"Ordinary time can be seen, critical moments can be rushed out, critical moments can be open-minded" - General Secretary Xi Jinping first put forward the "three abilities" important instruction in 2005 during the Chun'an public security investigation, which epitomizes the consistent requirements for maintaining the advanced nature of communist party members and is a powerful spiritual force to encourage the development and progress of public security.
The provincial department carried out the "three abilities" theme education practice activities, clearly put forward the "three stresses" requirements of "stressing politics with a clear banner, unifying knowledge and action, stressing responsibility, and being strict with oneself and stressing discipline"; the municipal bureau put forward the general idea of "12345" with the direction of "walking in the heart, walking in reality, and going deep"; and the county bureau put forward the specific path of "four stars" to shine the "three abilities" and be loyal to the cast iron army, which pointed out the direction for us to practice the spirit of the "three abilities" and provided guidance.
Through the in-depth study and discussion of the "three abilities" spirit of the whole institute, combined with the work of the jurisdiction, I talked about my own thinking on how to practice the "three abilities" spirit.
In my opinion, to practice the spirit of "three abilities", we need to grasp its four basic characteristics. First, the spirit of "inheritance" and "three abilities" is an affirmation and praise for the outstanding struggle of all public security police auxiliary police for a long time, rooted in the outstanding public security police auxiliary police work and outstanding deeds represented by the heroic model of public security, and is an endogenous spirit that comes from the history of public security, so the practice of the "three abilities" spirit must be carried out on the cornerstone of inheriting the excellent tradition of public security. The second is "continuity", the spirit of "three abilities" is a spiritual foundation, is the code of conduct of public security work, not a deliberate display or an occasional flash, is a process of continuous practice, focusing on "ordinary time" rather than just "seeing", focusing on "rushing out" rather than just for "critical moments", focusing on "opening up" instead of waiting for "critical moments". The spirit of "three energies" must be integrated into the tide of development of the times in order to continuously maintain its advanced nature, so the practice of the "three energies" spirit must be combined with a series of themes of the times such as "important windows" and "common prosperity" in the new era. Fourth, "acquired", "three energy" spirit although endogenous, but not natural, must be through careful study and understanding and actual combat performance to continue to strengthen and forge, so the "three energy" theme education practice activities are very necessary and timely. The test criterion for practicing the spirit of the "three abilities" is to be "loyal to the party, serve the people, enforce the law justly, and have strict discipline." Specific work:
First, to practice the spirit of "three abilities", we must adhere to the "Fengqiao experience" as the guide and forge an iron army
General Secretary Xi Jinping has said that "since the Eighteenth National Congress, I have emphasized the most on public security work is the construction of the team." A loyal, clean and responsible public security team is not only the embodiment of practicing the spirit of "three abilities", but also the cornerstone of practicing the spirit of "three abilities". The creation of the "Fengqiao-style public security police station" is an important carrier for the construction of public security police stations in the new era, and is an important index that reflects the effectiveness of the construction of the public security team. The most fundamental thing in "Chuangfeng" is to always maintain absolute loyalty to the party and achieve "two safeguards." Huaxi police station has always adhered to the leadership of party building, fully implemented the "first topic" system, deepened the three sessions and one lesson, theme party day, strengthened the hierarchical management of party style and clean government construction, actively participated in the "four-star police" and the cultivation of "four-star culture", and created a county four-star party building brand - "Juxi", which was rated as a clean and honest police station and the strongest party branch of the city's public security organs. "Creating Feng" means adhering to the supremacy of the people, taking the party's mass line well with heart, and winning the satisfaction of the people. We always take the people as the center, continue to carry out the "million police into tens of millions of homes", actively participate in the "one hour of labor, zero distance between the people's feelings" activities, since this year, the police have led the Juxi Home Guard to carry out more than 1,200 activities, visit more than 900 enterprises, and always in the first time, the first scene to really do practical things for the masses, for enterprises, solve problems. Of course, we have also seen that in reality, some of the police officers in the institute still have problems such as weak learning ability, insufficient theoretical reserves, and unwillingness to take the initiative to study and study; there are problems such as timidity and fear, unwillingness to offend people, and failure to take responsibility in case of trouble; and there are problems such as insufficient personal quality and ability, insufficient legal literacy and professional skills. Second, to practice the spirit of "three abilities", we must adhere to the direction of "common prosperity" and protect people's livelihood
General Secretary Xi Jinping stressed that "it is necessary to strengthen and optimize public services, promote social fairness and justice and social stability, and promote common prosperity." To practice the spirit of "three abilities", we must focus on the main contradictions of the current Chinese society, always keep in mind the purpose of serving the people wholeheartedly, and promote the unification of political, legal and social effects in our work. From the deeds of shen yunru, the "most beautiful policeman" and Zhang Liexing, the "hero of the anti-gang crime", we have seen the common effect achieved in different fields, that is, it is full of sincere feelings for the masses, so that every mass can feel real fairness and justice in the process of handling incidents in the public security organs. Sometimes the work is done in the legal sense, but the work is not finished in the sense of governance. At the same time, we will make every effort to do a good job in all kinds of work of serving the masses and serving enterprises, fully perform the duties of deputy secretaries of community police villages, and continue to strengthen strategic coordination between police and enterprises. We focus on science and technology to write answer sheets, deepen the construction of smart door locks, expand the comprehensive command room, improve functions and operating mechanisms, better serve the daily social governance needs, and actively strive for the city's more than 100 cross-span collaborative application projects - the "An riding" system pilot in Huaxi, combined with the construction of the street integrity system, to explore and solve the governance problem of riding electric bicycles without helmets. Of course, we have also seen that in reality, some of the people's police work in the institute is superficial, eager to achieve results, get by, and the phenomenon of not actively working, such as not being able to seek truth from facts, and the phenomenon that the basic work cannot reach the end still exists. These must be constantly striving to improve.
Fourth, to practice the spirit of "three abilities", we must adhere to the tone of "bravely standing at the head of the tide" and strive to be the first
General Secretary Xi Jinping proposed that "there is no end to work in practice, walk in the forefront to seek a new chapter, and bravely stand at the head of the tide to show responsibility." The practice of the "three abilities" spirit of the Huaxi police station in this year's "brave standing tide" is to make every effort to build a "three-energy" demonstration police station.
