According to public resumes, Zhang Xin, male, Han ethnicity, native of Yucheng, Henan, was born in November 1966, joined the Communist Party of China in October 1986, and began working in July 1989. Graduated from the Department of Mechanical Engineering of Beijing Institute of Technology with a bachelor's degree in safety engineering.

Zhang Xin has worked in Henan Province for a long time, and has served as deputy director of the Henan Provincial Audit Office, member of the party group, standing committee member and vice mayor of the Zhumadian Municipal Party Committee, deputy secretary of the party group of the municipal government, secretary of the party group and deputy director of the Henan Provincial Emergency Management Department, and secretary of the party committee and deputy director of the Henan Provincial Emergency Management Department.

The former State Coal Mine Safety Supervision Bureau was renamed the State Mine Safety Supervision Bureau by the end of last year.
