Luo Shengjiao, formerly known as Luo Yucheng, was born in 1931 to a poor peasant family in Xinhua County, Hunan Province. In order to have food to eat, his father sent him to become a Taoist priest. At the age of 14, he had to work at the grocery store owned by his uncle in town. In 1947, he was promoted to the Provincial Ninth Division without examination, and after graduation, he was promoted to the high school of the Provincial Thirteenth Middle School to study, and changed his name to Luo Shengjiao.

In November 1949, Luo Shengjiao and several classmates came to the Yuán Mausoleum. He joined the Forty-seventh Army of the People's Liberation Army and was subsequently admitted to the Xiangxi Military and Political Cadre School.

After entering the school to study, Luo Shengjiao had not accepted much learning before, and the foundation was relatively poor, so it was very difficult to listen to the class. Something that others can easily understand, he may have to spend more time and effort. In order not to fall behind in the course, Luo Shengjiao will always borrow the notes of his classmates after class to consolidate the knowledge points.

After graduation, Luo Shengjiao was assigned to the reconnaissance company of the 141st Division of the 47th Army of the People's Liberation Army and held the position of clerk. He immediately participated in the reconnaissance team directly under the headquarters of the 47th Army in the battle of bandits in Wusu District of Yuanling County and the neighboring Guzhang County.

After the outbreak of the War to Resist US Aggression and Aid Korea, Luo Shengjiao changed from a soldier of the People's Liberation Army to a glorious volunteer soldier.

At that time, the most lacking thing in the army was a cultured warrior, because Luo Shengjiao had received education in his early years and had a deep cultural background, so he was mainly engaged in civilian work after entering the Korean war.

At that time, going into battle to kill the enemy was the wish of many warriors, and the Luo Sheng Sect was no exception. Unwilling to always engage in civilian work, he repeatedly reflected to the superior leaders that he wanted to go to the front line to kill the enemy and make meritorious contributions. In July 1951, Luo Shengjiao's 141st Division's direct reconnaissance company detected the situation of the US army and needed to report it to the division headquarters immediately, but at that time the division headquarters was on the other side of the river, and it was just that day when heavy rain fell, flash floods broke out, and the river was rushing. If the intelligence was not sent immediately, it would miss the fighter plane, and Luo Shengjiao took the initiative to ask for battle, put the intelligence in the military kettle, carried it on his waist, and then jumped into the river, with more flowers and colorful flowers on his body, and finally reached the other side with all his strength and sent the intelligence to the division headquarters in time. As a result, the division headquarters organized a surprise attack on the US troops in a timely manner, and achieved the results of annihilating a total of 17 enemy and capturing 30 enemy.

One day in August 1951, on the way back from Luo Shengjiao and the cooking class to the position to deliver food to the volunteer soldiers, the shells fired by the US aircraft bombarded his head, and the land of the peaceful village of Nam Ying Li made a deafening noise.

Although his job was civilian, he still did not give up the desire to fight. The commander and instructor of the reconnaissance company wrote a report on the accident, reported it to the division headquarters, and requested punishment; after receiving the report, the propaganda section and the direct engineering section of the division headquarters also reported it to the military department according to the non-combat attrition accident. At this point, the matter is basically over, Luo Shengjiao is a violation of military discipline and military regulations, accidental drowning, and the incident is so characterized.

Therefore, the news of Luo Shengjiao's sacrifice did not attract much attention, and his sacrifice was only recorded as a non-combat attrition.
