In 2022, the scale of the integrated circuit industry in Shanghai will reach 228.902 billion yuan, accounting for more than 20% of the country. At the same time, Shanghai is also the largest port for the import and export of integrated circuits in China, accounting for about one-third of the country's import and export scale. In July last year, Shanghai Customs issued the implementation measures for the supervision and innovation of the integrated circuit industry and was praised by the pilot enterprises for "understanding the industry too well". In the face of the demands of enterprises to update, yesterday (26th), Shanghai Customs officially released version 2.0 of the implementation measures.
Industry is the foundation of trade and the soil for innovation. In recent years, Shanghai Customs has found in its continuous investigation that the integrated circuit industry covers all aspects of design and development, manufacturing, packaging and testing, equipment and consumables, etc., and each link cannot afford to be delayed, but the requirements are different - the shortest shelf life of the consumables photoresist required for chips is only 3 months, and it must be imported at high frequency, which has extremely high requirements for timeliness and safety; integrated circuit design and development enterprises are most concerned about royalties, bonded supervision and other measures; the import of complete sets of integrated circuit production and manufacturing equipment is most concerned about the timeliness of production, but there are many types of equipment. There are many batches, and a variety of conformity assessment modes and inspections are involved, and we look forward to special projects and special personnel to follow up. In addition, tax reduction and exemption and reduction of inspection rate are also the core needs of the industry.

To this end, Shanghai Customs regards the whole integrated circuit industry chain as a whole, and has collected support measures for 8 related business lines such as customs clearance, bonded, tariffs, and audit verification, and issued the "Shanghai Customs Implementation Measures for Supporting the Development of Integrated Circuit Industry Supervision and Innovation Pilot" in July last year, covering a total of 22 innovative measures in five aspects, which will strongly promote the cost reduction and efficiency increase, smooth supply and coordination of the industrial chain.
Shanghai Tianma Microelectronics is engaged in the production of small and medium-sized display screens, and one of the on-board LCD screens in every four passenger cars in the world comes from Tianma. The person in charge of customs affairs of Tianma Microelectronics told reporters that the most powerful one in the implementation measures is the reform of the control and inspection mode of high-tech goods such as vacuum packaging. Due to the difficulty of meeting the requirements of the cleanliness of the chip due to the inspection conditions at the port (a slight dust enters, it may leave bright spots on the LCD screen and report damage), therefore, the customs will intimately move the high-tech goods of integrated circuit vacuum packaging to the dust-free workshop of the destination enterprise for implementation after the inspection and inspection, and the recorded goods will be released immediately at the port of entry. In this way, the warehousing time of goods is reduced by at least two working days compared with the past, and the company no longer has the situation of production line shutdown and urgency. Jita Semiconductor also has a sense of gain, because the implementation measures are specially set up to "one mouth", and the company can "finish the business problems that were originally scattered in the customs lines". The customs manager of Jita Semiconductor once quickly completed the approval of tax reduction and exemption, processing trade distribution and collection of reports at a business window of Yangshan Customs, and also consulted the doubts in the territorial inspection. If you follow the normal operation, these three problems need to run at least 3 departments.

It is reported that 12 initiatives in version 1.0 have a popularity of more than 80%, and the number of pilot companies has also expanded from the first batch of 38 to 66. Shi Jianbin, deputy secretary-general of the Shanghai Integrated Circuit Industry Association, said that there are 18 integrated circuit manufacturing enterprises in Shanghai, of which as many as 14 participate in the pilot. "Although only 9 of the 128 integrated circuit equipment companies in Shanghai participated in the pilot, they are all head enterprises. ”
Enterprise praise is the biggest driving force for the iteration of customs policies. Version 2.0, which was launched on the basis of version 1.0, has been deepened in many aspects. For example, the establishment of an enterprise filing system, the upstream, midstream and downstream enterprises of the Shanghai integrated circuit industry chain do not need to submit application materials, and can be included in the implementation scope of Shanghai Customs to support the development of the integrated circuit industry supervision and innovation after filing with the local customs. For another example, Shanghai Customs has gone through the extension procedures for the temporary import and export goods (equipment) included in the national key projects and national scientific research projects for more than two years, and provided "pre-audit" services for tax reduction and exemption for key enterprises, thus helping leading enterprises to concentrate on overcoming core difficulties. Another example is to promote the "white list" mechanism to speed up customs clearance of hazardous chemicals imported by "white list" enterprises. In addition, version 2.0 also adds measures such as "simplifying the procedures for centralized domestic sales" and "if there is no abnormality in the first implementation of hazard characteristics testing and identification of imported hazardous chemicals, it shall not be repeated within one year in principle", and expands the circumstances of voluntary disclosure of non-administrative penalties from "tax-related violations" to various "violations of customs regulations" involving export tax rebates, unit consumption management, statistical supervision, inspection and quarantine, etc., so as to strengthen fault tolerance support and help enterprises boost confidence.
