The Han Jiwei Project is an overall, basic, public welfare and strategic major water conservancy infrastructure construction project that breaks the bottleneck constraints of water resources in Shaanxi Province and realizes the spatial balance of water resources allocation, is an important trunk line of the "five vertical and ten horizontal" Shaanxi water network, is the backbone channel of north-south water transmission determined by the national water network construction planning outline, and is also the largest and far-reaching water conservancy and people's livelihood project in the history of Shaanxi. The project site spans the Yangtze River and the Yellow River basin, diverts water from the Han River basin in southern Shaanxi to the Weihe River basin in Guanzhong Province, and solves the water demand of 4 key cities such as Xi'an, Xianyang, Weinan and Yangling, 5 new cities in Xixian New District, 11 counties including Chang'an District, Lintong District, Xingping City and Fuping County on both sides of the Wei River, and Weibei Industrial Park, with a total area of 14,000 square kilometers and a beneficiary population of 14.11 million, which can support 1.1 trillion yuan of GDP in the receiving area and add 5 million people to the scale of urban water use. At the same time, it can effectively change the situation of over-extraction of groundwater and crowding out ecological water in Guanzhong to achieve a balance of groundwater recharge and prevent urban environmental geological disasters. It can increase the annual average water volume of the Wei River into the Yellow River from 600 to 700 million cubic meters, and through the replacement of water rights, provide water use indicators for the National Energy and Chemical Industry Base in northern Shaanxi to draw water from the main stream of the Yellow River, ensure the high-quality development of the Yellow River Basin, and is of great significance for building the Shaanxi water network, realizing the optimal allocation of water resources in the province, ensuring water security, improving the water ecological environment of the Wei River, and promoting the high-quality development of the province.

The Hanji-Weiwei project consists of a water diversion project (phase I project) and a water transmission and distribution project (phase II and phase III project), with a total investment of about 51.6 billion yuan.

The water diversion project (phase I project) was listed among the 172 major water conservancy projects identified by the State Council during the 13th Five-Year Plan period, and the project proposal was approved by the National Development and Reform Commission in July 2011, and the project was fully started after the preliminary design was approved in April 2015. The construction includes the Golden Gorge Water Conservancy Hub, the Sanhekou Water Conservancy Hub and the 98.3-kilometer Qinling Water Transmission Tunnel. The Golden Gorge Water Conservancy Hub realized the lower gate water storage on July 9, 2023, and the power station pumping station is being installed and debugged, and it is planned to be put into operation within this year; The Sanhekou Water Conservancy Hub realized water storage in February 2021, and the power station was put into operation in December, with a cumulative power generation of 161 million kWh; the Qinling Water Transmission Tunnel achieved safe and accurate penetration of the entire line on February 22, 2022, and passed the acceptance stage of water opening in June 2023, and has the conditions for water access.

The water transmission and distribution project (phase II and phase III) is distributed on both sides of the Wei River, consisting of the Huangchigou water distribution hub and a 343.5-kilometer north-south trunk line. The second phase of the project was fully started on June 17, 2021, and the Huangchigou water distribution hub has been completed, connected with the Heihe Xi'an water supply pipeline, and has been put into use; The North-South Main Line is scheduled to be fully completed and put into operation in 2026. The feasibility study report of the third phase of the project has passed the technical review of the Shaanxi Provincial Water Resources Department, and it is planned to complete the feasibility study and preliminary approval within this year.
