On 5 March 2021, the International Football Council held its 135th annual general meeting, at which a resolution was made on the revision of the rules in the Rules of Football Competition 2021/2022. In order to keep pace with the new competition rules and ensure the consistency of their implementation, the Chinese Football Association has translated and published the Football Competition Rules 2021/2022 with the authorization of the International Football Council.

The Rules of Football Competition are an important value of football, which guarantees the fairness of football matches and allows competition officials and athletes to be valued, protected and respected. The International Football Council publishes the Rules of Football Competition in English, French, German and Spanish, and in the event of any discrepancy in different languages, the English version shall prevail.

General adjustments

Football Competition Rules 2021/2022

The universality of the rules of the competition means that the rules enforced at all levels of football around the world are essentially the same. In addition to creating a more "fair" and safe competition environment, the competition rules should also promote the participation and fun of the competition.

Historically, the International Football Council has allowed national football associations the flexibility to adjust the terms of some "organisational" rules for specific categories of competition. In any case, the International Football Council firmly believes that if it is beneficial to the country's football, national associations should now have more options for adjusting the rules for the organization of matches.

From the world cup championship and runner-up final field to the smallest village, every football field in the world should be played in the same way as the referee law enforcement. However, states may decide on provisions such as the length of the game, the number of teams, and penalties for misconduct, depending on the needs of their domestic circumstances.

Accordingly, the 131st Annual Conference of the International Football Council, held in London on 3 March 2017, unanimously adopted that national associations (including the Federation of Continental States and FIFA) may, in all or in part, adjust the following rules of competition relating to the organization of the competition in the competitions for which they are responsible:

For youth, seniors, people with disabilities and grassroots football:

The size of the playing field.

The size, weight and materials used for the game.

The width between the two goal posts and the height from the ground to the goal beam.

The length of two halves (equal hours) of the match (and the length of two equal time halves of overtime).

Use return substitution.

Use a temporary penalty (penalty seat) in cases where some/all of them should be warned (yellow cards).

Except for matches involving the highest level club first team or national A team, any other level of competition can be adjusted as follows:

The maximum number of substitutions for a youth competition is determined by the National Association, the Federation of Continental Nations and FIFA, and the maximum number of substitutions allowed for other competitions is 5.

In addition, in order to give national associations further flexibility in the adjustment of rules to facilitate the development of football in their countries, the International Football Council has approved the following changes to the "classification" of football matches:

Women's football is no longer a separate category and has an equal status with men's football.

Removed age rules for adolescents and the elderly – national associations, intercontinental federations and FIFA have the flexibility to determine age limits for these categories.

National associations decide for themselves which competitions at the lowest level are "grassroots" football.

Permission for rule adjustments

National associations can use different rules to adjust in their various events, rather than having to enforce the exact same rules in all events. In any event, however, no other adjustment may be made to the rules other than those mentioned above without the approval of the International Football Council.

The International Football Council invites national associations to provide information on the adjustments to their rules of the competition, including what adjustments have been made at which levels of the competition, in particular the reasons for these adjustments. Through this information, the International Football Council can distill content that is shared with other national associations to assist in the development of football.

The INTERNATIONAL Football Council is open to suggestions for other potential rule adjustments that can increase the participation and appeal of the sport and promote the development of football worldwide.
