Notice on registration for the 2022 Translation Professional Qualification (Level) Examination

　　According to the requirements of the Personnel Examination Center of the Ministry of Human Resources and Social Security on Doing a Good Job in the Examination of the 2022 Translation Professional Qualification (Level) Examination (Letter [2022] No. 10 of the Personnel Examination Center), the translation professional qualification (level) examination (hereinafter referred to as the "Translation Examination") in the first and second half of 2022 was held on June 18, 19 and November 5 and 6, respectively, and the examination form was electronic (that is, computer-based examination). The notice on the registration for the 2022 annual translation examination in our province is hereby notified as follows:

　　1. Examination settings

　　The translation test is divided into 9 languages, including English, Japanese, Russian, German, French, Spanish, Arabic, Korean/Korean Chinese, and Portuguese, each language is divided into level 1, 2 and 3, and there are interpretation and translation examinations for each language and level. Candidates must pass all the subjects of interpretation or translation in the language and level of examination in the current examination to obtain the qualification certificate.

　　(1) Interpretation examination

　　The First Level Interpretation Examination has 1 subject of "Interpretation Practice", and the Level 2 and 3 Interpretation Examination has 2 subjects of "Comprehensive Ability of Interpretation" and "Interpretation Practice". Among them, the second-level "Interpretation Practice" subjects are divided into two professional categories: "consecutive interpretation" and "simultaneous interpretation", and at present, only English is opened at the same time for "consecutive interpretation" and "simultaneous interpretation", and other languages only open for "consecutive interpretation".

　　The examination duration of the Level I and II "Interpreting Practice" subjects and the "Comprehensive Competence of Interpreting" subjects at each level is 1 hour, and the examination time of the "Interpretation Practice" subjects at Level 3 is 30 minutes.

　　The two subject examinations of "Comprehensive Ability of Interpretation" and "Practice of Interpretation" of the same language and level are organized continuously, and test takers are not allowed to leave the venue during the interval. The "Comprehensive Ability of Interpreting" subject examination adopts the answer method of listening, translating and entering by the test taker, and the "Interpretation Practice" subject adopts the answer method of listening, interpreting and recording on the spot.

　　The English Level 1 Interpreting Examination is held only in the first half of the year, the English Level 2 Interpretation (Simultaneous Interpretation) Examination is held only in the second half of the year, the English Level 2 Interpretation (Consecutive Interpretation) and English Level 3 Interpretation Examinations are held in the first half of the year;

　　(2) Translation examination

　　The first-level translation examination has 1 subject of "Translation Practice", and the level 2 and 3 translation examination has 2 subjects of "Comprehensive Translation Ability" and "Translation Practice". The duration of the exam for the "Comprehensive Translation Ability" subject is 2 hours, and the exam time for the "Translation Practice" subject is 3 hours. Test takers use the mouse and keyboard to type and answer.

　　The English Level 1 Translation Examination is held only in the first half of the year, the English Level 2 and Level 3 Translation Examination is held once in the first half of the year, the French, Japanese, Arabic and Portuguese Level 1, II and III translation examinations are held in the first half of the year, and the Level 1, II and III translation examinations in Russian, German, Spanish and Korean/Korean are held in the second half of the year.

　　The examination schedule for each level and subject of the interpretation and translation examination is shown in Annex 1.

　　II. Application Requirements

　　In order to facilitate candidates to register for the exam nearby and reduce the impact of large-scale cross-regional movement on epidemic prevention and control, this exam only accepts candidates who currently work and live in Gansu to register for the exam. Candidates from high-risk areas of the epidemic whose current residence is not in Gansu may be affected by the implementation of epidemic prevention and control measures, which will affect their normal participation in the examination.

　　(1) Level 1 Translation Examination

　　According to the Notice of the Ministry of Human Resources and Social Security on Printing and Distributing the Measures for the Evaluation of Professional Qualifications (Levels) of Senior Translators and First-level Translators (Trial Implementation) (issued by the Ministry of Human Resources and Social Security [2011] No. 51), those who abide by national laws, regulations and relevant regulations of the translation industry, abide by professional ethics, and meet one of the following conditions can register for the first-level translation examination:

　　1． Have passed the national unified examination and obtained the corresponding language and category level 2 translation certificate;

　　2． Professional translation positions have been evaluated in accordance with the unified provisions of the State.

