In order to strengthen the management of domestic waste classification, improve the incentive mechanism for domestic waste classification, improve the level of urban fine management, and promote the development of social civilization, the Shenzhen Municipal Urban Management and Comprehensive Law Enforcement Bureau has formulated the "Shenzhen Domestic Waste Classification Work Incentive Measures", which will be implemented from November 1, 2023 and will be valid for 3 years.
In 2024, the application and identification of the 2023 incentive objects will be carried out, and the selection cycle will be from January 1, 2023 to December 31, 2023.

Units that have achieved remarkable results in the classification of domestic waste, including residents' committees, residential areas (residential quarters, urban villages), schools and other key places (office spaces of government institutions and institutions, hospitals, hotels, parks and scenic spots, commercial office buildings, large supermarkets, bazaars, industrial parks, catering establishments, transportation stations, construction sites, etc.).
Motivate the individual
Individuals who have achieved remarkable results in domestic waste sorting include community workers, teachers, volunteers, property managers, students and other relevant personnel.
Incentivized content
Give incentives to the object of commendation, publicity and reporting, and through the identification of the residential area of domestic waste classification and put the manager in accordance with the standard of 50,000 yuan/1,000 households for financial incentives. For less than 1,000 households, the incentive fund will be reduced by 10,000 yuan for every 200 households, and the minimum subsidy will be 10,000 yuan, and for more than 1,000 households, the incentive fund will be increased by 10,000 yuan for every 200 households, and the maximum subsidy will be 100,000 yuan. If the number of households is reduced or increased by no more than 200, the incentive funds shall not be reduced or increased, and the number of households in residential areas shall be calculated according to the actual number of households.

(1) Residents' committees
The applicant for a residents' committee should meet the following requirements at the same time:
1. The director of the neighborhood committee shall carry out at least one special lecture or research on garbage classification, and the members of the neighborhood committee shall carry out garbage classification supervision and household publicity in different sections.
2. The neighborhood committee shall convene at least one democratic consultative meeting to study and promote the work of garbage classification.
3. The neighborhood committee will include garbage classification in the residents' convention or community management regulations.
4. The neighborhood committee promotes the residents of the jurisdiction to actively practice the classification of domestic waste, and organizes the residents of the jurisdiction to carry out at least one voluntary supervision of garbage classification, household publicity, science popularization and other activities.
(2) Residential areas (residential quarters and urban villages)
The residential complex applied for should meet the following requirements at the same time:
1. The participation rate of domestic waste classification in residential areas has reached more than 90%. The participation rate survey is conducted online, and the sample size should reach 15% of the actual number of households.
2. The amount of kitchen waste in residential areas will reach 0.1kg/person/day, and the statistical period will be from July to December 2023.
3. In 2023, the coverage rate of household publicity in residential areas will reach 95%.
4. The problems found in the daily inspections of the city, district and street departments have been rectified in the residential areas.
5. Residential areas shall not appear garbage classification-related law enforcement penalties or major petition public opinion cases (major petition public opinion cases refer to petition public opinion cases with instructions from municipal leaders, the same below).
6. The district or street department shall carry out on-site inspection and evaluation of residential areas in accordance with the requirements of the "2023 Shenzhen Domestic Waste Classification Evaluation Rules", and the inspection score will reach 90 points.
▲If the residential area is rated as a four-star or five-star residential area for domestic waste classification in 2023, it can be directly identified as an incentive object.
(3) Schools
Applicants should meet both of the following requirements:
1. The participation rate of school domestic waste classification has reached more than 90%. The participation rate survey was conducted online, and the sample size of the survey should reach 15% of the number of teachers and students in the school.
2. The school has completed the rectification of the problems found in the daily inspections of the city, district and street authorities.
3. In 2023, the school will carry out 6 Young Pioneers or Communist Youth League activities related to garbage classification.
4. The school shall not have law enforcement penalties related to garbage classification or major petition public opinion cases.
5. The district or street competent department shall carry out on-site inspection and evaluation of the school in accordance with the requirements of the "2023 Shenzhen Domestic Waste Classification Evaluation Rules", and the inspection score will reach 90 points.
▲If the school actively participates in the theme activities of municipal and district garbage classification and wins awards, it can be directly identified as incentive objects.
(4) Other key venues
Other key places include: office spaces of government agencies and institutions, hospitals, hotels, parks and scenic spots, commercial office buildings, large supermarkets, bazaars, industrial parks, catering establishments, transportation stations, construction sites, etc. Priority will be given to commercial office buildings and industrial parks that carry out the sorting and recycling of takeaway packaging.
The applied premises should meet the following requirements at the same time:
1. The problems found in the daily inspections of the municipal, district and street departments have been rectified.
2. There shall be no law enforcement penalties related to garbage classification or major petition public opinion cases in the premises.
3. The district or street department shall carry out on-site inspection and evaluation of the site in accordance with the requirements of the "2023 Shenzhen Domestic Waste Classification Evaluation Rules", and the inspection score will reach 90 points. The inspection requirements of the construction site of the construction project refer to the requirements of the "Notice of the Headquarters Office of Shenzhen Municipality on Promoting the Classification of Domestic Waste in 2023".

