Article 21 of the Fire Protection Law of the People's Republic of China stipulates that if it is necessary to use open flame for construction and other special circumstances, the approval procedures shall be completed in advance in accordance with the regulations, and corresponding fire safety measures shall be taken;
Personnel who carry out fire hazard operations such as electric welding and gas welding and operators of automatic fire protection systems must be certified to work and abide by fire safety operating procedures.
Article 63 of the Fire Protection Law of the People's Republic of China stipulates that anyone who uses an open flame in violation of regulations or smokes or uses an open flame in a place with a fire or explosion hazard shall be given a warning or a fine of not more than 500 yuan, and if the circumstances are serious, he shall be detained for not more than five days.
Article 64 of the "Fire Protection Law of the People's Republic of China" stipulates that anyone who instigates or compels others to violate fire safety regulations and carry out risky operations, but it does not constitute a crime, shall be detained for not less than 10 days but not more than 15 days, and may also be fined not more than 500 yuan;