　　(2) Level II and III translation examinations

　　According to the Circular of the Former General Office of the Ministry of Personnel on Printing and Distributing the Interim Provisions on the Examination of Translation Professional Qualifications (Level) (Renfa [2003] No. 21) and the Notice on Printing and Distributing the Measures for the Implementation of the Examination for the Professional Qualification (Level) Examination for Translation at the Second and Third Levels (Issued by the Department of Human Resources [2003] No. 17), all personnel who abide by the Constitution and laws of the People's Republic of China, abide by professional ethics, and have a certain level of foreign language proficiency can register for the second- and third-level translation examinations.

　　(3) Exemption from the conditions of one subject

　　Those who have obtained the Certificate of Qualification for Second-Level Interpreting (Consecutive Interpretation) may be exempted from the "Comprehensive Ability of Interpretation" subject and only take the "Interpretation Practice (Simultaneous Interpretation)" subject examination when applying for the Second-level Interpretation (Simultaneous Interpretation) Examination.

　　When studying for the Second Level Translation Examination for postgraduate students with a master's degree in translation, they can be exempted from the "Comprehensive Ability of Oral (Written) Translation" subject and only take the "Oral (W) Translation Practice" subject examination. A list of 316 Translation Master's Degree (MTI) training units nationwide (as of November 2021) is shown in Annex 2.

　　3. Examination syllabus

　　The syllabus of the translation examination for each language, level and subject has been published on the National Translation Professional Qualification (Level) Examination Network (http://www.catticenter.com).

　　4. Registration notification commitment requirements

　　(1) The registration certificate of this examination shall be subject to the notification commitment system. Candidates who choose to inform the commitment system at the time of registration make a commitment to the true, accurate, complete, valid and eligible application conditions for the information they fill in, are willing to accept the verification of the examination organization, are willing to bear the legal responsibility for false promises and accept the handling, and sign the "Commitment to Inform the Registration Certificate of the Professional and Technical Personnel Vocational Qualification Examination" (electronic text), which has legal effect once submitted and is not allowed to make commitments on behalf of them. Candidates who do not choose the notification commitment system or do not apply the notification commitment system at the time of registration need to submit relevant supporting materials.

　　(2) The examination body will, in accordance with the relevant requirements of the Personnel Examination Center of the Ministry of Human Resources and Social Security, carry out full social supervision over all test takers, strengthen comprehensive management, strictly verify the registration materials, and strengthen the punishment of false promises; those who fail to pass the qualification verification or do not accept the verification after the deadline will be treated as invalid registration or invalid examination results.

　　(3) If the information filled in by the test taker is inconsistent with his or her true information, or if the relevant documents, materials, or information are forged or altered, and the qualifications for the examination are fraudulently obtained, once verified, they will be dealt with seriously in accordance with relevant regulations.

　　(4) Handling of false promises:

　　1. Invalid registration, cancellation of examination qualifications or invalid examination results, and non-refund of fees paid.

　　2. Untrustworthy personnel entered into the creditworthiness archives of professional and technical personnel qualification examinations will be entered into the national credit information sharing platform, carrying out joint disciplinary action, and as appropriate, announcing it to the public, notifying the parties' units.

　　3. Where test takers deliberately conceal the true situation, provide false promises, or use other improper means to obtain corresponding qualification certificates or transcripts, or other serious violations of discipline or violations, they are to be handled in accordance with the "Provisions on the Handling of Violations of Discipline and Violations in the Professional and Technical Personnel Qualification Examination" (Decree No. 31 of the Ministry of Human Resources and Social Security), and recorded in the professional and technical personnel qualification examination creditworthiness archive. Where a crime is suspected, transfer it to the judicial organs for handling.

　　5. Registration time and process

　　(1) Registration time

　　1. First half of the year:

　　Online registration is from April 16 to April 22 at 18:00

　　Online payment time: April 16 to April 24, 18:00

　　2. Second half of the year

　　Online registration is from September 1 to September 7 at 18:00

　　Online payment time: September 1 to September 9, 18:00

　　(2) Registration process

　　Registration is based on a nationwide unified online registration method. Those who meet the application requirements, please log on to the website of the National Professional and Technical Personnel Qualification Examination Service Platform (http://www.cpta.com.cn) and follow the following process to register:

　　1． Candidate registration. After the implementation of the examination registration matters notification commitment system, first-time candidates should complete user registration before registration, and registered candidates do not need to re-register, but must supplement and improve the relevant registration information. The online registration system will conduct online verification of identity information, academic degrees and other registration information, and 24 hours after submitting the registration information, you can log in to the online registration system to check the verification results, and you can register after the verification is completed. If there are items that have not completed the verification, there will be corresponding prompts when selecting the exam registration.

