunction with relevant departments in accordance with laws and regulations.

Article 1 The legal representative, the main person in charge or the actual controller of primary and secondary schools and kindergartens is the person responsible for fire safety of the unit, and is fully responsible for the fire safety of the unit. The person in charge of fire safety is the fire safety manager of the unit, and other members of the leadership team are responsible for the fire safety within the scope of their responsibility. Primary and secondary schools and kindergartens shall establish a level-by-level and post fire safety responsibility system, clarify the centralized management department of fire protection work, and refine the fire safety responsibilities of all departments and staff, security guards, kitchen staff, dormitory administrators, electricians, fire control room operators on duty and other personnel. School laboratories should formulate and implement a safety system for the storage, management and use of hazardous chemicals, and clarify the responsibility for safe operation and management of laboratory teaching.

Article 2 primary and secondary schools and kindergartens shall, in accordance with the law, go through the fire protection design review, fire protection acceptance and record spot check procedures for construction projects, and it is strictly forbidden to change the function and use of the building without authorization. Student dormitories and kindergarten children's rooms are strictly forbidden to be set up in basements or semi-basements, and kindergarten children's rooms are strictly forbidden to be set up on four floors or above. Primary and secondary schools and kindergartens built together with other buildings should be separated from other places in the building by using brick walls, floor slabs and fireproof doors (windows) that meet the requirements of fire resistance. Cable wells and pipeline wells shall be fireproof and plugged in accordance with regulations. The combustion performance of interior decoration materials in primary and secondary schools and kindergartens should be strictly controlled, and in line with the provisions of the "General Code for Building Fire Prevention" and "Code for Design of Building Interior Decoration", it is strictly forbidden to use flammable and combustible plates and color steel plates to build buildings (structures) and separate rooms.

Article 3 The area of student dormitories must strictly implement the requirements of the "Design Code for Primary and Secondary Schools" (GB50099-2011) and the "Code for the Construction and Management of Living and Sanitary Facilities in Rural Boarding Schools" (Jiao Ti Yi [2011] No. 5).

Article 4 The design and laying of electrical circuits and gas pipelines in primary and secondary schools and kindergartens shall be implemented by institutions or personnel with electrical design and construction qualifications and gas design and construction qualifications, and qualified electrical equipment, electrical circuits and gas cookers, valves and pipelines shall be used and regularly inspected. Student dormitories should be equipped with power rationing protection devices. It is strictly forbidden to use open flames such as candles, mosquito coils, and stoves in student dormitories and kindergarten children's rooms, as well as high-power electrical appliances such as electric heating appliances, induction cookers, and fast heating. Electric bicycles, balance bikes and their batteries are strictly forbidden to be parked and charged in public foyers, stairwells, evacuation walkways, safety exits and indoors. Cable wells shall be fireproof and plugged in accordance with the regulations, and it is strictly forbidden to place combustible materials around the distribution box, substation and distribution room, cable well and pipeline well. Kitchen fume pipes should be cleaned at least quarterly.

Article 5 Primary and secondary schools and kindergartens shall establish and implement a fire approval system, and open flame operations such as electric welding, gas welding, and cutting shall be subject to fire approval, clean up on-site combustibles, and implement on-site safety monitoring measures. Electric welding operators shall be certified to work. When working on fire or with sparks at the construction site, it is strictly forbidden to cross with operations with fire and explosion risks. During the normal teaching, self-study, dining, and work and rest periods of primary and secondary schools and kindergartens, it is strictly forbidden to start fire construction operations.

Article 6 There should be at least 2 safety exits and 2 evacuation stairs on each floor of the teaching buildings, libraries, canteens, collective dormitories and kindergartens of primary and secondary schools, and should not be borrowed from other functional areas, and should be equipped with fire emergency lighting and evacuation indication signs according to the standards. If the safe evacuation distance does not meet the requirements, safety exits and evacuation stairs should also be added. Each floor of the student dormitory should be equipped with sound and light alarm devices or fire emergency broadcasts. Kindergartens set up in high-rise buildings should be equipped with independent safety exits and evacuation stairs. Teaching buildings, libraries, canteens, collective dormitories and kindergartens of primary and secondary schools are strictly prohibited from setting up obstacles on doors and windows that affect escape and fire fighting and rescue. It is strictly forbidden to occupy, block, and close evacuation stairs and safety exits. Separate facilities and access control systems for mixed-sex or other special-use dormitories must be opened immediately in case of emergency, both automatically and manually.

Article 7 Primary and secondary schools and kindergartens shall, in accordance with the provisions of the State, configure fire-fighting facilities and equipment, and maintain and inspect them regularly to ensure that they are complete and easy to use. Student dormitories or lunch rooms must be fitted with an automatic fire alarm system or a stand-alone fire detection alarm with networking. The personnel on duty in the fire control room shall obtain the intermediate fire protection facility operator certificate and implement 24-hour double duty.

Article 8 Primary and secondary schools and kindergartens shall regularly carry out fire safety training for teachers and staff, and security personnel. Dormitory managers should receive special fire safety training, and must have the ability to alarm fires, fight initial fires, and organize the evacuation of students and children. Primary and secondary schools and kindergartens shall, in combination with the age and cognitive characteristics of students and children, organize and carry out fire safety training and education based on the use of fire, electricity, fire alarm and escape and self-rescue, so that they can master the necessary fire safety knowledge.

Article 9: Primary and secondary schools and kindergartens shall, in light of the cognitive characteristics of students and children and the specific conditions of the building site, formulate fire extinguishing and emergency evacuation plans that conform to reality, distinguish between daytime and nighttime conditions, and clarify the division of responsibilities, the minimum number of personnel on duty, and emergency response procedures. Primary and secondary schools and kindergartens should establish miniature fire stations (volunteer fire brigades), and organize at least one fire drill for all staff and staff every semester, security personnel and students and children, so as to call "119" fire alarm at the first time in the event of a fire, respond quickly in 1 minute, organize evacuation in an orderly manner in 3 minutes, and put out the fire in 5 minutes at the beginning of the fire. In student dormitories that are closed at night, a special night plan should be formulated based on the number of dormitory personnel and the on-duty arrangements of faculty and staff, strictly implement the requirements of night duty, and take effective technical and management measures to ensure that students can be evacuated quickly in an emergency.

Article 10 The person responsible or manager for fire safety in primary and secondary schools and kindergartens shall organize and carry out fire prevention inspections at least once a month, arrange special personnel to carry out daily fire prevention inspections, deal with problems found in inspections in a timely manner, and strictly implement rectification and prevention measures. Boarding schools and kindergartens must arrange a sufficient proportion of full-time dormitory supervisors to be on duty 24 hours a day, according to the number of students and children, and patrol every 2 hours at night.

These provisions apply to all levels and types of primary and secondary schools and kindergartens. When the superior department organizes inspection and supervision, and finds that the requirements of these regulations are violated, the principal and the principal shall bear the primary responsibility and will be held accountable in accordance with laws and regulations.
