With an order, the construction personnel at the project site were in place, and the engineering vehicles and excavators roared in unison. On December 21, 2023, the construction of the coal-coke-chemical-electricity circular economy base project in Shuicheng District officially started.
The total investment of the project is 19.8 billion yuan, including 2 million tons/year of comprehensive utilization of coal coking in circular economy, 26×66 million kilowatts of coal-fired power generation and supporting special lines for railway freight yards, 2.4 million kilowatts of new energy and other projects.
After the project is put into operation, it can achieve an annual output of 2 million tons of coke, 87,000 tons of tar, 26,000 tons of crude benzene, 29,000 tons of sulfuric acid, 186 million cubic meters of natural gas, and 8.3 billion kilowatt hours of power generation, with an estimated annual output value of 7.5 billion yuan.
"In terms of resource utilization, coal-fired power generation projects adopt ultra-supercritical secondary reheat technology, and the coal consumption for power supply is 269.97 g/kWh, which is better than the industry benchmark level of 270 g/kWh. The person in charge of the project said.
The coking project adopts the international advanced side-mounted ultra-large volume tamping technology, and uses advanced technologies such as full dry quenching, flue gas and riser waste heat recovery, and precise heating of coal gas, to reduce energy consumption to 109.37 kg of standard coal/ton of coke, which is better than the industry's energy efficiency benchmark level of 110 kg of standard coal/ton of coke, effectively realizing the clean and efficient utilization of coal resources.
In addition, the project not only effectively reduces the investment in start-up boilers, desalinated water, hydrogen production, nitrogen production devices and other facilities of coal-fired power generation projects by building a circular economy industrial chain such as coke heat recovery and comprehensive utilization, hydrogen comprehensive utilization, and coking wastewater reuse, but also contributes about 245 million yuan of economic value to the project every year.
"The project can not only extend a number of industrial chains, but also help build a clean, low-carbon, safe and efficient energy system, transform the advantages of energy resources in Shuicheng into economic development advantages, and realize the complementary advantages, mutual benefit and win-win and coordinated development of both local enterprises. Yuan Guangju, deputy secretary of the Party Working Committee and director of the Management Committee of the Shuicheng Economic Development Zone, said.
Shuicheng District is one of the first 100 key coal-producing areas (counties) in the country and the third largest coal-producing area (county) in the province, with proven coal reserves of 8.03 billion tons. There are 56 coal mines with a total production capacity of 33 million tons/year.

In recent years, in accordance with the requirements of "rich ore and fine development", Shuicheng District has adhered to the overall idea of "based on coal, strengthening coal, and not only coal", promoted the conversion of old and new kinetic energy and industrial transformation and upgrading, and gradually moved the coal industry towards a high-quality development path of intensification, scale, modernization and diversification.
In the dispatching and command center of Guizhou Panjiang Hengpu Coal Industry Co., Ltd., the indicators of intelligent coal mining equipment are displayed in real time on the large screen, and the mining instructions for the equipment only need to press a few buttons. In the past, there were more than 20 people in a single class, but now only about 8 people are enough.
"The level of mechanization of each excavation face has reached 100%. At the same time, we have also built an intelligent fully mechanized mining face, and the intelligent system for mine production assistance has been completed and passed the acceptance in late August 2023. Yang Yong, general manager of Guizhou Panjiang Hengpu Coal Industry Co., Ltd., said that after the formation of the mechanization and intelligent fully mechanized mining face of the auxiliary system, the goal of reducing personnel and increasing efficiency has been achieved, and the safe production of the mine has been further guaranteed.
As early as 2010, Shuicheng District continued to optimize the technical structure of coal production, and vigorously promoted the mechanization and intelligent construction of coal mines. At present, the 32 normal production coal mines in Shuicheng District have realized the mechanization of coal mining and the intellectualization of auxiliary systems, and the mechanization and intelligent transformation of coal mines are steadily advancing.
At the same time, the coal storage and distribution center in Shuicheng District, which is under construction, is also built in accordance with the standards of informatization, automation and intelligent coal storage and distribution base. According to reports, after the completion of the static coal storage capacity of 1.2 million tons, the annual throughput of more than 5 million tons, in addition to improving the regional energy security capacity, but also to optimize the layout of the coal industry in the region, improve the coal industry supporting service functions, for the high-quality development of the coal industry in Shuicheng District into the high-quality development of the new vitality.
