Cambodian fresh food longan lost to China
Phytosanitary requirements
In accordance with the relevant laws and regulations of the mainland and the Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia on the Phytosanitary Requirements for the Export of Fresh Longan from Cambodia to China, the General Administration of Customs recently issued Announcement No. 41 of 2022 to allow the import of Fresh Longan from Cambodia that meets the phytosanitary requirements.
So, what regulations should be complied with when importing Cambodian fresh longan? Let's take a look.
⚫ Basis for inspection and quarantine
(1) The Biosecurity Law of the People's Republic of China;
(2) The Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving china and the Regulations on the Implementation of the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country;
(3) Measures for the Supervision and Administration of Inspection and Quarantine of Imported Fruits;
(4) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Clothing and Fisheries of the Kingdom of Cambodia on the Phytosanitary Requirements for the Export of Fresh Longan from Cambodia to China.
The cambodian export of fresh longan (Dimocarpus longan) should comply with relevant Chinese laws and regulations and safety and health standards, without quarantine pests, leaves and soil of Concern to the Chinese side, and the length of the branches should not exceed 15 cm.
Approved orchard and packing plant
Longan orchards and packaging plants exported to China shall be reviewed and filed by the Ministry of Agriculture, Forestry and Fisheries of the Kingdom of Cambodia (hereinafter referred to as "MAFF" and jointly approved for registration by the General Administration of Customs of the People's Republic of China (hereinafter referred to as "GACC") and MAFF. Registration information should include name, address and registration number for accurate traceability. MAFF shall provide GACC with a list of registered orchards and packers prior to the annual export season.

Pre-export requirements
⚫ Orchard management
1. All registered orchards should implement Good Agricultural Practices (GAP), including maintaining orchard hygiene, removing fallen and rotten fruits at harvest, and implementing integrated pest control (IPM), such as pest monitoring, chemical or biological control, and agricultural operations.
2. Orchards exported to China should carry out pest monitoring and comprehensive management for quarantine pests of concern to the Chinese side under the supervision of MAFF. Orchards should be monitored at least once every two weeks from flowering to harvest, focusing on the presence of these pests in the branches, stems, leaves and fruits. If any kind of pest is found in the orchard, immediate measures should be taken, such as chemical and biological control measures, to control the occurrence of pests.
3. Phytosanitary measures for orchards exported to China must be implemented under the guidance of technical personnel with phytosanitary knowledge such as pest prevention and control and monitoring. Technicians shall be trained by MAFF or its authorized training institutions.
4. Export orchards shall record and retain pest investigation and control information for at least two years and provide it to GACC upon request. The record should include information such as the date of the examination, the name of the pest found, the date of use of the chemical agent, the name, the active ingredient, the dose, etc.
⚫ Packing plant management
1. The processing, packaging, storage and shipment of Longan shall be carried out under the quarantine supervision of MAFF or its authorized officials.
2. The processing and packaging process of longan should be carried out in the registered packaging factory, and should go through pruning, picking, grading and other processes to ensure that longan does not carry leaves, soil, insects, mites, mollusks, rotten fruits, etc., and the branches do not exceed 15 cm.
3. Packaged longan should be stored immediately and stored separately to avoid re-infection by pests.
4. Export orchards shall record and retain pest investigation and control information for at least two years and provide it to GACC upon request. The record should include information such as the date of the examination, the name of the pest found, the date of use of the chemical agent, the name, the active ingredient, the dose, etc.
⚫ Packaging requirements
1. The packaging materials of longan should be clean and unused, and meet the relevant phytosanitary requirements of China.
2. Each box should be marked with English or Chinese the name of the fruit, the place of origin (province, city or county), the country, the orchard or its registration number, the packaging plant and its registration number and other information.
3. Each box and pallet should be marked in Chinese or English: "Exported to the People's Republic of China" (to the People's Republic of China).
4. If wood packaging is used, it must comply with the requirements of International Standard for Phytosanitary Measures No. 15 (ISPM 15).
5. Containers loaded for export to China Longan must be checked for cleanliness and hygiene when packing. Containers should be sealed and sealed at the Chinese port of entry.
