However, when the poverty alleviation project was in full swing, a storm of public opinion was quietly coming. A conversation in which a video was captured from a meeting went viral through the crowd.

In 2014, Wanda Group targeted poverty alleviation in Guizhou. In September, the staff contacted the Guizhou Poverty Alleviation Office for the first time and started the screening of poverty alleviation counties.
In this process, Danzhai County, a national-level poverty-stricken county located in the southeast of Guizhou, has entered the vision of Wanda Group.
Danzhai County is a mountainous county with Miao nationality as the main ethnic group. Here, there are a variety of Miao cultural inheritances such as Miao Jinji Dance, Miao Batik and Shiqiao Ancient Papermaking, as well as a strong Miao atmosphere and Miao scenery.
In 2012, Danzhai won the title of "National Demonstration County of Leisure Agriculture and Rural Tourism".
In the following year, Danzhai County increased the dissemination of Miao culture, and at the same time upgraded and transformed education, medical care, transportation, various economic industries and other aspects.
It can be said that Danzhai has been working the road to poverty alleviation. However, after completing the construction of infrastructure, Danzhai County still can't get rid of the title of poor county.
First, Danzhai County's funds are really limited, and second, many locals either work at home or go out to work.
Under the influence of multiple factors, even if Danzhai County has a variety of Miao cultural heritage and the title of tourism demonstration county, it is even more difficult to continue to develop.
So in 2014, when Xu Liuwei, the magistrate of Danzhai County, learned that Wanda Group planned to carry out poverty alleviation in poor counties in Guizhou Province, Xu Liuwei immediately signed up.
It is worth mentioning that Danzhai County was not in the poverty alleviation list set by the province at the beginning, but Xu Liuwei immediately reported the situation of Danzhai County to the province after knowing about it, and only then did he "make up" it.
Of course, it is not possible to sit back and relax, because the recommended list submitted to Wanda Group is enough for 6 counties and 3 states.
So during this period, Xu Liuwei did not "idle", but called the Wanda staff in charge of poverty alleviation every once in a while to inquire if the final result was decided.
It was not until the end of November that the matter was finalized: under Xu Liuwei's insistence and contact, Danzhai County became the poverty alleviation county of Wanda Group.
On December 1, Danzhai County signed a poverty alleviation agreement with Wanda Group.
Is it a "fake" poverty alleviation?
After the poverty alleviation counties are decided, the next step is about the profit allocation and project selection for poverty alleviation.
On December 2, Wanda Group's poverty alleviation team held its first meeting with county leaders. However, no one expected that this meeting would become the starting point of the "fire" of Danzhai County all over the Internet.
At the meeting, when it came to how to control the profit output after input, Xu Liuwei and Wang Jianlin had different views.
Xu Liuwei believes that all the profits cannot be taken away, and all these funds will be put in the Wanda Fund, which will be jointly managed by Wanda and the Danzhai County Government in the future.
To put it simply, Xu Liuwei's consideration is to reflect the fund on the farmers in Danzhai County as much as possible. This is the truth that Danzhai County later implemented "resources into assets, funds into shares, and farmers into shareholders".
Later, at the beginning of 2016, Xu Liuwei's idea was officially formed under the witness of many government departments. Wanda Group invested 500 million yuan in the poverty alleviation fund, which was distributed to poor families in the form of fund dividends in ten years.
Of course, on this point, Wang Jianlin believed that the focus of "helping" the poor was the word "help". If you "lift" the poor, you will have to be self-reliant.
In addition, Wang Jianlin has more than 20 years of experience in poverty alleviation projects, and in the past, there was often a situation: per capita GDP has risen, but only 20% of people's income has increased, and 80% of people's income is about the same as before.
Therefore, Wang Jianlin believes that if all the profits are put in the Wanda Fund, then how is this different from Wanda directly giving some money to Danzhai every year?
However, the topics discussed at this meeting were obviously relatively open-ended, and everyone could speak their minds.
After some discussion, Wang Jianlin also agreed with the idea proposed by Xu Liuwei, so there was a plan for the distribution of funds for poor households.
In 2017, the first batch of 50 million fund dividends from the 500 million poverty alleviation fund have been distributed to poor households, and different amounts will be issued according to the different poverty levels of each family.
This is a good thing for Danzhai County, and it is also a progress in the process of poverty alleviation. However, not long after the amount was issued, a screenshot of a video from 2014 circulated on the Internet.
"All profits should be taken away," "Rather than this, why don't I give you 500 million yuan directly" and other remarks have aroused heated discussions among many people, some say that this county magistrate is really brave, and the lion has opened his mouth; some people say: Is Wang Jianlin's poverty alleviation actually a "fake" poverty alleviation?
On December 30, 2017, the Danzhai County People's Government made a public statement on this matter, expressing its disapproval of some behaviors that distorted the entire video content by only picking a few sentences and defining the overall incident and trying to discredit Wanda Group, and restored the truth.
In fact, Wanda Group has encountered more than one "trouble" in the process of poverty alleviation in Danzhai County. In addition to being caught in a public opinion storm, in 2016, the poverty alleviation project also ushered in a big turning point.
The road to poverty alleviation is not so simple!
This turning point is related to the choice of project.
At the beginning, under the consideration of Xu Liuwei's existing resources in Danzhai County and Wang Jianlin's businessman, they thought it was a good choice to vigorously develop industries related to "local pigs" and "selenium-zinc tea".
In terms of "native pigs", the first is to rapidly expand the farm and standardize the farm;
The second is to focus on the source of local pigs and the subsequent production of peripheral products, such as pig feed, pork products, etc.
In terms of selenium-zinc tea, farmers are encouraged to plant tea for purchase, and at the same time, tea processing plants are built.
In this plan, there should be 300,000 pigs, and the tea factory should be able to accommodate tens of thousands of tons of tea. That's a big deal.
However, when it comes to implementation, it is difficult.
First, whether it is soil pig breeding or tea planting, a large number of manpower is needed, and in Danzhai County, many young people have gone out to work, and it is difficult for the remaining personnel to support such a large scale.
Second, after some market research, Wang Jianlin found that although Danzhai County is suitable for the development of local pig and tea production, these two industries also have two fatal places: the income of the pig industry is too volatile, and selenium-zinc tea can only be picked every spring.
On the whole, whether it is pig breeding or tea planting, it will be difficult to form a large-scale development. After a year of doing so, the poverty alleviation project had to be redirected.
Wang Jianlin reconsidered all this, summed up the experience, and once again increased the investment in Danzhai County from 1 billion yuan to 1.4 billion yuan, and the project was completely changed to three aspects: education, tourism construction, and poverty alleviation special fund.
This change is significantly different from the pure agriculture project that was set at the beginning.
In terms of education, Danzhai County has established vocational and technical colleges, which on the one hand improve the overall knowledge level of Danzhai County, and on the other hand, improve employment opportunities.
In order to ensure the landing effect of this project, in the process of construction, Wang Jianlin specially found China State Construction Company to build, and asked both parties in charge of the project to sign a lifelong responsibility letter for quality, so as to ensure the quality of the building.
As for the employment issue, Wang Jianlin also set the welfare of "admitting half of the graduates to work in Wanda every year" to bear the employment pressure of the students in the later stage.
In terms of tourism construction, it is to use the model of "tourist town" to fully develop the original cultural heritage and resources of Danzhai County.
On the edge of the beautiful East Lake, there are three-star hotels, cinemas, and shops. It also intersperses Miao dances, handicrafts, and food.
This measure not only drives employment, but also allows residents to automatically get rid of poverty with their own hands, and makes Danzhai County's economic construction active.
The last item, the poverty alleviation fund, is a minimum guarantee for poor families. This point, in fact, is also a continuation of Xu Liuwei's previous idea of "keeping profits into fund dividends".
Danzhai's "makeover" and Xu Liuwei's "new chapter"
"Profits are left to be charged into fund dividends" and project changes, these two difficulties have been overcome, so what changes will Danzhai County usher in?
In 2017, all the efforts have gradually come to the harvest time.
On July 3, the tourist town built near the lake began to be put into operation. On the streets of this town, which is more than a kilometer long, there are fragrant Miao food, Miao special herbal paste, handicrafts full of Miao customs, and there are crowds of people from various regions one after another.
On this day alone, the town's inns were full, the restaurants were doing very well, and a month later, more than a million tourists had visited the town.

