Zhu Hai, a member of the Party Committee and chief accountant of the Suzhou Municipal Taxation Bureau of the State Administration of Taxation, has been engaged in international tax work for many years, and in Zhu Hai's words, he described it as "providing tax certainty services for 'bringing in' and 'going out' enterprises".

In the past 26 years, Zhu Hai has promoted more than 50 multinational companies to negotiate with the competent tax authorities to determine their profit levels in the coming year, creating a stable and predictable tax environment for foreign investment and enhancing confidence in investing in China.

At the same time, Zhu Hai has also contributed to China's participation in the formulation of international tax rules. "At present, Chinese taxation is making more 'Chinese voices' on the international tax stage and providing more 'Chinese solutions'. I was also very honored to be able to experience it first-hand. Zhu Hai said that he introduced that Zhu Hai and his colleagues took the lead in building a management system that accurately classified cross-border enterprises and provided fine services accordingly, which was shared as a "Chinese experience" at the first "Belt and Road" tax collection and management cooperation forum, which was well received by all parties; at the same time, they took the lead in exploring and practicing two international tax theories on cost and market in China, which have also been accepted by more and more countries, regions and international organizations.

Last year, in the face of the sudden epidemic and the impact of the international situation, the actual use of foreign capital in Suzhou increased by 20% year-on-year, and the hard work of the tax department to optimize the tax business environment was the hard work of the tax department. Zhu Hai remembered that after the outbreak of the epidemic last year, the headquarters of a foreign-funded enterprise in Suzhou called from abroad and said that the sudden epidemic had a huge impact on the operation of its Suzhou subsidiary and urgently needed the support of the tax department. Later, under the support and guidance of the State Administration of Taxation, Zhu Hai and his colleagues organized a team for the first time, and according to the relevant provisions of the tax law, after carefully analyzing and assessing the actual situation of the enterprise and performing the relevant procedures, they re-negotiated with the enterprise to confirm the profit level. After about half a year, the Organisation for Economic Co-operation and Development (OECD) issued relevant tax guidelines and made similar recommendations on how to deal with such situations, "So, looking back on our rapid response and proactive service at that time, I still feel quite proud, compared with our foreign counterparts, we are not slow, we are not bad, we are doing a good job." Zhu Hai said.

In terms of "going out", Zhu Hai has always stressed to enterprises, "As long as you are a Chinese enterprise, no matter which country or region your business expands to, Chinese taxation is your strong backing." This is also reflected in the specific action, according to reports, the Suzhou Taxation Bureau has set up a special team to provide support for the tax problems encountered by Suzhou enterprises in the process of "going out".

Zhu Hai said that "going out" enterprises are most afraid of encountering overseas tax-related disputes, in order to better protect their legitimate rights and interests, the State Administration of Taxation makes full use of the mutual consultation mechanism to timely handle and resolve cross-border tax-related disputes encountered by enterprises. At the same time, a special agency has also been set up to be responsible for the tax services and management of China's "going out" enterprises. "I remember that since 2016, we have actively participated in bilateral consultations between the State Administration of Taxation and relevant countries or regions, helping 16 enterprises in Suzhou to resolve overseas tax-related disputes and relieving their worries about 'going out', and enterprises are also very satisfied with this."

"We feel that the needs of taxpayers are our pursuit. With the support and guidance of the State Administration of Taxation, we have taken the initiative to take the initiative to try first, provide reference for the DECISION-making of the State Administration of Taxation, and contribute to our grassroots practice cases by issuing more 'Chinese voices' and providing more 'Chinese solutions' for Chinese taxation on the international stage.
