As can be seen from the compiled table, the meeting methods of the two special administrative regions of Hong Kong and Macao and Taiwan Province are different.
The meeting of the Hong Kong and Macao Special Administrative Regions is the election meeting of deputies to the 14th National People's Congress, because in the hinterland, our CPPCC is a political consultative organ with the attributes of participating in and discussing state affairs, while the people's congress is an organ of power, to which all government departments need to be answerable, while Hong Kong and Macao, due to the existence of "one country, two systems", do not have the soil for the establishment and operation of these two conference systems, and instead have a parliamentary system and an election committee system. However, as a provincial-level administrative region on the mainland, it is natural to elect deputies to represent the people of Hong Kong to participate in the National Two Sessions, so there is a saying that the 14th NPC Deputies Election Conference is available, and their meetings only have the role of electing deputies to the National People's Congress and the National People's Congress.
Taiwan Province, on the other hand, is even more special, because Taiwan Province has not yet returned to the motherland with reunification, and does not have the conditions to hold an election meeting in the Taiwan region, not to mention the performance of the functions of the organs of the two sessions, and even the election of delegates to the two sessions of the whole country is restricted. Therefore, in accordance with the resolution of the Standing Committee of the National People's Congress, compatriots of Taiwan nationality from the provinces currently residing in the interior were selected through consultation, hence the name Taiwan Province to attend the 14th National People's Congress Consultative Election Conference. According to the requirements, it will also be held this month, so the friends do not have to worry about delaying the process of the National Two Sessions.
Similarly, careful friends should also be able to find that in the sessions of the provincial administrative regions, except for Taiwan, Hong Kong, and Macao, there are more sessions in some places than in the whole country, such as Tianjin is already the 18th People's Congress, and some places exist less frequently than the whole country, such as Chongqing is the sixth people's congress.
This is because of the many adjustments of the provincial-level administrative regions on the mainland after the founding of the People's Republic of China and the special historical period of that decade, in 1954, local people's congresses were held throughout the country, and delegates were elected to attend the National Two Sessions, but then due to the change of divisions, some new provincial-level administrative regions appeared, resulting in changes in the sessions of the two sessions.
For example, Hainan Province was established in 1988, before the establishment of Hainan Administrative Region (Hainan Administrative Office), after 1988 the two sessions of Hainan Region can be named "Hainan Provincial People's Congress", 1988 is naturally the first session.
And those districts with more sessions than the whole country are the result of the chaos and disorder of that special historical period of that decade, in addition to the change in zoning.
