The Ministry of Industry and Information Technology also said that tampering with the speed limit value of electric bicycles violates the mandatory national standard "Electric Bicycle Safety Technical Specification" (GB 17761-2018, referred to as the "new national standard") and road traffic management laws and regulations, bringing safety hazards to consumers and road pedestrians.

Public information shows that the output of electric scooters in the mainland has ranked first in the world, with a total of 4.25 million electric scooters produced in the world in 2020, of which China has produced 3.64 million, accounting for more than 85%.

At present, many two-wheeled electric vehicle brands have electric scooter products, but "Nail Technology" noted that due to its emerging category, the formulation of relevant standards is still lagging behind, and there is a "blind spot" in supervision.

On the one hand, the current electric scooter does not belong to the category of electric bicycles, so it is not suitable for the technical specifications and standards of the standard electric bicycle, so it is impossible to supervise it with the new national standard of the electric bicycle.

On the other hand, some manufacturers told Nail Technology that electric scooters are entertainment and sports tools and not means of transportation, and the state currently does not clearly stipulate that it needs to be licensed before it can be used. The subtext is that buying an electric scooter is not required to be on the road.

Even if it is not a type of product with electric bicycles, but because they are all electric drives and lighter weight, from the common sense point of view, in most scenarios, their driving speed should not be higher than electric bicycles, that is, at least not higher than 25 km / h.

But Nail Technology understands that many electric scooters currently have a top speed of more than 25 km / h. On the Jingdong platform, when Nail Technology consulted an electric scooter manufacturer about the speed problem, the manufacturer's customer service said that the speed of the product was less than 25 km / h when the product was shipped, and after receiving the product, it would send a speed solution video to the consumer, and the consumer himself could lift the speed limit in 30 seconds, and the speed after the speed was about 30-35 km / h.

"Nail Technology" noted that there have been many cases of speed limiting for electric scooters in foreign countries. For example, public information shows that in France, which has more than 2 million electric scooter users, it has long set a maximum speed limit of 25 km / h, and in 2021, Paris, France further tightened the maximum speed limit, stipulating that the speed limit of shared electric scooters in 662 districts of Paris is 10 km / h. London, England, began piloting shared electric scooters in June 2021, with a speed limit of 20 km/h.

In addition, some prefectures and cities in China have also introduced relevant standards. For example, in 2021, the local standard "Safety Technical Specifications for Electric Scooters" in Jiangsu Province will be publicized, and the standard stipulates that the maximum speed of electric scooters should not be more than 25 km / h.

At present, in addition to the general group based on entertainment needs, the substitute driving crowd is a major consumer group of electric scooters, and the modified electric scooters can easily break through 25 km / h, which naturally brings a lot of traffic safety hazards.

According to "Nail Technology", the current national standard for electric scooters is in the process of drafting and formulating. In September 2021, the National Standards Commission issued the national standard plan of "General Technical Specifications for Electric Scooters", and the national standard kick-off meeting was officially held in November 2021, and the national standard formulation of electric scooters entered the substantive stage.
