Article 21 of the Fire Protection Law of the People's Republic of China stipulates that:
If it is necessary to use open flame for operation due to special circumstances such as construction, the examination and approval procedures shall be completed in advance in accordance with the regulations, and corresponding fire safety measures shall be taken, and the operators shall comply with the fire safety regulations. Personnel who carry out fire hazard operations such as electric welding and gas welding and the operation of automatic fire protection systems must be certified to work and comply with the regulations on fire safety operations.
Article 63 of the Fire Protection Law of the People's Republic of China stipulates that:
Anyone who uses an open flame to work in violation of regulations, or smokes or uses an open flame in a place where there is a risk of fire or explosion, may be given a warning or a fine of not more than 500 yuan, and if the circumstances are serious, he shall be detained for up to 5 days.
Article 64 of the Fire Protection Law of the People's Republic of China stipulates that:
Anyone who instructs or compels others to violate fire safety regulations by taking risks shall be detained for not less than 10 days but not more than 15 days, and may also be fined not more than 500 yuan;
