Where there are rules, there are penalties. If the unpaid clubs fail to meet the requirements at the above three points in time, they will be given separately:

1. Prohibit the registration of new players at the second transfer window of the 2022 season and impose a penalty of 3 points deducted from the league points;

2. Penalty deducts 6 points from league points;

3. Penalty for demotion or disqualification.

In the event of a new fact of unpaid wages in the 2022 season, penalties will be imposed upon deduction of league points, relegation or disqualification for the 2023 season, as appropriate.

It is worth mentioning that the "Solutions and Penalties" also stipulates that for clubs that cannot fully solve the problem of wage arrears before December 31, 2022, clubs must reach a settlement agreement with the unpaid personnel including but not limited to coaches, players and staff, and submit them to the Chinese Football Association for the record before 17:00 on April 8, 2022, and resolve the wage arrears in accordance with the time nodes determined in the filing agreement. According to reports, this clause mainly applies to Chinese Super League clubs, mainly referring to large cases of arrears of tens of millions of yuan in salaries to local players and hundreds of millions of yuan in arrears to foreign aid and foreign teachers. In this regard, the Chinese Football Association and the Preparatory Group of the China Football Federation do not impose any time and proportional restrictions.
