Han Feizi even criticized not thinking about the monarch to "cut the grass and produce millet", but blindly thinking of letting the monarch give alms and rewards, such a person can not be regarded as a person who benefits the people. This kind of person is short-sighted, has no awareness of the overall situation and the overall situation, only wants to focus on things, only wants to solve the problems in front of him, treats headaches and feet, and does not consider solving problems in the long run and fundamentally. Benevolent people are the art of educating people, not the method of governing the country at all, so they never think about how to create wealth, but only think about consuming the name.

Those who persuade and advise are outside the stakes; those who persuade the loans are placed in the interests, which shows that the benevolent people do not have the selfless mind to govern the country at all, and everything is for the sake of fame and reputation, and they are exquisite utilitarians.
