There are also plains that can be farmed, so it is difficult for the nomadic peoples who rush out from here to tell whether they are nomadic or fishing, hunting, or farming, and their economies are often mixed, so they are as good at charging and fighting on horseback as nomadic peoples, and they can have the same good administrative organization and agricultural experience as agricultural societies.
