If this organization has stable foreign aid, then when the strength of foreign aid is large enough, they must be obedient to this foreign aid; It is also possible if there is no external aid, and the internal can rely on the threat of the Huguenot war to maintain ideological and organizational unity. But such a system also requires a material basis, including the centralization of military power, including financial resources. Because the accumulation of money itself is uncontrollable, you do not have a capillary fiscal and tax collection network like a centralized country, and even if there is such a set of networks, it must rely on centralization to achieve, for a country is slightly better, you can consider more about the politics of property rights, but for a team, the main consideration is still personnel politics, that is, how to best grasp people's hearts, people's hearts are scattered completely, let alone anything else. Instead of pursuing unrealistic financial power, it is better to grasp military power in chaos, which is the thinking that leaders must have in mobile armed struggle.
