However, since Wang Liang discovered the illegal building in this case on January 10, the "Notice of Order to Stop the Illegal Acts" and the "Notice of Order to Rectify within a Time Limit" have been served on the scene, and because Wang Liang, Wang Xing and others did not notice the temporary borrowed water and electricity at the scene, they did not take measures to cut off water and electricity.

Whether Wang Liang has a duty of care
