On December 25, according to the Shaanxi Provincial Commission for Discipline Inspection, Wang Xiaoming, a member of the Standing Committee of the Shaanxi Provincial People's Congress and former director of the Provincial Civil Air Defense Office, was expelled from the party and dismissed from public office.

After investigation, Wang Xiaoming seriously violated political discipline and resisted organizational review; violated the spirit of the eight provisions of the central authorities and accepted travel arrangements that might affect the fair performance of official duties; violated organizational discipline, did not report personal matters in accordance with regulations, and used his authority to seek benefits for others in the areas of job promotion, post adjustment, and staff recruitment; violated honest discipline, accepted gifts that might affect the fair performance of official duties, and engaged in profit-making activities in violation of regulations; violated work discipline and bore the main leadership responsibility for the construction of illegal investment projects by the Provincial People's Air Defense Office Violating national laws and regulations and suspected of accepting bribes.

The circular said: As a leading cadre with party membership, Wang Xiaoming has betrayed his original mission, lost his ideals and convictions, and was disloyal and dishonest to the party; he has no party spirit, principles, and organizational concepts; he has turned what should have been a clean and refreshing comradely relationship and a well-behaved relationship between superiors and subordinates into vulgar relations of private feelings and money; he has used the power of organization and personnel to engage in power and money transactions, thus seriously undermining the political ecology of the area where he is employed; he does not know reverence, does not abide by the bottom line, colludes with lawless businessmen, and reduces public power to a tool for seeking private interests. The amount of bribes accepted on a large scale, which is particularly huge, and which is not restrained or accepted after the Eighteenth National Congress of the Communist Party of China, is serious in nature and the circumstances are heinous, and should be dealt with severely.

According to the official resume, Wang Xiaoming was born in February 1959, a native of Xi'an, Shaanxi, and worked in Yanta District of Xi'an City in the early days, successively serving as the director of the district personnel bureau, the director of the editorial office, and the deputy district chief.

In 1999, Wang Xiaoming was transferred to Weinan City, where he successively served as the mayor of Hancheng City and the secretary of the municipal party committee of the county-level city, and since 2004, he has successively served as a member of the standing committee of the Weinan Municipal Party Committee, the director of the Organization Department, and the deputy secretary of the municipal party committee.

In 2013, Wang Xiaoming was transferred to the Shaanxi Provincial Civil Air Defense Office. In 2018, he became chairman of the Internal and Judicial Affairs Committee of the Shaanxi Provincial People's Congress, and stepped down a year later to serve only as a member of the Standing Committee of the Shaanxi Provincial People's Congress. In June of this year, he was investigated.

Two days after Wang Xiaoming's fall, Tang Ning, then secretary of the party leading group and director of the Xi'an Municipal People's Air Defense Office, was investigated.

Wang Xiaoming, male, Han ethnicity, born in February 1959, from Xi'an, Shaanxi, began working in May 1978, joined the Communist Party of China in September 1988, university education.

From May 1978 to August 1990, he successively served as a teacher at Mutazhai Primary School in Yanta District, Xi'an, a teacher at Xi'an No. 14 Middle School, and an officer of the Labor Bureau of Yanta District.

From August 1990 to October 1999, he successively served as deputy director of the Labor Bureau of Yanta District, secretary of the Party Committee of the Gangpi Street Office, deputy director of the Organization Department of the District Committee, director of the District Personnel Bureau, director of the Compilation Office, and deputy district chief;

From October 1999 to September 2000, he served as deputy secretary and mayor of Hancheng City CPC Committee.

From September 2000 to December 2004, he was the secretary of the Hancheng City CPC Committee;

From December 2004 to February 2013, he successively served as a member of the Standing Committee of the Weinan Municipal Party Committee, director of the Organization Department, deputy secretary of the Municipal Party Committee, director of the Organization Department, deputy secretary of the Municipal Party Committee, and president of the Party School of the Municipal Party Committee.

From February 2013 to December 2017, he served as the Party Secretary and Director of the Provincial People's Air Defense Office;

From December 2017 to January 2018, he served as the director of the Provincial Civil Air Defense Office; 

From January 2018 to March 2018, he served as the director of the Provincial People's Air Defense Office, a member of the Standing Committee of the Provincial People's Congress, and a chairman of the Internal and Judicial Affairs Committee of the Provincial People's Congress; 

From March 2018 to January 2019, he served as a member of the Standing Committee of the Provincial People's Congress and chairman of the Internal and Judicial Affairs Committee of the Provincial People's Congress;

From January 2019 to June 2020, he was a member of the Standing Committee of the Provincial People's Congress;

It was investigated in June 2020.
