Former Secretary for Administration Lee Ka-chiu announced his bid for the next Chief Executive, and on April 9 Lee Ka-chiu issued a campaign manifesto under the slogan of "opening a new chapter for Hong Kong", and I very much agree with his three major governance directions: one is to solve different problems with the goal of results, the other is to comprehensively enhance Hong Kong's competitiveness, and the third is to lay a solid foundation for Hong Kong's development.
Lee Ka-chiu described the past two years or so as Hong Kong's experience of chaos and governance, the next 5 years is a critical moment for Hong Kong to be governed and prosperous, and the purpose of running for election is to give the public a government that will be an officer, dare to take responsibility, and be able to make achievements, so that the public can benefit and have a sense of gain. I think Li Jiachao can meet the strict requirements of the central authorities for the "five goodnesses" (firm stance, responsibility, love for the people, inspiration, and sense of responsibility) and "five haves" (have feelings, patterns, responsibilities, skills, and deeds) for the new chief executive of the future.
I nominate Lee Ka-chiu to support his election as the sixth Chief Executive, and during his tenure in the government, he has the courage to take responsibility, promote the Hong Kong National Security Law, stop violence and control chaos, restore social order, and more fully demonstrate his commitment to national security. I know Li Jiachao until now, I feel that he is very sincere, has no official frame, and humbly listens to opinions, and I am convinced that Li Jiachao will be able to unite all sectors of society, bring a new chapter to Hong Kong, promote the practice of "one country, two systems" to go far and steady, and maintain Hong Kong's prosperity and stability.
In January 2021, when Lee Ka-chiu was the Secretary for Security, he was interviewed by The Mirror of Hong Kong, of which I was the executive director, and the guest host, Senior Commentator on Current Affairs, Guo Yiming, interviewed Director Lee for an hour in the form of a video about the Hong Kong National Security Law, article 23 legislation, anti-money laundering freeze, and the impact of individual sanctions by the United States.
Li Jiachao believes that the implementation of the Hong Kong National Security Law has played an immediate role, curbing the arrogance and illegal acts of "black riots" or "Hong Kong independence" or foreign forces that have intervened since June 2019, and the public has generally returned to normal life and no longer need to live in fear, which is the importance and key to the immediate effect of the Hong Kong National Security Law and the return of Hong Kong to calm. He believes that three points are very important: first, because of a series of crackdowns, the activists who endanger national security have indeed converged, but their consciousness is still there, but it is not active for the time being, but it does not mean that there is no national security risk, we must continue to carefully examine the situation, not to take it lightly, and we must always remain vigilant; second, we must prevent some people from continuing to play up the minds of young people and affect them, which are the risks we face. When they turn from light to dark, we must examine the situation more, and pay attention to how to grasp the intelligence, including continuing to advocate, influence, and make more people be affected by this trend of thought, which is the most important; third, we must try to prevent anyone from colluding with foreign forces, including funds, ideological promotion, such as ideological indoctrination, the NSA will pay close attention to some possible changes in this regard, Hong Kong in the past "black riots", violence and "Hong Kong independence" arrogance, everyone saw the participation of foreign forces, We will pay close attention to these risks so that we can contain them as soon as possible.
When talking about the 23-article legislation, Li Jiachao pointed out that legislation is necessary, safeguarding national security belongs to the central authorities, the central government trusts the SAR, and only requires the SAR government to enact legislation to prohibit seven kinds of crimes and activities that threaten national security; the scope of legislation of the Hong Kong National Security Law is very restrained, only for four kinds of crimes, compared with the national security laws of our country or foreign countries, the Hong Kong National Security Law belongs to a very narrow scope, so article 23 legislation is necessary. He said that in the progress of the relevant work, it is necessary to learn from the unsuccessful experience of the 2003 legislation, in addition, there have been different cases of endangering national security that have been prosecuted and sent to the court for trial, and the practice process, prosecution work, evidence requirements, court judgment views, and its cases all have reference value for article 23 legislation, so in this regard, preparations are being made, and I hope to refer to the implementation and trial of the "Hong Kong National Security Law" cases to help legislate article 23.
He scoffed at the sanctions imposed by the United States when Lee Ka-chao was the secretary of the Security Bureau, dismissing these bullying behaviors. He does not think that the so-called sanctions have much impact, and in the end the US side may suffer the consequences. In fact, the US side has named sanctions, affirming that our work is effective and further strengthening our confidence in this aspect of work.
On September 30 last year, at the Preparatory Committee for the Celebration of the National Day in the Hong Kong Press, I told reporters that I served as the Hong Kong Regional Election Committee of the Fifth Sector of the China Federation of Returned Overseas Chinese, and hoped that the people who would truly build Hong Kong could be elected, a new chapter of good governance and good governance could be opened, and the leaders selected could create a new atmosphere for Hong Kong's governance. Li Jiachao gives people a sense of new personnel, new style and new atmosphere. I believe that under his leadership, we can lead Hong Kong to a new era from governance to prosperity.
As Liu Zhaojia, vice president of the National Association for the Study of Hong Kong and Macao, said, the next special chief has the courage and courage to exert himself to promote various institutional reforms, overcome the obstruction of vested interest groups, and use strong means to ensure national security and the stable development of Hong Kong. I believe that Li Jiachao is the right person for the new chief executive who "will be an officer, can be an officer, and can accomplish things."
