In recent years, especially among adolescents, psychological problems caused by parental reprimands, scolding, lack of family structure, lack of care, academic pressure, classmates, teachers and students, and heterosexual relationships have shown an upward trend. At this year's two sessions, Chen Lang, a deputy to the National People's Congress and vice mayor of the Neijiang Municipal People's Government, submitted the "Suggestions on Strengthening the Mental Health Work of Minors" to the conference, and she suggested that the State Council issue the "Regulations on The Work of Adolescent Mental Health", refine the work measures, and strengthen the construction of the adolescent mental health service system.

Chen Lang said that in response to the rising mental health problems of adolescents year by year, in 2018, the National Health Commission, the Ministry of Education and other ministries and commissions jointly issued a document to promulgate the "Pilot Work Plan for the Construction of the National Social Psychological Service System", and in 2020, the National People's Congress revised the "Law of the People's Republic of China on the Protection of Minors".

"Although these important laws and normative documents cover the mental health problems of adolescents, they are not strongly targeted, and there are situations of lack of institutions, personnel, funds, unclear responsibilities, unclear tasks, and unrealistic measures in practical work." Chen Lang said.

In order to implement the Law of the People's Republic of China on the Protection of Minors, Chen Lang suggested that the State Council issue the Regulations on Adolescent Mental Health Work, refine work measures, and strengthen the construction of a juvenile mental health service system. She gave five specific suggestions.

First, it is recommended to clarify the working principles. Adolescent mental health work is carried out in accordance with the principle of "government leadership, departmental collaboration, social participation, prevention first, and comprehensive intervention".

The second is to suggest that the working body be clarified. At the national level, corresponding working bodies should be established to clarify the lead units to coordinate the work of relevant departments.

The third is to suggest clear work tasks. Clarify the main tasks of publicity and education, screening and screening, intervention and treatment, monitoring and supervision, etc.

The fourth is to suggest a clear division of responsibilities. Clarify the functions and responsibilities of government, society, family, school, judicial and other units.

Fifth, it is recommended to clarify work guarantees. Clarify that governments at all levels should give necessary funding guarantees for scientific research, institutional construction, and work development for adolescent mental health work, to ensure that work is carried out effectively.
