Notice of the 11th China Innovation and Entrepreneurship Competition

The Science and Technology Departments (Committees and Bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed in the plan, and the Science and Technology Bureau of the Xinjiang Production and Construction Corps:
In order to deeply implement the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China and the Central Economic Work Conference, deeply implement the innovation-driven development strategy, strengthen the main position of enterprise innovation, continue to promote the agglomeration of innovation elements to enterprises, promote the deep integration of science and technology and finance, and optimize the ecology of scientific and technological innovation and entrepreneurship, in 2022, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Education, the Central Cyberspace Administration and the All-China Federation of Industry and Commerce will jointly hold the 11th China Innovation and Entrepreneurship Competition (hereinafter referred to as the Competition). The relevant matters are hereby notified as follows.
I. Guiding Ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the competition thoroughly implements the major decision-making arrangements and innovation-driven development strategies of the Party Central Committee and the State Council, adheres to the concept of "government guidance, public welfare support, and market mechanism", focuses on national strategies and major needs, highlights key areas of strategic emerging industries, deploys innovation chains around the industrial chain, lays out the industrial chain around the innovation chain, boosts key core technology research, promotes the industrialization of scientific and technological achievements, promotes the financial development of large and small and medium-sized enterprises, and builds enterprises as the main body. The market-oriented and in-depth integration of production, education and research innovation elements agglomeration platform, vigorously promote the national high-tech zone industrial collaborative innovation and regional coordinated development, in-depth promotion of scientific and technological innovation and entrepreneurship, and constantly stimulate the vitality of market players, improve the level of industrial development modernization.
2. Event arrangement
The organizing committee of the competition is responsible for the organization and implementation of the competition. The office of the organizing committee is located in the Torch High-tech Industry Development Center of the Ministry of Science and Technology, which is responsible for the specific implementation of the work of the competition. The competition consists of local, national and professional competitions, and the organizational plan is attached to the annex.
(1) Local competitions. The provincial science and technology management department is responsible for taking the lead in organizing, focusing on the key areas of strategic emerging industries, supporting and serving the majority of small and medium-sized enterprises in the region to carry out innovation and entrepreneurship around new technologies, new products, new models and new formats. The organization method of the local competition is determined by the provincial science and technology management department, and the winning enterprises produced are shortlisted for the national competition in a certain proportion. Encourage the national high-tech zone to actively host local competition-related events around the leading advantageous industries to promote the development of "one district and one industry".
(2) National Competition. Organized by the Office of the Organizing Committee of the Competition, it is divided into two stages: the national competition (semi-final) and the national finals, according to the start-up group and the growth enterprise group. According to the progress of the competition and the requirements of epidemic prevention and control work, the national competition (semi-finals) and the national finals will be conducted by offline or online judging and public roadshows, and the location and time of the event will be announced separately.
(3) Professional competition. The Office of the Organizing Committee of the Competition is responsible for taking the lead in organizing, promoting the breakthrough of "card neck" technology and key core technology research, focusing on emerging industries and future industry cultivation, facing the major regional strategy and regional coordinated development strategy, focusing on promoting the financial development of large and medium-sized enterprises, and guiding leading enterprises and social capital forces to support technology-based small and medium-sized enterprises to carry out key technological innovations in the industry. The specific organizational plans of each professional competition will be released separately.
3. Registration
Enterprises that meet the conditions for participation voluntarily log on to the official website of the competition (www.cxcyds.com) to register for the competition. There is no fee charged to the participating companies. The registration deadlines and registration deadlines for local competitions are June 23 and June 30, 2022, respectively.
Fourth, work requirements
(1) The provincial science and technology management departments take the lead in holding local competitions, and organize and coordinate the science and technology management departments of the cities under their jurisdiction and the management committees of the national high-tech zones to do a good job in the competition.
(2) The organizers of the competition shall strictly implement the requirements of local epidemic prevention and control work and adopt appropriate work models to organize the competition.
