In the past year, our province has taken the "111" innovation project as the traction, coordinated the promotion of the "1331" and "136" three major innovation projects, focused on quantum optics and optical quantum devices, hybrid grain germplasm innovation and molecular breeding, and coal green and low-carbon clean utilization of the three characteristic directions of concentrated efforts, and actively built strategic scientific and technological forces, and scientific and technological innovation highlights are frequent. Recently, the Yellow River Laboratory led by Shanxi University has broken through a number of "card neck" technical problems, achieved a number of representative scientific and technological innovation achievements, and related technologies have been promoted and applied in Shanxi, Hebei and Heilongjiang, achieving a total consumption of 220 million tons of solid waste such as coal gangue and slime, and new sales revenue of 11 billion yuan. At present, focusing on the reduction and efficient utilization of carbon dioxide emissions in coal-based industries such as coal mining, power generation and coking, the laboratory, in cooperation with Tsinghua University, the Chinese Academy of Sciences and other units, is developing new technologies such as low calorific value coal clean power generation, carbon dioxide efficient and low-consumption capture, carbon dioxide mineralization utilization, etc., and provides scientific and technological support for the realization of low-carbon clean process reengineering in coal-based industries by carrying out low-carbon development path research and zero-carbon industrial park demonstrations in key industries.

Serve enterprises, serve talents, and realize the fundamental transformation from R&D management to innovative services

While vigorously building innovation platforms such as the Shanxi base of Huairou Laboratory, major scientific and technological infrastructure, state key laboratories and E-level supercomputing centers, as well as provincial laboratories and provincial key laboratories, our province will create space for high-level scientific and technological leading talents to carry out research and concentrate on tackling key problems; promote first-class talent teams such as Peking University and Tsinghua university to build 110 extension bases for university scientific research platforms in our province, and implement 146 achievement transformation projects; set up a national regional innovation joint development fund, and introduce 31 domestic universities in 2021. The high-end talent team of 7 scientific research institutions and 3 large state-owned enterprises carried out research, and the total amount of funds reached 110 million yuan.
