As a cadre of the Qixian Subdistrict Office in Keqiao District, Shaoxing City, Zhejiang Province, Yu Yingying found that these problems are inevitable problems in the current construction of rural governance talent team.
In 2019, taking the opportunity of the National Youth Simulation CPPCC Proposal Solicitation Activity, she and 4 young colleagues did a lot of research.
The results show that among the 119 village "two committees" cadres in Qixian Street, Keqiao District, Shaoxing City, Zhejiang Province, only 11 village cadres after the 80s, accounting for 9.2%, and as low as 4 after 85, accounting for only 3%.
In order to fully understand the problems and demands faced by young people in rural governance work, Yu Yingying invited more than 20 young cadres in the street to have a face-to-face discussion.
A village cadre confided in her at the forum that he was not only responsible for the party affairs, cashiers, and women's federation work in the village, but also invested a lot of energy in the management and operation of the village's rural tourism enterprises on weekends, basically working overtime every weekend, properly "5 + 2, white + black".
Another post-90s youth said that in daily work, from land requisition and demolition, petitioning and stability maintenance, to villagers to handle medical insurance, building houses and other work must go all out, the intensity of work and mental pressure are very large.
There are also many people in the discussion to Yu Yingying "complain", in daily work, a lot of time to cope with the superiors of various assessments, inspections, meetings, research, etc., and visiting villagers, understanding the village situation, relieving the people's worries These work are crowded out, and "doing more practical things for the people" is often inadequate.
"Young people think that the position of village cadre looks too hard, lacks a sense of gain, and wants to do it but can't be selected." Yu Yingying explained that even for young people who are willing to serve as village cadres, in the process of changing village-level organizations, the "three noes" problem of villagers "not knowing, not understanding, and unwilling to choose" young people who are running for election have become the biggest "stumbling block." "The countryside is a society of acquaintances, and many young people find it difficult for young people to be elected, so they dismiss the idea of becoming village cadres."
The participation of outstanding young people in rural grassroots governance is not high, and the continuous outflow has become the main bottleneck affecting the effectiveness of grassroots governance and promoting rural revitalization.
In the face of these problems, Yu Yingying and her friends are anxious, but there is no suitable channel to reflect. After learning the information of the 2019 National Youth Mock CPPCC Proposal Solicitation Activity, everyone realized that this was a good opportunity to express itself.
In order to make the investigation more solid and form constructive opinions, in the course of the investigation, Yu Yingying invited a young person who served as a cadre of the village "two committees" and a young man who had excellent work performance but had not yet been selected for the village "two committees" to carry out work together. They discussed with colleagues from the district's comprehensive department whether similar problems existed in other regions, and invited Yang Hongxiang from the Party School of the Shaoxing Municipal Party Committee as a supervisor.
Despite their busy work, they spent about two months communicating with street and village cadres, consulting relevant experts, interviewing outstanding young people outside by telephone, and chatting with young people who returned to their hometowns, looking for problems and polishing suggestions.
In response to everyone's feedback and actual problems, the team gave suggestions from three aspects: "system incentives, breakthroughs in entry difficulties", "long-term training, resolution and retention", "emotional summoning, and boosting mission".
"It is necessary to encourage outstanding young people to return to rural governance from the level of institutional guarantees and policy incentives." Yu Yingying explained that in view of the "no foundation" and "unfamiliarity" of young people in the village, and the "three noes" problem of villagers "not knowing, not understanding, and unwilling to choose" of young people running for election, if they can give certain support to young people from the institutional level, such as stipulating that the village "two committees" have at least one member under the age of 35, it will have a positive impact on outstanding young people to participate in rural governance.
Many local college students who have been admitted to the university are more willing to choose to develop in Hangzhou, Shanghai and other cities after graduation, and even if they return to the local area, they will also choose to work in urban units, and some young people will not be able to work for a long time even if they go to rural jobs.
How to retain these young talents? Yu Yingying mentioned in the simulation proposal that it is necessary to pay attention to the needs of young people and build a blueprint for the growth of young village cadres. "Not only must there be centralized training, 'passing on help', daily competitions, and commendations, but also let the treatment keep up, ensure the needs of young people's lives, pay social security for village cadres, appropriately encourage young village cadres to develop side jobs, and provide them with the possibility of taking root in rural work for a long time."
In addition to the basic living security, the team also believes that it is indispensable for young people to carry out daily education on the sense of mission of loving their hometown, dedicating themselves to their hometown, and building their hometown. At the same time, the psychological adjustment of new village cadres must also keep up with them at any time.
Yu Yingying admitted that when the team gave feedback to the youth village cadres, it caused a great response, and everyone was very much in favor, which made her feel at the time, "It is quite meaningful to do this simulation proposal."