(3) The organizers of local competitions and professional competitions should continuously improve and standardize the system and process of competition evaluation, ensure that the competition is open, fair and just, and actively accept social supervision.
(4) All local science and technology management departments, national high-tech zones, state-level science and technology enterprise incubators, and filing makerspaces of the Ministry of Science and Technology should actively publicize the competition, conscientiously organize the event, provide support and value-added services for participating enterprises, and establish and improve long-term tracking and service mechanisms for enterprises.

2. Organizational Structure
(1) Participating units

(2) Organizing Committee of the Competition
The competition guidance unit, supporting unit and organizer jointly form the competition organizing committee. The office of the organizing committee is located in the Torch High-tech Industry Development Center of the Ministry of Science and Technology, which is responsible for the specific implementation of the work of the competition.
3. Conditions of Participation
1. The enterprise has the ability to innovate and has high growth potential, mainly engaged in high-tech product research and development, manufacturing, service and other businesses, with intellectual property rights and no property rights disputes.
2. The enterprise has standardized operation, good social reputation, no bad records, and is an unlisted enterprise.
3. The operating income of the enterprise in 2021 shall not exceed 200 million yuan.
4. The national competition is based on the start-up group and the growth enterprise group. Enterprises with a business registration date of 1 January 2021 (inclusive) may participate in the Start-up Group Competition, and other enterprises can participate in the Growth Enterprise Group Competition.
5. Growth group enterprises that are shortlisted for the national competition must obtain the registration number of technology-based small and medium-sized enterprises (registration website: www.innofund.gov.cn).
6. Enterprises that have won the first, second, third place or first, second and third prizes or the first, second and third prizes in the national finals of the previous competitions will not participate in this competition.
4. Workflow of local competitions
(1) Registration for the Competition
1. Enterprises that meet the requirements for self-assessment voluntarily log on to the official website of China Innovation and Entrepreneurship Competition (www.cxcyds.com) to register. After registration and identity verification, the registered enterprise shall submit complete registration materials and be responsible for the accuracy and authenticity of the information filled in. The official website of the contest is the only channel for registration, and other registration channels are invalid.

2. Each provincial-level science and technology management department is responsible for the formal review of the registration materials of enterprises within its jurisdiction, and confirms the qualifications of enterprises that meet the conditions for participation and have complete registration materials.
Eligibility deadline: July 8, 2022
(2) Local competitions
1. The provincial science and technology management department shall take the lead in organizing the local competition, implement the competition plan, organizational structure, event costs and other related matters, strengthen the management of the competition, and accept the supervision of the competition by the society. Adhere to the public welfare nature of the competition, and do not charge any participation fees to the participating enterprises.
2. The name of the local competition owner is: the 11th China Innovation and Entrepreneurship Competition* Division ("*" is the name of the province, autonomous region, municipality directly under the Central Government, cities separately listed in the plan, and the Xinjiang Production and Construction Corps), and each place can be given a sub-name that reflects the local characteristics.
3. The local competition adopts the method of step-by-step selection to produce the winning enterprises, the preliminary competition should highlight the evaluation indicators of scientific and technological innovation of the project, and the selection of the competition should pay attention to the role of venture capital experts. The organizational unit should strictly implement the requirements of local epidemic prevention and control work and independently determine the competition method.
4. The overall competition plan of the local competition shall be announced to the public, and the relevant evaluation materials of each competition link shall be archived for future reference.
5. The provincial science and technology management department independently sets up local competition awards and actively provides policy support and diversified services for participating enterprises.
6. Participating enterprises that do not hold local competitions in their localities shall participate in the relevant local competitions through consultation between provincial science and technology management departments.
Local competition time: July to August 2022
(3) Shortlisted recommendations
1. The Office of the Organizing Committee of the Competition shall determine the number of finalists for the national competition in each division according to the local competition held and the number of participating enterprises. Provincial science and technology management departments combine local competition results to produce enterprises to be shortlisted.
