More than 160,000 people have submitted applications on the first day of registration for the national examination.

According to the announcement of the Personnel Department of the State Administration for Market Regulation, the SAMR has a total of 21 positions this year, and 14 departments and bureaus intend to recruit a total of 24 people. Among them, 3 anti-monopoly departments have the strongest demand for recruitment, and plan to add 11 anti-monopoly civil servants.

On the basis of the first increase of 18 personnel last year, the State Administration for Market Regulation plans to recruit another 11 people in the 2023 national examination, and it is foreseeable that the anti-monopoly regulatory force will be further enriched and the efficiency of law enforcement will be improved.

According to the National Civil Service Bureau, a total of 37,100 people are planned to be recruited this time, a significant increase from about 31,200 in the previous year, of which 25,000 are planned to recruit fresh college graduates.

The official website information announced that the State Administration for Market Regulation will set up a total of 21 positions in the 2023 national examination, and 24 people are planned to be recruited. Among them, 14 departments and bureaus have proposed to expand manpower - including the General Office, the Comprehensive Planning Department, the Law Enforcement Inspection Bureau, the 3 Anti-Monopoly Bureau, the Price Supervision and Inspection and Anti-Unfair Competition Bureau, and the Internet Transaction Supervision and Administration Department.

Specific to the three anti-monopoly departments, a total of 11 recruitment positions of "first-level chief staff member of the business department and below" will be set up this year, requiring applicants to have a master's degree or above, at least two years of grassroots work experience, and the ratio of interviewers is 5:1.

From the perspective of job requirements, the Competition Policy Coordination Department plans to recruit three people, one with a legal background and engaged in anti-monopoly legal supervision, and two others to engage in competition policy implementation and anti-monopoly comprehensive coordination, specializing in law and applied economics respectively.

The First Department of Anti-Monopoly Law Enforcement and the Second Department of Anti-Monopoly Law Enforcement both plan to recruit 4 people, which is the department that the State Administration of Market Regulation intends to recruit the most people in the 2023 national examination. At the same time, the two divisions put forward additional requirements in the remarks column - a score of 500 or more in CET-6; Strong writing skills and research ability; It can meet the needs of anti-monopoly supervision and law enforcement.

In terms of the content of its work, the First Anti-Monopoly Law Enforcement Division plans to recruit four legal professionals to engage in anti-monopoly enforcement of monopoly agreements and abuse of dominant market position in two business divisions. The proposed expansion of the Second Anti-Monopoly Enforcement Division of four personnel will be assigned to three business divisions. Among them, three persons are required to be responsible for the anti-monopoly review of concentration of undertakings, and one person is required to be engaged in the supervision and enforcement of concentration of undertakings and the investigation of cases of concentration of undertakings that have not been declared in accordance with law. Two of the four positions are limited to applied economics and two require a specialization in civil and commercial law or economic law.

According to the two batches of civil servants to be hired in 2022 announced by the State Administration for Market Regulation, three of the six business divisions of the Anti-Monopoly Department were successfully recruited. Nandu reporters took stock of the recruitment plan for the national examination since the institutional reform in 2018 and found that last year was the first time that the State Administration for Market Regulation recruited anti-monopoly civil servants, and such a large scale was rare - which shows that the number of anti-monopoly law enforcement personnel has increased compared with before. At that time, an expert told Nandu reporters that the law enforcement investigation of anti-monopoly cases is difficult and requires high professionalism, and the staffing of anti-monopoly law enforcement agencies in European and American countries and regions usually reaches the scale of hundreds of people, while the previous establishment of the Anti-monopoly Bureau of the General Administration was only about 50 people.

Following the increase of 18 personnel in the national examination last year, the State Administration for Market Regulation plans to recruit 11 anti-monopoly civil servants this year.

Specific to the change of antitrust personnel, there is another piece of information worth paying attention to. In early October this year, a column of job information was added to the "Organization" profile page of the official website of the State Administration for Market Regulation, including chief engineer Han Yi, food safety director Wang Tiehan, and anti-monopoly director Xu Xinjian.

Wang Yukai, a professor at the Central Party School (National Academy of Administration), told Nandu reporters that these three posts are technical leadership posts set up within the ministry and belong to the leading body of the bureau. Some other central ministries and commissions also have chief engineers or chief economists. Since food safety and antitrust are important and involve many highly specialized issues, the establishment of two director leadership positions is obviously to strengthen supervision.

In fact, the position of "director" of the State Administration for Market Regulation is not new. According to the announcement, Wang Tiehan, director of food safety of the State Administration for Market Regulation, has held the position since August 2018, but the establishment of an anti-monopoly director and the concurrently serving of Xu Xinjian, director of the regulation department of the State Administration of Market Regulation, should have been officially disclosed recently.

According to public reports, since the beginning of this year, Xu Xinjian has attended many public occasions in his capacity as director of the Regulation Department of the State Administration for Market Regulation. On July 29, at a State Council policy briefing held by the State Council's new office, he introduced the work related to further standardizing administrative discretion and canceling and adjusting a number of fines.
