Force Overview and Deployment:

1． Grouping:

(1) The central Soviet Union is divided into four sub-districts, and the division headquarters and military district headquarters are divided. The first division is concurrently held by the Eighteenth Brigade, the second division is reorganized by a personnel left by the second brigade to the south, the third division is concurrently held by the first brigade, and the fourth division is concurrently held by the third brigade. However, since the Second Brigade led the fourth regiment to the south, the main corps of the First Division was the first regiment, the seventh regiment, the second (fifth) regiment, the teaching regiment and other four regiments as the mobile strength of the Soviet Central Army, and after the autumn, that is, the special task force regiment of the fourth sub-district, there are now five main regiments. The general equipment of the troops is relatively neat and the personnel are relatively full, the regiment has an organic artillery company (two heavy mortars), and the battalion has a heavy machine platoon (two heavy machines). Each company was five to six light machines and were equipped with grenadiers or infantry gun light weapons. The division directly consists of a special service battalion (four companies) and a teaching team.

(2) In addition to the main corps in central Jiangsu, the local corps counted fifteen regiments of the maritime column (three regiments) and fifteen regiments of Jiangdu, Gaobao, Dongtai, Taipei, Xinghua, Taizhou, Taixing, Jingjiang, Rugao, Nantong, and Southeast as the backbone of the counties. Each regiment has about six companies, at least three companies, each company has three to four light aircraft, and its combat effectiveness is relatively strong, and it can perform independent operations and persistent tasks.

(3) The peripheral troops, with joint resistance (about a small regiment), do not have a large strength. Since Tang Jingyan led the department anyway, the joint resistance was expanded into two small regiments, each regiment with five companies.

After the fall of stubborn Zhang Xingbing, he retained the deputy commander Xu Jincheng. I immediately set up about 200 people in the 7th Column of the Soviet Central Advance, and organized the Baoying Detachment headed by the former Huang Detachment commander of the 117th Division of the Han Dynasty, with about 300 people.

2． Troop Profile:

The biggest weakness in the military and political leadership of the Soviet Union and China shows that they have an unstable grasp of the whole situation, and are often fluctuated and swayed by the situation, such as the slogan and deployment of rapid preparations for a counteroffensive put forward in the winter of last year, and the tense situation last spring, that is, the preparation of the withdrawal of all the main forces. The principal cadres of the Soviet Union and China are basically united, but they have not yet fully opened up with each other ideologically. Soviet central Jiangsu and China are the enemy's strategic hubs, with numerous puppet armies and numerous strongholds, and water networks running rampant, which has given me many objective difficulties, but due to the popularization of local work, the mood of mass struggle is high, the role of the militia is very great, the enemy and puppet work has been strengthened, the troops have fought resolutely, bravely, and tenaciously, and have long been in the specialty of guerrilla warfare training, so they can overcome ordinary difficult conditions and enhance their confidence in persisting in struggle.

(3) Although the consolidation of the troops has made progress compared with the previous ones, the phenomenon of flight is still quite serious, and in addition to the combat casualties and streamlining of the main force and local corps, there are about 1,300 defectors who have fled, and there are about 60 cadres at or above the platoon level, accounting for about two-tenths of the number of fugitives.

(4) Precisely because the Soviet Union and Central China are in such a situation, it is very difficult for the troops to have the opportunity to concentrate on rectification and training; except for the divisional command organs, which have drawn three regiments, such as the first and seventh regiments, and the teaching regiment, to carry out rotational training, all other corps are scattered in the guerrilla areas of various regions with company battalions as units, and even lead the troops to disperse their actions.

(5) The Soviet and Chinese units still maintained the fine fighting style of the past, acted resolutely and bravely, assisted in attacking strongholds, and were in a very high mood; in order to facilitate the various regions to persist in the task of struggle and tighten the backbone of the local corps, in the past, the six regiments of the main force, the second, third, fifth, sixth, eighth, and ninth regiments, were separately organized into local corps, so that the combat effectiveness of the main local corps has also been upgraded to a new main force corps after a long period of training.

(6) Although there are some shortcomings in the policy of the work of the puppet army, the general results are very good; most of the puppet troops in central Jiangsu have some relations with me, and one of them can be used by me, which has played a great role in our anti-enemy "clearing the countryside" and "sweeping up the land." The local work in central Jiangsu has been deployed around various strongholds, and the villages except for the enemy's strongholds are under our control, and we have begun to carry out guerrilla warfare in cities and towns.

(7) In the past, most of the troop replenishment relied on prisoners in battle, so the number of prisoners in the army still accounted for a large number.

(8) Due to the prosperity of the central Soviet Union, the dispersion of independent activities of the troops, the lack of strict establishment of the system, the excessive prosperity of top-down life, waste and even corruption are still very serious, and it is now being corrected.

3． deploy:

The division headquarters led the first regiment and the teaching regiment to reorganize the training near Yicang (southeast of Dongtai), the maritime column was located in the coastal line of Zhanggang and Wanggang, the 1st brigade led the Western Police Regiment in the first line of Huangjia City, southwest of Rugao, the main regiment of the Jingjiang Police Regiment was south of the Jingjiang River, the other unit was active in the northeast of the Jingjiang River, the Taixing Police Regiment was located near Xuanjiapu for training, the Taizhou Police Regiment was centered on Yingxi, Guxi, and The Grain River as the center of the mobile training, the Second Brigade was directly under the district, the Dongtai Police Regiment was trained near Sancang, the Taipei Police Regiment was reorganized near Xiaohai, and the Xinghua Police Regiment was located in Yongfengwei (Northwest Taiwan). In the region, the third brigade led the special task force regiment to reorganize training near Changsha Tho Town (east of Rugao), the seventh regiment was active in Linze "6J to Beidaguan Road, Xiaoguan Road, and Tao Jialin, the first unit of the Southern Police Regiment insisted on platooning in Tongzhong" and "Qingxiang" areas, one was reorganized in the area under the driving source south of Rugao, the main force of the Southeast Police Regiment was close to the brigade headquarters for rectification, one was in the Platoon unit to adhere to the Qihai area, the Eighteenth Brigade was directly located in Fanzhou (southeast of Gaoyou), north Korea Jiazhuang as the center of the rectification training, and the main force of the Fifth and Second Regiments was reorganized in Baoying to Dong'anfeng and Taicang.
