The International Football Council has published on its official website a detailed explanation of the changes to the 2022/2023 version of the Football Competition Rules, which are not much different from the 2021/2022 version.
The main change in the 2022/2023 version of the Football Competition Rules is that the five substitutions are officially written into the football competition rules, and some wording that is easy to cause ambiguity has been improved. In addition, in Chapter 12, the position of the indirect free kick was added to the field personnel, who left the playing field without the referee's permission, fouled the off-court factor, and if the penalty was awarded. Team officials can also be warned or ordered to appear during penalty shootouts.
Chapter 14 adds the option to allow a goalkeeper to have one foot in front of the goal line and one foot behind the goal line when at the penalty spot, but it is not allowed to have both feet behind the goal line!