　　Warm reminder: There is no restriction on registration conditions for the second and third level translation and interpretation examinations. Candidates who fail to pass the verification of academic qualifications or degrees or cannot automatically pass the verification can directly enter the follow-up registration link after uploading the academic qualifications and degree materials, and do not need to be verified by the background management personnel of the online report. The candidate's academic qualification and degree review status will be displayed as "Manual verification/failed", but it will not affect their continued registration.

　　2． Fill in the information. Candidates select the name of the examination, select the province and examination area, fill in the registration information according to their actual situation, confirm that the information is true, accurate and complete, and sign the "Commitment to Inform the Commitment System for the Registration Of the Professional and Technical Personnel Qualification Examination" (electronic text).

　　3． Upload a photo. New candidates registered in 2022 will use a recent color standard 1-inch half-body frontal ID photo (size 25mm*35mm, pixel 295px*413px), and the photo background color must be white. You must download and use the "photo review processing tool" specified by the registration system, upload the photos that have been reviewed and saved by the tool, and upload the photos that you upload yourself without using the tool to review and process, the registration system cannot approve and the candidates will not be able to complete the online registration. (Note: Photos of registered candidates in previous years can continue to be used without replacement)

　　4． Eligibility checks

　　Scope of application: (1) Candidates who did not choose to inform the commitment system at the time of registration; (2) candidates who made a commitment at the time of registration and then withdrew their commitment before the payment was paid and before the registration deadline; (3) those who have made false promises in the registration of the professional and technical personnel qualification examination, have serious violations of discipline or particularly serious violations of discipline and violations, and are recorded in the integrity archive of the professional and technical personnel qualification examination and are within the record period.

　　Provide information: (1) a copy of the registration form downloaded from the national professional and technical personnel qualification examination registration service platform, and signed to confirm; (2) the identity document (consistent with the registration), the original and copy of the vocational qualification certificate.

　　The registration for the examination must be operated by the candidate, and the candidate carefully checks all the information before submitting it for preservation. Candidates shall bear all the consequences of filling in errors due to personal information, examination subjects, examination levels (due to different file numbers, the examination level filling error system will not be able to synthesize test results), as well as all consequences caused by incorrect photos and incorrect payment.

　　5． Online payment. Candidates who have passed the online qualification review must log on to the registration website within the prescribed time limit to make online payment. Those who fail to make online payment within the prescribed time shall be deemed to have abandoned the registration automatically. After successful payment, except for policy factors, no refund will be granted in principle. Candidates who have successfully paid the fee can log on to the Gansu Government Service Network (https://zwfw.gansu.gov.cn), select the unified public payment platform in the special service column, and select the bill inquiry and printing function in the inquiry (print) to print the non-tax invoice by themselves, and the invoice can only be printed once.

　　6． Charges

　　(1) Translation examination: 81 yuan for each level of "Comprehensive Translation Ability" subject, 85 yuan for each level of "Translation Practice" subject (see Ganfa Price [2020] No. 546 document based on fees).

　　(2) Interpretation examination: 370 yuan per person per subject for first-level interpreter, 170 yuan per person per subject for second-level interpreter, 470 yuan per person per subject for second-level interpretation, and 160 yuan per person per subject for third-level interpreter (see Ganfa Reform Price [2020] No. 546 document for the basis of fees).

　　Second half of the year: October 29 to November 4

　　This exam is only set up in Lanzhou, and candidates who currently work or reside in Gansu can register for the exam in Gansu Province. The specific examination time (batch), examination venue location, etc. shall be subject to the admission ticket.

　　VI. Examination Instructions

　　(1) Examination equipment requirements: Test takers should bring black ink pens to the test, and those who participate in the "Translation Practice" subject examination can separately carry a paper Chinese and foreign Dictionary; they must not bring the (electronic) recording/storage/calculation/communication and other functions and the examination-related materials other than those specified to the examination room seat.

