Recently, the Office of Zhejiang Provincial Work Safety Committee notified the typical cases of fire safety violations and crimes investigated and dealt with in accordance with the law, among which Yiwu Zhejiang Suote Environmental Technology Co., Ltd. Zhang and Wu caused a fire due to illegal fire operations, and the two were suspected of major liability accidents, and were investigated by the public security organs and took criminal coercive measures.
Case review
On March 14, 2023, Zhejiang Saute Environmental Technology Co., Ltd. dispatched general manager Wu and employees Zhang, Pan, Li, and You, during the installation of the company's plant production line equipment, Zhang knew that a large number of combustibles were stacked under the installation platform, and still welded the steel ladder at the platform, and the company's general manager Wu and others assisted in the site.
The monitoring of the factory area shows that at about 17:48 that day, Zhang started welding work. In less than two minutes, the high-temperature welding slag generated during the electric welding operation ignited the combustibles under the platform, and Li, You and other employees used fire extinguishers to extinguish the fire, and the fire spread rapidly and expanded into a disaster.
At 17:54, the command center of the Yiwu Fire and Rescue Detachment received an alarm and successively mobilized a total of 20 fire trucks and 126 fire rescue personnel to the scene for disposal. At 19:45, the fire was brought under control. At 20:15, the fire was extinguished.
The accident caused a direct property loss of more than 370 yuan, and no casualties were caused.
Process the results
After the accident, the Yiwu Municipal Government immediately set up an accident investigation team. The accident investigation team found that Zhang was engaged in unlicensed electric welding operations and failed to effectively confirm the safety conditions of on-site operations before the operation; Wu, as the general manager and person in charge of the site, failed to perform the fire approval process, blindly organized the construction, and did not implement on-site fire safety management.
According to the first paragraph of Article 134 of the Criminal Law of the People's Republic of China, the Yiwu Municipal Public Security Bureau filed a case for investigation and took criminal coercive measures against Zhang and Wu on suspicion of the crime of major liability accidents.
In addition, the unit responsible for the accident and its main responsible person shall be subject to administrative punishment. The Municipal Commission for Discipline Inspection and Supervision is to pursue and hold accountable the relevant public employees in Suxi Town for their performance of duties in accordance with the law.
At present, the case is in the stage of review and prosecution.
