Legend has it that Sheng Xuanhuai, a minister of the Qing Dynasty, once went to diaoyu Island to pick sea hibiscus and made pills to cure Empress Dowager Cixi's rheumatism.
At that time, as soon as the empress dowager was happy, she issued an edict to give the Diaoyu Islands to Sheng Xuanhuai.
