  Improving the supervision system and achieving full coverage of supervision within the Party is an inevitable choice for the Party to adhere to the Party's overall leadership under the condition of long-term ruling, maintain the Party's advanced nature and purity, realize self-purification, self-improvement, self-innovation, and self-improvement, and maintain unity within the Party, and is also an inherent requirement for promoting the transformation of the national governance system into governance efficiency. The core of supervision within the Party is to exercise restraint and supervision over the operation of power in accordance with laws and regulations. To improve the supervision system, the key target of supervision is the "main leading cadres." The "Constitution of the Communist Party of China" puts forward: "Strengthen the main responsibility and supervision responsibility for managing the party and governing the party, strengthen the supervision of the party's leading organs and party-member leading cadres, especially the main leading cadres, and constantly improve the supervision system within the party." [7]11 As an important part of supervision and inspection, to improve the supervision system and system to achieve full coverage of supervision within the party, it is necessary to "focus on improving the scientificity, systematicness and authority of the system, so as to use the system to manage power, use the system to manage affairs, and use the system to manage people." [8] The construction of the supervision system is based on the party constitution, adhering to the principles of scientific democracy, treating both symptoms and root causes, and advancing with the times to continuously improve the party's internal laws and regulations and systems, so that it can be stable and far-reaching. Since the Eighteenth National Congress of the Communist Party of China, our party has successively revised and promulgated the "Regulations on Disciplinary Punishment of the Communist Party of China", "Regulations on the Inspection Work of the Communist Party of China", "Regulations on the Accountability of the Communist Party of China" and other inner-party regulations, which have made the cage of the system tighter and tighter, avoided loopholes in the system, and effectively ensured the openness and transparency of the party's power operation in the process of state governance. In addition, our party has creatively combined supervision within the party with supervision outside the party, giving full play to the role of supervision by democratic parties, mass supervision, and public opinion supervision in the implementation of the national governance system, forming a joint force of supervision, enhancing the follow-up binding force of the enforcement system, and ensuring the implementation of the national governance system.

  (III) Continuing to advance the anti-corruption struggle is a solid guarantee for the effective implementation of the national governance system

  Corruption is the biggest threat facing the Chinese Communist Party. If corruption is allowed to intensify, the party will eventually perish and the country will eventually perish, and there will be no way to talk about the modernization of the national governance system. In the process of promoting the modernization of the national governance system, we must unswervingly carry out the fight against corruption. At present, the situation in the anti-corruption struggle is still grim, and the phenomenon of abuse of power and violation of the system caused by the weak awareness of the rule of law still exists, which has seriously undermined social fairness and justice and caused great damage to the credibility of the party and the government. Therefore, the anti-corruption struggle must not have the idea of stopping, taking a breath or resting its feet. Since the Eighteenth National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping as the core has adhered to the principle of "fighting tigers", "shooting flies" and "hunting foxes" on corruption issues with the principle of no forbidden areas, full coverage and zero tolerance, tightened the cage of the system, built a "three noes" system and mechanism that dare not be corrupt, cannot be corrupt, and does not want to be corrupt, and constantly deepened the treatment of both symptoms and causes.

  "Those who follow the law are strong and the country is strong, and those who follow the law are weak and the country is weak." The Communist Party of China insists that there is no "special zone" for anti-corruption, that there are no "privileges" in the implementation of the system, and that everyone is equal before the implementation of the system. By resolutely preventing the phenomenon of non-maintenance, inaction, flexibility, and discounting of the system in the process of system implementation, and strictly preventing corruption in the process of system implementation, we can continuously improve the efficiency of system implementation, ensure the authority and effectiveness of the system, and also ensure the smooth progress of the modernization of the national governance system and governance capabilities.
