In Yao Yang's view, redistribution should mainly accomplish two things, one is to support the bottom, is the sound social security, so that the elderly have dependence, and the sick have some support. The second is to improve the people's income capacity. "We have to 'teach people to fish' and pay attention to fishing gear. The goal of common prosperity, the means of common prosperity, must be to improve the productive capacity of low-income people, not to directly transfer the income of high-income people. Yao Yang said.

Yao Yang believes that the goal of common prosperity should be positioned on improving the production capacity of all people, the improvement of the ability of market participants is the key to improving the income capacity of ordinary people, and the means to solve this key problem is education. In today's society, the starting point for the full development of the human person is to receive a good education.

"I think that redistribution, in addition to the establishment of social security, should invest more resources in education, especially to level up educational resources." Yao Yang said that first of all, it is necessary to reduce the burden, limit extracurricular training, and narrow the gap between the rich and the poor at the educational level. Second, the abolition of school classification and the promotion of teacher rotation have made the quality of schools relatively average.

"Third, I oppose the diversion of the middle school entrance examination, and I personally feel that primary and secondary education is a basic and equal education, which should provide basic training for people, and let children become a complete person, not selective education." Yao Yang said.