　　(2) Requirements for late arrival and departure: Test takers must arrive at the testing room 30 minutes in advance. Late test takers are not allowed to enter the test room after the interpretation test begins, and test takers are not allowed to leave the venue early during the test. After the start of the translation test, test takers who are more than 5 minutes late are not allowed to enter the test room, and test takers are not allowed to submit their papers and leave the venue within 2 hours.

　　(3) Requirements for the use of examination equipment and the way of answering:

　　1. The input methods supported by the translation computer test are: Chinese (Simplified) - Microsoft Pinyin Input Method, Chinese (Simplified) - Pole Wubi Input Method, Chinese (Simplified) - Sogou Pinyin Input Method, English (United States), Japanese (Japan) - Microsoft IME, Japanese (Japan) - Baidu Input Method, French (France), French (Canada), Arabic (Egypt), Russian (Russia), German (Germany), Spanish (Spain, International Ordering), Korean / Korean Chinese (Korean) - Microsoft IME & Korean, Portuguese (Portugal) - Portuguese, Portuguese (Brazil) - American English - International.

　　2. Test takers who take the interpretation test must test and confirm whether the recording, playback, input and other functions of the test equipment are working properly before starting to answer. After the completion of the "Practice of Interpreting" subject test, the test taker must confirm whether the recording of his or her answers is normal.

　　3. Test takers can log on to the Chinese examination network to familiarize themselves with the examination answer interface and examination process in advance through the simulated answering system.

　　(IV) During the examination process, test takers shall comply with the rules, operation guidelines and answering requirements listed in the computer-based examination system. In case of abnormal situations such as examination machine failure and network failure, you should follow the arrangements of the invigilator. If the test cannot be completed normally due to force majeure or other factors that are difficult to prevent in advance, the test takers can apply for free participation in the next translation test of the same subject.

　　(5) Result inquiry: 60 days after the end of the examination, the test takers can check the examination results through the Chinese Examination Network (www.cpta.com.cn) or the National Translation Professional Qualification (Level) Examination Network (www.catti.net.cn).

　　VII. Requirements for epidemic prevention and control

　　(1) Test takers should pay attention to self-health management, start applying for the "green code" of the Gansu Provincial Health Travel Code 14 days before the test, pay attention to the status of the "Health Code", and check the temperature every day. Do not go to the domestic epidemic situation, do not go abroad (border), do not participate in gathering activities.

　　(2) When test takers pass through the temperature detection channel, they should keep the spacing of personnel greater than 1 meter and accept body temperature detection in an orderly manner. The mobile phone interface Gansu Province health travel code is "green code", 48 hours before the test before the test negative certificate (both are indispensable) and on-site detection of normal body temperature (< 37.3 °C) test takers can enter the test center.

　　(3) Test takers holding the "Gansu Provincial Healthy Travel Code" non-green code and test takers from medium- and high-risk areas of the domestic epidemic situation must implement corresponding centralized isolation or home health monitoring measures in accordance with the relevant requirements of the Office of the Joint Prevention and Control Leading Group for the Prevention and Control of the New Crown Pneumonia Epidemic in Gansu Province, according to the risk level of the place of origin of the personnel, and conduct nucleic acid testing as required, and those who meet the requirements can take the test in the isolation examination room.

　　(4) Candidates who have respiratory symptoms such as fever and cough during the examination should report to the examination staff in a timely manner. After being assessed by on-site medical and health professionals, those who have the conditions for participating in the examination shall be taken to the temporary isolation examination room by a special person responsible for taking the examination; those who do not have the relevant conditions shall not participate in the examination, and take prevention and control measures in accordance with relevant requirements.    (5) Test takers should prepare their own disposable medical masks or medical surgical masks, wear masks and show the Gansu health travel code "green code" before entering the test center, and wear masks throughout the whole process after entering the examination room.

　　(6) Test takers should consciously cooperate with the prevention and control of the epidemic, and must not conceal or lie about key information on epidemic prevention and control such as travel history, contact history, and health status, otherwise they will bear corresponding legal responsibilities.

　　(VII) Due to the relevant requirements of the personnel examination epidemic prevention, the relevant requirements will be dynamically changed according to the provisions of the province's epidemic prevention and control measures, and if there are new changes in the epidemic situation before the examination, our center will issue a supplementary notice in a timely manner.