"Originally, our tourism is not called tourism, after Wanda entered here, it used its brand awareness to truly activate the national culture and tourism of Danzhai. ”
At the same time, in September 2017, the vocational and technical college officially welcomed the first batch of students. The school offers three majors: nursing, tourism management, and accounting.

In 2018, with the joint efforts of everyone, Danzhai County was successfully lifted out of poverty! This was the first batch of people in Qiandongnan Prefecture to successfully lift the entire county out of poverty; by the second year, there were no more poor villages and poor households in Danzhai County.

In 2020, Xu Liuwei won the commendation and honorary title of poverty alleviation in Guizhou Province, and half a year later, Xu Liuwei was once again awarded the title of "National Advanced Individual in Poverty Alleviation" by the Party Central Committee, and the following year, he was appointed as the deputy mayor of Bijie City, Guizhou Province. In 2023, Xu Liuwei has become the deputy director of the Guizhou Provincial Department of Culture and Tourism.
It can be said that if Xu Liuwei had not firmly grasped the opportunity of "Wanda Group poverty alleviation", then there would have been no "high-speed poverty alleviation" in Danzhai County.
Xu Liuwei is not from Guizhou, but he really regards Guizhou as his hometown and poverty alleviation as his own child, and continues to work hard and struggle on this road.
