Recently, at the construction site of Tingrui Times, No. 339, Machangjiao Road, Jianghan District, Wuhan City, the project construction leader Li, welders Ai and Lu failed to fully implement the corresponding safety protection measures at the site when carrying out high-altitude electric welding operations, resulting in the falling welding slag igniting the lawn and causing a fire. After the public security organs opened the case and investigated, Li was sentenced to 15 days of administrative detention, and Ai and Lu were sentenced to 10 days of administrative detention.
At 16:10 on January 29, 2024, a fire broke out on the platform lawn on the 4th floor of the Tingrui Times Podium, No. 339 Machangjiao Road, Jianghan District, Wuhan City. After receiving the alarm, the command center of the Wuhan Fire and Rescue Detachment quickly mobilized firefighters to deal with it. Firefighters arrived at the scene and immediately extinguished the fire. The fire burned an area of about 20 square meters, and there were no casualties due to timely extinguishing.
It was found that on the same day, the welders Ai and Lu went to the 37th floor of the Tingrui Times Office Building through two hanging baskets to carry out high-altitude electric welding operations on the façade of the building, and the person in charge of the construction of the project, Li, carried out on-site protection on the first floor. At the same time, the construction team placed buckets on the 37th floor, set up a fence on the 1st floor and equipped 2 fire extinguishers for protection, but did not implement corresponding safety protection measures for the platform on the 4th floor of the podium that may catch fire, resulting in the falling welding slag igniting the lawn of the 4th floor platform and causing a fire. It is understood that the two welders both hold valid "Special Operation Certificates" and have handled the "Fire Certificate" at the property office of the building.
In accordance with the provisions of Article 64, Paragraph 2 of the Fire Protection Law of the People's Republic of China, the Jianghan District Branch of the Wuhan Municipal Public Security Bureau gave Li 15 days of detention and Ai and Lu 10 days of detention in accordance with the law.
Wuhan Fire Reminder: When all enterprises and engineering units carry out hot operations, they must ensure that the on-site construction personnel obtain special types of work operation certificates and related qualifications, and welding operations in high-risk places and important places must be approved by relevant departments. Before carrying out construction work, it is necessary to understand the surrounding situation, understand the key parts of the fire hazard, clean up the flammable and combustible materials near the welding construction site, and configure fire extinguishing appliances around the operation, and call the 119 police in time in case of fire.