⚫ Pre-export quarantine
1. Within 2 years after the entry into force of this announcement, MAFF shall conduct a sampling inspection of each batch of packaged longan in accordance with the proportion of 2%. If no phytosanitary problems occurred within two years, the subsequent sampling rate was reduced to 1%.
2. If quarantine pests, leaves, soil, or branches of Concern to the Chinese side are found to exceed the prescribed length, the goods shall not be exported to China. MAFF should identify the causes and take measures to improve them.
⚫ Phytosanitary certificate requirements
After passing the quarantine of longan, THE MAFF issues a phytosanitary certificate indicating the name or code of the orchard and packing plant, and filling in the following additional statement: "This consignment complies with requirements specified in the Protocol of Phytosanitary Requirements for Export of Fresh Longans from." Cambodia to China, and is free from the quarantine pests of concern to China.” (The shipment complies with the Protocol on Phytosanitary Requirements for the Export of Fresh Longan from Cambodia to China and does not carry quarantine pests of concern to the Chinese side.) ）
MAFF shall provide GACC with a sample of the phytosanitary certificate before the start of trade for the Chinese side to file for verification.
Entry inspection and quarantine and non-conformity treatment
When Cambodian Longan arrives at the Chinese port of entry, the Chinese Customs implements inspection and quarantine in accordance with the following requirements.
⚫ For certificate and identity verification
1. Verify whether the imported longan has obtained the "Quarantine Permit for Imported Animals and Plants".
2. Verify whether the phytosanitary certificate complies with the provisions of Paragraph (5) of Article 6 of these Requirements.
3. Verify that the markings on the boxes comply with the provisions of Paragraph (3) of Article 6 of these Requirements.
⚫ Quarantine of incoming plants
1. Cambodian longan should enter the country from the port where GACC allows the import of fruit.
2. Carry out inspection and quarantine in accordance with relevant laws, administrative regulations, rules and other provisions, and those who pass the inspection and quarantine shall be allowed to enter the country.
⚫ Non-compliant processing
1. If it is found to be from an unapproved orchard or packaging plant, the longan will not be allowed to enter the country.
2. If quarantine pests of Chinese concern or live quarantine pests of Chinese concern are found in Cambodia, or soil, leaves, or branches exceed the prescribed length, the longan shall be deforested, returned or destroyed.
3. If it is found that it does not meet China's national food safety standards, the batch of longan will be returned or destroyed.
4. If the above non-compliance is found, GACC will notify MAFF and suspend the import of longan from relevant orchards and/or packaging plants as appropriate. MAFF shall identify the causes of the non-conformity and urge the relevant orchards and/or packaging plants to carry out rectification until the relevant rectification measures are effectively implemented and recognized by THE GACC.
Introduction to the list of quarantine pests of concern to China:
1. Billy's gray mealworm Dysmicoccus lepelleyi
Liebery's gray mealybug can cause plants to grow slowly, stunt them, and leave a lot of fruit. There are currently no distribution reports on the mainland.
2. New pineapple gray mealybug Dysmicoccus neobrevipes
The new pineapple ash mealybug will cause yellowing of leaves and outbreaks of soot disease, which will have a greater impact on the normal growth and development of host plants, and in severe cases, it can lead to the death of the whole plant.
3. Intercept the comedy bug Paracacus interceptus
Interception of the whitefly can lead to malnutrition of the host plant, affecting the taste and quality of the fruit. At present, there are no reports of the distribution of the insect on the mainland.
4. Planococcus lilacinus
The South Sea rump whitefly can cause slow growth and stunted growth of the host plant, the plant wilts, and the leaves and young fruits fall off in large quantities, which can cause the death of the host plant in pieces when severe.
5. Planococcus minor of the ocean rump-like mealybug
Ocean gluteal mealybug will lead to slow growth and stunted growth of host plants, plant wilting, leaves and young fruits falling off in large quantities, fruit perception and quality decline, and loss of commodity value in severe cases, which can cause the host plant to die in pieces.
6. Jack Bell's whitefly
Pseudococcus jackbeardsleyi
Jack Bell's mealybugs cause malnutrition and slow growth of the host plant; the perception and quality of the fruit after the damage decreases, and in severe cases, even loses the value of the commodity.