2. Enterprises recommended in writing by the provincial science and technology management department for shortlisting for the national competition shall attach a due diligence report and complete the online recommendation procedure. Enterprises that do not complete written, online recommendations or do not attach due diligence reports within the prescribed time will not be shortlisted for the national competition.
3. The Office of the Organizing Committee of the Competition will publish the list of shortlisted enterprises in the National Competition on the official website of the Competition, and take the initiative to accept social supervision.
Deadline for shortlisting: August 31, 2022
Fifth, the direction of professional competition work
The professional competition is organized by the Office of the Organizing Committee of the Competition, held on a special basis, and conducted offline or online judging. The professional competition organization plan and service policy will be published separately on the official website of the competition.
(1) China Innovation and Entrepreneurship Competition, Hong Kong, Macao and Taiwan Competition
Continue to promote scientific and technological exchanges and industrial synergy between the mainland and Hong Kong, Macao and Taiwan, further integrate high-quality scientific and technological innovation and entrepreneurship resources, stimulate more young entrepreneurs to start businesses in the mainland, and build a scientific and technological innovation community with collaborative innovation as the core.
(2) Large and medium-sized enterprises financing professional competition
Give full play to the main role of well-known leading backbone enterprises, focus on the relevant subdivisions of large enterprises, and work with outstanding participating enterprises to jointly create an innovation chain, industrial chain and ecosystem for resource sharing and win-win cooperation, and promote collaborative innovation of large and small enterprises.
(3) Industrial technology innovation professional competition
Give full play to the vitality and potential of technological innovation of technology-based smes, select subdivisions, highlight key technology directions, use market mechanisms, gather and explore a number of high-level innovation projects, and promote social capital to support technology-based smes to carry out key technological innovations in the industry.
(4) Scientific and technological planning project industrialization professional competition
Facing the national or provincial key science and technology plans, focusing on the financing needs of the industrialization of science and technology projects undertaken by science and technology SMEs, market-oriented, displaying excellent science and technology SMEs, discovering the market value of science and technology projects, and promoting the formation of a mechanism for social capital to participate in supporting the industrialization of science and technology plan projects.
(5) Scientific and technological innovation service professional competition
Focus on new scenarios of scientific and technological innovation services, focus on technical services, talent services, financial services, etc., discover and support high-quality enterprises engaged in scientific and technological innovation and entrepreneurship service activities, promote the improvement of the international level of scientific and technological service specialization, and promote the establishment of a scientific and technological innovation and entrepreneurship service system in the new era.
6. National Competition Arrangements
(1) National Competition (Semi-finals)
1. The national competition (semi-finals) is organized by the Office of the Organizing Committee of the Competition, and according to the progress of the Competition, it is grouped according to the strategic emerging industry field, and the competition is conducted by offline or online judging.
2. The scale of participating companies in the national competition (semi-finals) is about 1500, including about 400 start-ups and about 1100 growth enterprises.
3. After the national competition (semi-finals), about 600 outstanding enterprises in the competition will be selected.
(2) National Finals
1. The National Finals will produce the 11th China Innovation and Entrepreneurship Competition "Top 50 Innovation and Entrepreneurship", and will produce the first, second and third prizes.
2. The National Finals will be broadcast live through an open roadshow and will be broadcast live through an online platform.
National Finals competition time: late October or early November 2022
7. Service Policy
(1) Select the best recommendations to state-level investment funds such as the sub-fund established by the National Small and Medium-sized Enterprise Development Fund, the sub-fund established by the National Science and Technology Achievement Transformation Guidance Fund, the sub-fund established by the Science and Technology Small and Medium-sized Enterprise Venture Capital Guidance Fund, and the China Internet Investment Fund.
(2) The cooperative banks of the competition will give loan credit support on the basis of merit.
(3) Promote docking and cooperation with large enterprises, create an innovation chain, industrial chain and ecosystem for resource sharing and win-win cooperation, and promote industrial integration and innovation.