2. Individuals

(1) Teachers
Applying community workers should meet both of the following requirements:
1. Community workers actively practice the classification of domestic waste, and carry out garbage classification and check-in on various platforms such as national, provincial, municipal, district, WeChat Moments, etc., with a cumulative number of check-in days of no less than 21 days in 2023.
2. In 2023, community workers will complete garbage classification supervision, household publicity, science popularization and other garbage classification related work once a quarter (based on the records of the municipal management platform or the review of the sub-district office).
3. The community where the community worker is located actively participates in the 2023 "100% Action" of garbage classification.
(2) Community workers
Applying teachers should meet both of the following requirements:
1. Teachers actively practice the classification of domestic waste, and carry out garbage classification and check-in on various platforms such as national, provincial, municipal, district, WeChat Moments, etc., with a cumulative number of check-in days of no less than 21 days in 2023.
2. In 2023, teachers will carry out 4 lectures and trainings related to the theme of domestic waste classification inside and outside the school. (Based on the teaching records of relevant platforms at the national, provincial, municipal, and district levels or the certificate issued by the school).
(3) Volunteers
Volunteers applying should meet both of the following requirements:
1. Volunteers actively practice domestic waste classification, and carry out garbage classification check-in on various platforms such as national, provincial, municipal, district, WeChat Moments, etc., with a cumulative number of check-in days of no less than 21 days in 2023.
2. Volunteers will complete volunteer service activities such as garbage classification supervision, household publicity, and science popularization once a quarter in 2023.
3. Volunteers should participate in domestic waste sorting volunteer service for no less than 200 hours in 2023 (based on the records of the Shenzhen volunteer system or the review of the sub-district office).
(4) Property management personnel
The applicant property manager should meet the following requirements at the same time:
1. Property management personnel engaged in domestic waste classification publicity, management and other related work for not less than 2 years.
2. Property management personnel actively practice domestic waste classification, and carry out garbage classification and check-in on various platforms such as national, provincial, municipal, district, WeChat Moments, etc., with a cumulative number of check-in days of no less than 21 days in 2023.
3. The property management service object shall not appear in the law enforcement punishment cases related to garbage classification or major petition public opinion.
4. The district or street department shall carry out on-site inspection and evaluation of property management service objects in accordance with the requirements of the "2023 Shenzhen Domestic Waste Classification Work Evaluation Rules", and the inspection score will reach 85 points.
(5) Students
Students applying should meet both of the following requirements:
1. In 2023, students will participate in volunteer service activities such as garbage classification supervision, household publicity, and science popularization for 6 times (based on the records of the municipal management platform or the review of the sub-district office).
2. Students actively participate in the self-service registration of the campus environmental protection bank, and the number of valid deliveries will reach 50 times in 2023 (based on the records of the municipal management platform).
(6) Other relevant personnel
Other relevant persons applying should meet the following requirements at the same time:
1. Other relevant personnel participate in the publicity, education, training, management, supervision and other work of domestic waste classification for not less than 2 years.
2. Other relevant personnel actively practice the classification of domestic waste, and carry out garbage classification and check-in on various platforms such as national, provincial, municipal, district, WeChat Moments, etc., and the cumulative number of check-in days in 2023 will not be less than 21 days.
3. Other relevant personnel will participate in volunteer service activities such as garbage classification supervision, household publicity, and science popularization for 6 times in 2023 (based on the records of the municipal management platform or the review of the sub-district office).

Allocation of places
1. Neighborhood committees
Each community is limited to one Residents' Committee
2. Residential areas (residential complexes and urban villages)
According to the evaluation results of Shenzhen's domestic waste classification work in the fourth quarter of 2023, if the assessment score of Bao'an District is A+ or A, the incentive quota of each street shall not exceed 15% of the number of residential areas in the jurisdiction in principle, and the incentive quota of each street shall not exceed 10% of the number of residential areas in the jurisdiction if the assessment score of Bao'an District is B, and the incentive quota of each street shall not exceed 5% of the number of residential areas in the jurisdiction if the assessment score of Bao'an District is C.
3. Schools and other key places

4. Individuals
Every year, for individuals (including community workers, teachers, volunteers, property management personnel, and other students at the student level) who actively practice garbage classification and have achieved remarkable results, Bao'an District has a limited quota of 250.
According to the evaluation results of Shenzhen's domestic waste classification work in the fourth quarter of 2023, if the assessment score of Bao'an District is A+ or A, the individual incentive quota will be allocated according to the above limited quota in principle, and if the district assessment score is B, the individual incentive quota will be reduced by 10% on the basis of the above limited quota in principle, and if the district assessment score is C, the individual incentive quota will be reduced by 20% on the basis of the above limited quota in principle.
In principle, about 10% of the quota for community workers, 10% for teachers, 20% for volunteers, 20% for property managers, 20% for students, and 20% for other related personnel.

Districts, neighborhoods, and communities shall, in accordance with the requirements of the "Identification Procedures", mobilize, organize and guide units and individuals with incentive conditions to carry out system registration and data filling in an orderly manner, and the deadline for declaration is February 25, 2024.
Identification Procedure
1. The community shall conduct a preliminary review of the garbage classification and delivery managers and individuals of the places where the incentives are declared, and report the qualified objects to the sub-district office where they are located.
2. The sub-district office is responsible for reviewing the preliminary examination of the qualified objects reported by the community, conducting the preliminary examination of the residents' committees that apply for incentives, and reporting the qualified objects to the district urban management department.
3. Before March 18, 2024, the district urban management department shall identify and report to the municipal urban management department for the garbage classification and delivery managers and individuals who have passed the review of the places reported by the street;
4. Before March 31, 2024, the municipal urban management department shall identify the residents' committees that have passed the review submitted by the district urban management department.
