Overall, the Corruption Perceptions Index (GCI) reflects the current state of affairs: corruption is still growing in all corners of the world, and its momentum needs to be curbed urgently. Two-thirds of countries and regions score below 50 on a 100-point scale, indicating the extent of corruption on the ground. The global Corruption Perceptions Index averages only 43, and most countries have failed to make progress in the fight against corruption over the past decade, or have even regressed. This year, 23 countries and territories received the lowest scores ever.

The decline of the global justice system has led to the laziness and irresponsibility of public sector officials, which has also provided a breeding ground for corruption.

Both the leaders of dictatorships and democracies are undermining the foundations of justice, which has allowed many corrupt elements to go unpunished and even contributed to corrupt practices to a certain extent because they are not responsible for corruption. Globally, corrupt practices such as bribery and abuse of power are also infiltrating impartial systems such as the courts. Where corruption is rampant, powerful people dominate the entire justice system, sacrificing the interests of the vast majority of society, while vulnerable people have no way to seek justice.

And how did Denmark manage to keep its sleeves clean?

This has to analyze the basic national conditions and perfect institutional system of Denmark!

1. There is a high degree of mutual trust between the people and the government

Denmark has one of the highest levels of mutual trust in the world. Danes trust their neighbors, the police, and the political system. This mutual trust means that Danes rarely intervene or interfere in the lives and affairs of others. A high level of mutual trust was once regarded as Denmark's most valuable asset.

2. The world's fairest distribution system

Denmark has probably the fairest system of income distribution and property distribution in the world, and high taxes are a means of redistributing property and income to ensure social equity. Danish nationals pay taxes and receive free social benefits such as education, health care and pensions.

Despite the high level of taxes, which amount to almost 50% of personal income, Danish people are happy to pay taxes because they believe that they are getting their money and can check online where every tax paid by the government goes.

3. Ombudsman system

One of Denmark's tools for building a clean country is the Ombudsman system, which was established in 1954. The Ombudsman is appointed by Congress and is accountable to Congress, but is an independent body whose institutions are not influenced by Congress in any way. The job is to receive complaints from citizens against the administrative authorities, to criticize the authorities' handling of any matter, to recommend that the case be reopened or to change the verdict. Anyone can complain, even children!

At the same time, Denmark has long been regarded as the best place to invest and do business due to the absence of corruption, a well-functioning public sector and a free business environment.
