For the settlement of unpaid wages in batches, many club representatives participating in the online meeting have long anticipated. In fact, many club bosses who owe wages also tend to "batch". However, in the process of actually dealing with the problem, it is inevitable to affect the salary payment of existing players. Therefore, the club's policy is similar to the "Solutions and Penalties" issued by the Football Association to make up salaries in batches, which is also recognized by many players. But an extension does not equate to a compromise. The "Solutions and Penalties for Club Wage Arrears" issued by the Preparatory Group of the Chinese Football Association and the China Football Federation also stipulate many "rules and regulations". For example, clubs must not have new wage arrears in the 2022 season, and for the 2021 season and before the wage arrears, a total of three time nodes will be set up to be resolved in stages and batches: before July 31, 2022, the settlement of wage arrears is not less than 30% of the total; before October 31, 2022, the settlement of wage arrears is not less than 70% of the total; before December 31, 2022, the settlement of all wage arrears.
Where there are rules, there are penalties. If the unpaid clubs fail to meet the requirements at the above three points in time, they will be given separately:
1. Prohibit the registration of new players at the second transfer window of the 2022 season and impose a penalty of 3 points deducted from the league points;
2. Penalty deducts 6 points from league points;
3. Penalty for demotion or disqualification.
In the event of a new fact of unpaid wages in the 2022 season, penalties will be imposed upon deduction of league points, relegation or disqualification for the 2023 season, as appropriate.
It is worth mentioning that the "Solutions and Penalties" also stipulates that for clubs that cannot fully solve the problem of wage arrears before December 31, 2022, clubs must reach a settlement agreement with the unpaid personnel including but not limited to coaches, players and staff, and submit them to the Chinese Football Association for the record before 17:00 on April 8, 2022, and resolve the wage arrears in accordance with the time nodes determined in the filing agreement. According to reports, this clause mainly applies to Chinese Super League clubs, mainly referring to large cases of arrears of tens of millions of yuan in salaries to local players and hundreds of millions of yuan in arrears to foreign aid and foreign teachers. In this regard, the Chinese Football Association and the Preparatory Group of the China Football Federation do not impose any time and proportional restrictions. As long as the parties reach a settlement agreement with the club, they can be submitted to the Football Association for the record.
Perhaps the outside world will also have a lot of criticism of "postponing the settlement of wage arrears in batches", but in line with the original intention of protecting the individual interests of players, the actual situation of the club, and the relative integrity of the three-tier league, this is the most three-way solution. A relevant person from the China Football Federation said, "Postponing the settlement and solving it in batches is not only to win valuable time for the Chinese Super League to turn the crisis into safety, but also to ensure the relative integrity and regularity of the professional league."
